City of Moline Traffic Engineering Committee met October 3.

Scott Hinton called the meeting to order at 1:30 p.m.

Agenda Items:

1. Approval of minutes for the Traffic Engineering Committee meeting of September 5, 2017. Motion to approve minutes by Klauer, seconded by Pickens. Motion carried unanimously.

2. Request to prohibit parking on the curve of 46th Street, north of 21st Avenue. Committee discussed that the street is narrow at 26 feet and that it is a dead end with not much traffic, but there is a line of sight issue when cars are parked on the east side of the curve. Motion to prohibit parking on 40th Street, on both sides, at a distance of 75 feet north of 21st Avenue for a distance of 200 feet north by Klauer, seconded by Christ. Motion carried unanimously.

3. Request to move no parking from the west to the east side of 31st Street A between 23rd and 24th Avenues. Committee discussed the issue would be moved to the other side of the street and the parking violation can be enforced by the Police Department. Motion to deny request by Pickens, seconded by Christ. Motion carried unanimously.

4. Request to install a Persons with Disabilities parking space at 1721 7th Street. The VFW located at 1721 7th Street requested that a parking spot be installed in front of the establishment. Committee discussed that there is no on street parking for Persons with Disabilities and one parking spot in the parking lot behind the establishment. Motion to install one Persons with Disabilities parking space in front of the VFW close to the entrance by Versluis, seconded by Klauer. Motion carried unanimously.

5. Request to review 40 mph speed limit on 34th Street between 4th and 12th Avenues. Committee discussed that there have been approximately six crashes in five years that did not involve speed. Motion to deny by Klauer, seconded by Christ. Motion carried unanimously.

Other:

Request to prohibit parking on the east side of 60th Street. Keith Karstens, Moline- Coal Valley School District #40, attended the meeting to discuss traffic with Franklin Elementary using the former Western Illinois University during repairs from a recent fire. The parking lot has sufficient room for parking, bus traffic, and parent drop off/pick up. The Committee discussed eliminating parking on the east side of 60th and allowing right turn only when exiting the parking lot. Motion to prohibit parking on 60th Street from Coaltown Road on the east and west side, and 100 feet north of entrance and place a right-turn only for eastbound traffic exiting by Pickens, seconded by Klauer. Motion carried unanimously.

Request to prohibit parking in front of 1902 24th Street at t-intersection. City Engineer, Hinton, recommended that staff look at the intersection and see what can be addressed per ordinance and place on next month’s agenda if the parking can’t be addressed per ordinance.

Motion to adjourn by Versluis, seconded by Christ. Motion carried unanimously. Meeting adjourned at 2:12 p.m.
