City of Mt. Sterling Council met September 5.

Here is the minutes provided by the Council:

Mayor Charles “Skip” Lee called a meeting of the Sterling City Council to order at 6:30 pm on Tuesday, September 5, 2017. Roll call. Present: Aldermen Bob Conklin, Retha Elston, Joe Martin, John Stauter, Christine Wilen, and Jim Wise. Absent: None.

Also present were City Attorney Tim Zollinger, City Manager Scott Shumard, Director of Financial Services Cindy Von Holten, Superintendent of Building and Zoning Amanda Schmidt, Deputy Fire Chief Mike Dettman, Police Chief Tim Morgan, and City Clerk Marie Rombouts.

The Pledge of Allegiance was recited.

There were no communications from Visitors.

Alderman Elston made a motion to approve the following items on the Consent Agenda:

A) Minutes from August 21, 2017

B) Bills and Payroll totaling $450,499.39

C) Close Second Street between Avenues A and B, and Avenue A south of Third Street for the Hops on the Rock, October 13 - 16, 2017

D) Partial Pay Request #2 for Reconstruction of East 16th Street to Twin City Construction in the amount of $176,051.83

E) Resolution #R2017-09-19 Authorizing the Sale of Surplus Property from Public Works Department – Christmas decorations

The motion was seconded by Alderman Conklin. Voting: Ayes – Aldermen Conklin, Elston, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried.

Alderman Elston made a motion to approve the Proclamation declaring September 11 – 15, 2017 as Chamber of Commerce Week; seconded by Alderman Stauter. Voting: Ayes – Aldermen Conklin, Elston, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried. Mayor Lee read the proclamation into the record and presented it to Kris Noble, Executive Director of the Sauk Valley Area Chamber of Commerce.

Alderman Conklin made a motion to approve Ordinance #2017-09-22 Authorizing the Mayor to Enter a Lease Agreement with Best Cob LLC, seconded by Alderman Elston. Manager Shumard explained that very few contractors have the ability to take a building down and rebuild it. The contractor working with the Greater Sterling Development Corporation is not available until next spring, so we have proposed to extend the lease with Best Cobb. Voting: Ayes – Aldermen Conklin, Elston, Martin, Stauter, Wilen, and Wise. Nayes – None. Motion carried.

Alderman Stauter made a motion to pass Ordinance #2017-09-21 Approving the Redevelopment Agreement with Sterling Today Inc.; seconded by Alderman Wilen. Manager Shumard stated that in March of 2016 the Council acknowledged a future agreement to complete the parking lot next to the Lawrence Lofts. Sterling Main Street Director Janna Groharing stated the contractor hopes to complete the parking lot and wall this fall. Alderman Wise asked about the reimbursement from the TIF funds. Attorney Zollinger stated the agreement states that payments come from the increment in the TIF, if available. Voting: Ayes – Aldermen Conklin, Elston, Martin, Stauter, Wilen, and Wise. Motion carried.

Clerk Rombouts reminded the Council of the Special Council meeting on Monday at a special time of 5:30 pm. The meeting will be a site visit to Lawrence Brothers so wear sturdy shoes that are replaceable. She also reminded Council of the Fiesta Parade on September 16.

Chief Morgan reminded everyone of the Community Run and Parade. Casey’s will be hosting their First Responders Appreciation Day at the park next to City Hall in Rock Falls from 10:30 am to noon on September 16.

Superintendent Schmidt stated that the parking lot lighting project will start tomorrow.

Alderman congratulated Chief Morgan on his recent wedding.

Alderman Wilen thanked City staff for their attention to citizen concerns.

Alderman Elston reminded everyone that Sterling Main Street will be having as wine tasting in the downtown on September 21.

Alderman Stauter mentioned that he had been on an architectural tour in Chicago and noticed the blue draping used on a building during construction and wondered if that would work for the Lawrence Building.

Alderman Wise wants a presentation on the inspection program before tax levy discussions. Wise believes EAVs will increase if neighborhoods are cleaned up.

Mayor Lee thanked everyone for their cards, plants, thoughts, and memorials after his mother’s passing. Mayor Lee also congratulated Chief Morgan on his marriage.

With no further business, the meeting adjourned at 6:58 pm.
