City of Kewanee City Council met September 11. 

Here is the minutes as provided by the council:

The City Council met in Council Chambers at 7:00 PM with the City Clerk calling the meeting to order and the following answering to roll call:

The Pledge of Allegiance was said.

Mayor Looney asked for a moment of silence for our troops still fighting overseas.

Mayor Looney explained that the next items were placed on the consent agenda and were considered to be routine in nature to be passed as a whole with one vote of the Council. Mayor Looney requested that any member of the Council or the audience wishing to have an item removed from the consent agenda for individual consideration to make the request and the item would be removed and considered following the approval of the remaining consent items. The consent agenda included minutes from the August 28, 2017 Council Meeting, payroll for the pay period ending September 2, 2017 in the amount of $206, 842.43, reports from Community Development, ESDA, Police Department, Well #4, Water Audit, and Bock. Inc. The consent agenda was approved on a motion made by Council Member Faber and seconded by Council Member Yaklich. Roll call showed 5 ayes, no nays. The motion passed.

Bills submitted for approval totaling $227,483.03 were approved on a motion made by Council Member Yaklich and seconded by Council Member Schweitzer. Council Member Yaklich noted the payment for a Targeted Minor Home Repair grant and requested how many applications the City had received for the program. City Manager Bradley reported that the City had received 5 or 6 applications, adding that those that were not in the targeted area were referred to USDA for grant and loan information. Roll call showed 5 ayes, no nays. The motion passed.

Citizen Participation

Mayor Looney asked if anyone wished to speak regarding a non-agenda item. There being no such requests Mayor Looney moved on to new business.

New Business

Resolution #5074 to award demolition work at 606 East 11" Street, 611 North Elm Street, 328 Rice Street, and 706 Pleasant Street was approved on a motion made by Council Member Yaklich and seconded by Council Member Faber. Council Member Yaklich questioned the inclusion of the sidewalk. City Manager Bradley stated that sidewalks had been included as a part of the project for the last year for properties that needed the sidewalk replaced. Roll call showed 5 ayes, no nays. The motion passed.

Ordinance #3898 establishing an administrative procedure for assessing and determining claims under Public Safety Employee Benefits Act (PSEBA) was approved on a motion made by Council Member Faber and seconded by Council Member Schweitzer. City Attorney Raver explained PSEBA and the need to clearly define a catastrophic injury, which is what the ordinance would accomplish. The ordinance was prepared by the Illinois Municipal League. Roll call showed 5 ayes, no nays. The motion passed.

Resolution #5075 authorizing the purchase and installation of a spam filter for city email was approved on a motion made by Council Member Schweitzer and seconded by Council Member Koehler. Council Member Yaklich noted his 300+ emails that he had deleted since the previous meeting, noting that if staff dealt with all of that spam email, the purchase of the filter would have to increase productivity. Roll call showed 5 ayes, no nays. The motion passed.

City Clerk Edwards read a proclamation declaring September 10-16, 2017 as National Assisted Living Week in Kewanee.

Other Business

Council Member Koehler asked when Francis Park would close for the season. City Clerk Edwards reported that it would close the last weekend of September. He then questioned if stickers were available at City Hall. City Manager Bradley explained that the yellow stickers were still available at City Hall and several other places, and that the new pink stickers would be used after the stock of yellow was exhausted. He received confirmation that the six extra bags of garbage would be an option for residents the week of September 18, 2017. Lastly, he complimented the Hog Days committee members for their excellent work for the event, especially kid's day on Monday.

Council Member Yaklich noted the recent hurricanes in Florida and Texas, further noting that several Kewanee residents were required to report to the areas affected to assist in areas that related to their professions. Those residents may be away from home for months.

Council Member Faber stated that it was a great Hog Days. He congratulated City Manager and staff for the way the community was appeared before, during

and after Hog Days.

Mayor Looney echoed the congratulations, thanking City staff, the Hog Festival Committee Members and Chamber volunteers. He offered thoughts and prayers for those affected by the hurricanes. He also noted the 16" anniversary of the 9/11 terrorist attack, a somber day for the United States.

Announcements

City Clerk Edwards announced that burn season for dried landscape waste only would continue on Wednesdays and Saturdays, in September, October, and November. Landscape timbers are not landscape waste and should not be included in the burn pile. Residents could verify burn day information by calling City Hall at 852-2611 option 6 or check the city website. Burn days would be determined by the fire department by 8:00 am and would depend on several weather conditions. She reminded residents that the excess trash and lawn bag price increase was in effect meaning any excess bags/lawn waste bags would then require two stickers or one pink sticker. Residents would also be allowed 6 extra bags of garbage the week of September 18, 2017.

There being no further business, Council Member Faber moved to adjourn the meeting and Council Member Yaklich seconded the motion. Roll call showed 5 ayes, no nays. The meeting adjourned at 7:21 PM.
