East Moline City Council met August 7.

Here is the minutes as provided by the council:

Pledge

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

Roll Call

Mayor Freeman called the meeting to order and directed Acting City Clerk Wanda Roberts to call the

roll. The following Aldermen were present: Alissa Sallows, Gary Almblade, Nancy Mulcahey, Ed

DeJaynes, Gary Miller, Robert Cheffer, Rico, and Mayor Freeman.

Public Comment:

Mr. Larry Simoens, 4114 8th Avenue, East Moline, Illinois – Mr. Simoens addressed the City Council

regarding the number of abandoned cars in the downtown area with no license plates which is getting out

of control. Mr. Simoens also requested to know where his money is going for storm sewer.

Mayor Freeman responded to his questions and informed Mr. Simoens that the City would be getting in

touch with him regarding his issues.

City Clerk’s Report

Acting City Clerk Wanda Roberts passed.

Additions/Corrections to Agenda:

None

Consent Agenda

City Clerk Arletta D. Holmes read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of July 17, 2017.

b. Approval of the Committee-of-the-Whole Minutes of July 17, 2017.

c. Approval of Salaries for July 28, 2017 in the amount of $411,842.79.

d. Approval of Bills in the amount of $570,472.83.

e. Approval of a Proclamation “In Honor of Mount Zion Missionary Baptist Church 100th

Anniversary, on August 20, 2017”.

A motion was made by Alderman DeJaynes, seconded by Alderman Miller, to approve the Consent

Agenda as presented. Upon roll call the following voted in favor: Sallows, Almblade, Mulcahey,

DeJaynes, Miller, Cheffer, and Rico. Motion carried.

Report by Mayor

Mayor Freeman read and presented to Revenue P. Wonder Harris, of Mount Zion Missionary Baptist

Church a Proclamation “In Honor of Mount Zion Missionary Baptist Church 100th Anniversary, on

August 20, 2017”.

Mayor Freeman introduced Trevon Johnson to speak about the upcoming event that is to be held at

Hereford Park on Tuesday, August 8, 2017 “Hoop 4 Hope” from 5:00 pm – 8:00 pm. Bracelets will be

available and decals at a cost $5.00.

City Attorney Graham Lee Presented the Following Resolutions:

Resolution 17-44: A Resolution of the City Council of the City of East Moline, Illinois,

Authorizing Approval of Badger Meter to Replace Meter Reading Software and Install

New Equipment.

A motion was made by Alderman Almblade, seconded by Alderman DeJaynes, to approve Resolution

17-44. Upon roll call the following voted in favor: Sallows, Almblade, Mulcahey, DeJaynes, Miller,

Cheffer, and Rico. Motion carried.

Resolution 17-45: A Resolution of the City Council of the City of East Moline, Illinois,

Authorizing Approval of the Low Bid from Harold’s Roofing to Re-Roof 5 Shelters and 1 Concession Stand at Jacobs Park in the Amount of $15,192.00.

A motion was made by Alderman Almblade, seconded by Alderman Miller, to approve Resolution 17-

45. Upon roll call the following voted in favor: Sallows, Almblade, Mulcahey, DeJaynes. Miller,

Cheffer, and Rico. Motion carried.

Resolution 17-46:

A Resolution of the City Council f the City of East Moline, Illinois, Authorizing Approval of Changing the Lane Configuration on 7th Street Between 26th Avenue and 41st Avenue.

A motion was made by Alderman Mulcahey, seconded by Alderman Rico, to approve Resolution 17-46.

Discussion:

A lengthy discussion was held regarding the plans which would have changed the current 4 lanes to

three-lane configuration with a bicycle lane. A NO vote would mean that the configuration would remain

the same.

Upon roll call the following voted in favor: Rico. Opposed: Sallows, Almblade, Mulcahey, DeJaynes,

Miller, and Cheffer. Motion fails 1-6.

Committee-of-the-Whole (Alderman Cheffer)

Alderman Cheffer stated there were no items for discussion all items have been covered under the

Consent Agenda, Ordinance or Resolutions.

City Staff Communication:

Each City Staff member present was given the opportunity to inform the City Council and those

present of events in their departments:

Lieutenant Thomas Reagan – Lieutenant Reagan informed the City Council that they had a great turn

out for the Night Out Against Crime at Willow Springs Swim Club. They gave out 350 McDonald

hamburgers along with Toppert-Jetting Services who is a great supporter of this event. For the record the

Police won all of them 21-17.

Darrin Girdler, City Administrator – Mr. Girdler invited everyone to come to Hereford Park for the

“Hoops 4 Hope”. Staff did get the courts striped out in time for this event. Looking forward to everyone

coming out for a good time.

Mr. Kammler, Engineering Services Director –Mr. Kammler updated the City Council on construction

projects that are going on in the city.

Chief DeFrance, Fire Chief – Chief DeFrance informed the City Council that there is 3 more weeks of

testing of the Fire fighters. Looking for an impartial referee.

Mr. Lambrecht, Maintenance Services Director – Mr. Lambrecht informed the City Council that there

will be a ribbon cutting ceremony at noon on August 12, 2017 at Millennium Park for the new

playground equipment. This park is shared with the City of Moline. Millennium Park is located at 34th

Avenue and Archer Drive.

Brianna Huber, WWWTP Facilities – Ms. Huber updated the City Council on the Wiman Water

Tower, and reported it has been completed.

Adjournment:

A motion was made by Alderman Mulcahey, seconded by Alderman Almblade, to adjourn the City

Council meeting. Upon roll call the following voted in favor: Sallows, Almblade, Mulcahey, DeJaynes,

Miller, Cheffer, and Rico. Motion carried. 6:56 p.m.
