East Moline City Council met November 6.

Here is the minutes provided by the Council:

Pledge:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag, followed by a moment of silence for the victims of Sutherland Spring, Texas.

Roll Call:

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Alissa Sallows, Gary Almblade, Nancy Mulcahey, Ed DeJaynes, Gary Miller, Robert Cheffer, Jose Rico, and Mayor Freeman.

Public Comment:

Bill Norman - 4516 5th Street B., East Moline, Illinois - Mr. Norman stated that he received duplicate water billings at both of his properties, and questioned why this has occurred. Ms. Petersen replied that there was a printing issue and duplicate water billings were sent to several homes. Mr. Norman also stated that after looking at both of his water bills, he noticed that his water bill was approximately $11.00 higher per month at the property where no one is currently living at that property.

Mayor Freeman suggested that Mr. Norman come into the office at his earliest convenience to meet with Ms. Petersen regarding his water bills.

City Clerk’s Report:

City Clerk Holmes passed.

Additions/Corrections To Agenda:

None

Consent Agenda:

City Clerk Arletta D. Holmes read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of October 16, 2017.

b. Approval of the Committee of the Whole Minutes for October 16, 2017.

c. Approval of Salaries for October 20, 2017 in the amount of $414,970.31.

d. Approval of Salaries for November 3, 2017 in the amount of $415,675.24.

e. Approval of Bills in the amount of $1,191,532.14.

A motion was made by Alderman Almblade, seconded by Alderman DeJaynes, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Rico, Sallows, Almblade, Mulcahey, DeJaynes, Miller and Cheffer. Motion carried.

Acting City Attorney Lincoln Scott Presented The Following Resolutions:

Resolution 17-58: A Resolution Of The City Council Of The City Of East Moline, Illinois, Authorizing Approval Of The Enterprise Zone Application Between Bi-State Regional Commission And The Governments Of East Moline, Milan, Moline, Rock Island, Silvis, And Rock Island County, Illinois.

Discussion: City Administrator Darren Gridler gave additional background information regarding the Enterprise Zone Application and answered questions.

A motion was made by Alderman DeJaynes, seconded by Alderman Sallows, to approve the Resolution 17-58 as presented. Upon roll call the following voted in favor: Rico, Sallows, Almblade, Mulcahey, DeJaynes, Miller and Cheffer. Motion carried.

Resolution 17-59: A Resolution Of The City Council Of The City Of East Moline, Illinois, Approving Blackhawk Bank & Trust For City Banking Services For The City Of East Moline.

A motion was made by Alderman Cheffer, seconded by Alderman Almblade, to approve the Resolution 17-59.

Discussion:

Alderman Cheffer stated that he approves Resolution 17-59 with the following amendment, to leave on deposit in a money market account approximately 3 - 4 million dollars with Triumph Bank and to transfer the remainder to Blackhawk Bank subject to Blackhawk Bank paying the same rates and fees to the City as they propose provisional RFP.

Upon roll call the following voted in favor: Rico, Sallows, Almblade, Mulcahey, DeJaynes, Miller and Cheffer. Motion carried.

Resolution 17-60: A Resolution Of The City Council Of The City Of East Moline, Illinois, Authorizing The Approval Of A Consultant Contract With Missman Inc. For Professional Engineering Services For The City Of East Moline, Illinois.

A motion was made by Alderman DeJaynes, seconded by Alderman Almblade, to approve Resolution 17-60 as presented. Upon roll call the following voted in favor: Rico, Sallows, Almblade, Mulcahey, DeJaynes, Miller and Cheffer. Motion carried.

Committee-Of-The-Whole (Alderman Almblade)-

Alderman Almblade had no items for discussion, all items have been covered under the Consent Agenda, Ordinance or Resolutions.

City Staff Communication:

Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:

Mr. Reagan, EMPD – Captain Reagan informed the City Council that the East Moline Police Department is trying to raise money for Tudi’s Tribe a Pediatrics Cancer Charity, and their goal is to raise $2,000.00 along with Moline raising $2,000.00. The East Moline Police Department will be unshaven for the Month of November.

Reminded the City Council of their COPS Coffee and Conversation on Wednesday, November 15th at the East Moline Happy Joes on Kennedy Drive, in East Moline, from 8: 30a.m until 9:30a.m. Everyone is welcomed to attend. Mr. Girdler, City Administrator- Mr. Girdler informed the City Council that Mr. Mike VandeHeede with Great River Property Development is in attendance to updated the City Council on the progress at THE BEND, and give a status update.

Mr. VandeHeede stated that work is progressing well. The project is on schedule and on budget. There projected opening day will be in late July or early August 2018. They have received at least one inquire a week and have already booked three class reunions for 2018, three rehearsal dinners, as well as booking the entire hotel to a dental group for an entire week next November. Within the next week to 10 days construction should begin on the Apartments. The Strip Mall, convenience store and grocery will be finished approximately by mid-summer. Additional discussion regarding various aspects of The Bend Project. Mr. VandeHeede offered Mayor Freeman and the City Council a tour of the Hotel.

Mr. Kammler, Engineering Services Director –Mr. Kammler updated the City Council on construction projects that are on-going in the city:

• Downtown – on 3rd Street and 5th Street between 15th and 17th Avenue we are continuing to do some patching work.

• Flip flop sides on the rail road tracks.

• Emergency repair on 18th Avenue and that has been repaired.

Mr. DeFrance, Fire Chief- Chief DeFrance informed the City Council that the house at Jacobs Park, formerly Northeast Park, is going to be coming down on Friday, November 17, 2017.

Mr. Lambrecht, Maintenance Services Director- Mr. Lambrecht informed the City Council that starting tomorrow the Maintenance Services Department will be sending out about six (6) guys to continue sealing seams and joints in the roads and doing other preventative maintenance to save the roads.

Mr. Drake, WWWTP Director – Mr. Drake informed the City Council that he has received several calls within the last few days regarding the public information notice that was sent out last week. If anyone has questions about their water, please have them call him. Test kits are free and available at the City Annex building. To receive results, the cost is $40.00. Mayor Freeman informed City Council that the instructions are in the test kits.

Mayor Freeman stated that there will be no closed session tonight.

A motion was made by Alderman Miller, seconded by Alderman DeJaynes, to adjourn the City Council meeting. Upon roll call the following voted in favor: Rico, Sallows, Almblade, Mulcahey, DeJaynes, Miller and Cheffer. Motion carried. 7:02 p.m.
