Public Hearing – 5:45 p.m.
Public Hearing for Proposed 2018 Budget
Meeting Chairperson Alderman Waldron called a public hearing to order at 5:45 p.m., for the purpose of the
Proposed 2018 Budget. Kathy Carr, Finance Director, gave an overview of the 2018 Budget.
No one from the public presented to speak on the budget.
Meeting Chairperson Alderman Waldron adjourned from the public hearing at 5:47 p.m.
Upon adjournment of the Committee-of-the-Whole meeting, Mayor Pro Tem Sonia Berg reconvened the City
Council meeting at 6:21 p.m.
Council Meeting: The Council met in regular session in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance.
Invocation: Alderman Wendt gave an Invocation.
Roll Call: Roll call was taken with Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker,
Waldron and Berg present. Absent: Mayor Acri.

Second Reading Ordinances
1. Council Bill/General Ordinance 3048-2017
An Ordinance dissolving the Special Tax Allocation Fund for the Bethany Property Redevelopment
Project Area (Tax Increment Financing District No. 4) and terminating the designation of the Tax
Increment Financing District No. 4 Redevelopment Project Area as a redevelopment project area.
2. Council Bill/General Ordinance 3050-2017
An Ordinance amending Chapter 2, “ADMINISTRATION,” of the Moline Code of Ordinances, by
repealing Section 2-2200, “DAYS, TIME AND PLACE OF REGULAR MEETINGS; ADJOURNED
MEETINGS,” subsections (a) and (b) in their entirety, and enacting in lieu thereof new subsections (a)
and (b) relating to the same subject matter.
3. Council Bill/Special Ordinance 4052-2017
A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and
authorizing use of public right-of-way in conjunction with the Resolution Run 5K, sponsored by
YouthHope, to be held on Monday, January 1, 2018.
Resolutions
4. Council Bill/Resolution 1180-2017
A Resolution authorizing the Interim Chief of Police to execute a Police K9 Sale of Animal and Waiver
of Liability Agreement transferring ownership of Police K9 Luna, a Belgian Malinois, from the City of
Moline to Officer Jonathan Genisio, her handler.
5. Council Bill/Resolution 1181-2017
A Resolution authorizing approval of a sole source purchase from JWC Environmental for a Monster
Wash Press Compactor System for the amount of $32,750.
Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus
vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker,
Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

Second Reading Ordinances
6. Council Bill/General Ordinance 3049-2017
An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of
Ordinances, Section 20-4205, “ALTERED SPEED LIMITS,” Appendix 35 thereof, “40 MPH SPEED
LIMIT,” by adding 34th Street, from 4th Avenue to 12th Avenue.
Adopted: Alderman Schoonmaker, seconded by Alderman Wendt, moved to adopt Council Bill 3049-2017.
Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Turner and
Schoonmaker; nays: Aldermen Potter, Waldron and Berg.
First Reading Ordinances
7. Council Bill/General Ordinance 3051-2017
An Ordinance making Appropriations for Corporate Purposes for the Fiscal Year beginning January
1, 2018, and ending December 31, 2018.
Miscellaneous Business
Alderman Wendt made a motion to direct staff to review projects charged to the Capital Improvement Fund
(CIF) to determine if any charges allocated could or should be allocated to Water, WPC or Stormwater
reserve funds. Such review shall include all projects in FY 2017, as well as FY 2016, and FY 2015; if
necessary, to transfer obligations from CIF to other funds in the amount of at least $780,000. Seconded by
Alderman Parker. Motion passed unanimously. Per City Administrator Doug Maxeiner, City Engineer Scott
Hinton will be giving a presentation to the Council concerning the CIF and the Capital Improvement Program
(CIP) in the future.
Alderman Wendt made a motion to amend Revenue line item 245-0000-300.00-00 in FY 2018 Budget
“Transfer from Reserves” on TIF #7, by zeroing out the amount taken from Reserves and amending revenues
to TIF #7 by borrowing $568,470 from both Water and WPC reserves, in proportional amounts from each
fund to the amount spent on each project for each utility. Seconded by Alderman Parker. Motion passed
unanimously.
Council, Staff and Citizen Comments:
Alderman Potter mentioned that he would like City staff to better enforce parking on snow routes this winter.
Alderman Rodriguez added that he would like City staff to better enforce the sidewalk shoveling ordinance.
J.D. Schulte, Public Works Director, said that he would meet with Interim Police Chief John Hitchcock and
City Attorney Maureen Riggs to discuss the enforcement of these ordinances, and staff will present
suggestions to the Council thereafter. Alderman Parker suggested sending letters to properties in problem
areas.
Ray Forsythe, Planning & Development Director, mentioned that the Moline School Board agreed to
participate in City-wide surveys. A couple of School Board members will be a part of the survey committee.
The survey process will commence in the spring of 2018.
Maureen Riggs, City Attorney, shared that the Mayor requested that she advise the Interim Police Chief John
Hitchcock and Interim Fire Chief Jeff Snyder that she was very impressed with the fire and police crews at the
scene of her automobile accident.
Alderman Parker made a motion to have the Mayor appoint a temporary committee consisting of both elected
officials and staff to work on creating an incentive plan for developers to be brought back to the City Council
no later than the first meeting in February 2018 for review and decision. Seconded by Alderman Rodriguez.
Motion passed unanimously.
Alderman Wendt encouraged everyone to download the Go Request App. It is a nice tracking system for
communicating issues and receiving feedback concerning the progress and resolution of said issues.
Alderman Wendt mentioned that the City of Rock Island is increasing tax rates on its residents. He is proud
of the Moline City Council and staff, because the City was able to reduce the tax rate on the residents of
Moline. He expressed his appreciation to Council and staff.
Alderman Rodriguez shared that he appreciated staff making some hard decisions concerning the budget to
not increase tax rates on City residents. He also indicated that the sale of land will put money back in the
budget. Alderman Rodriguez directed staff to create a prioritization list of things to add back into the budget,
once money is collected from the sale of land, to bring back to the Council for approval. City Administrator
Doug Maxeiner mentioned that staff has already prepared said prioritization list and will present it to the
Council next Tuesday.
On motion of Alderman Parker, seconded by Alderman Wendt, Council adjourned at 6:48 p.m.
The next regularly scheduled City Council meeting is on December 12, 2017.
