City of Kewanee City Council met November 27. 

Here is the minutes as provided by the council:

The City Council met in Council Chambers at 6:00 PM with the Mayor calling the meeting to order and the following answering to roll call:

Council Member Koehler made a motion to adjourn to executive session pursuant to Section 2 (c)(3) of the Open Meetings Act to discuss the appointment of a Public Officer and Section 2(c)(6) to discuss the sale of real estate. Council Member Yaklich seconded the motion. Roll call showed 4 ayes, no nays. The motion passed.

The executive session was adjourned at 6:23 PM on a motion made by Council Member Faber and seconded by Council Member Yaklich. Roll call showed 4 ayes, no nays. The motion passed.

Mayor Looney called a work session to order at 6:30 PM. The purpose of the work session was to discuss alternative plans for the animal pound. The work session continued until 6:56 PM, at which point Council Member Yaklich made a motion to adjourn. Council Member Faber seconded that motion. Roll call showed 4 ayes, no nays. The motion passed.

Mayor Looney called the regular Council Meeting to order at 7 PM, stating that the Council was reconvening following a closed session pursuant to Section 2(c)(3) of the Open Meetings Act to discuss appointment of a public official and Section 2(c)(6) to discuss the sale of real estate.

The Pledge of Allegiance was said.

Mayor Looney asked for a moment of silence for our troops still fighting overseas.

Mayor Looney explained that the next items were placed on the consent agenda and were considered to be routine in nature to be passed as a whole with one vote of the Council. Mayor Looney requested that any member of the Council or the audience wishing to have an item removed from the consent agenda for individual consideration to make the request and the item would be removed and considered following the approval of the remaining consent items. The consent agenda included minutes from the November 13, 2017 Council Meeting, payroll for the pay period ending November 25, 2017 in the amount of $208,789.46, reports from Bock Inc., Finance & Administrative Services, and Public Works and a request from the Kewanee Chamber of Commerce for a fireworks display in conjunction with the Lighted Christmas Parade and Windmont Park Lighting on Sunday,

December 3. The consent agenda was approved on a motion made by Council Member Yaklich and seconded by Council Member Faber. Roll call showed 4 ayes, no nays. The motion passed.

Bills submitted for approval totaling $1,031,780.98 were approved on a motion made by Council Member Faber and seconded by Council Member Yaklich. Council Member Yaklich received confirmation from City Clerk Edwards that the total for the bills included bond payments. Roll call showed 4 ayes, no nays. The motion passed.

Citizen Participation

Mayor Looney then asked if anyone wished to speak regarding a non-agenda item. There being no such requests Mayor Looney moved on to new business.

New Business

Resolution #5082 approving the use of incentives under the small business interest payment program by Broken Chimney was approved on a motion made by Council Member Yaklich and seconded by Council Member Faber. Council Member Koehler noted his previous objection, further stating he approved on the lower amount. City Manager Bradley explained the details of the program and the benefit they would receive. Roll call showed 4 ayes, no nays. The motion passed.

Ordinance #3907 declaring 1119 Rose Street as excess property and directing the sale of the same was approved on a motion made by Council Member Faber and seconded by Council Member Koehler. Roll call showed 4 ayes, no nays. The motion passed.

Ordinance #3908 declaring 607N Tremont Street as excess property and directing the sale of the same was approved on a motion made by Council Member Koehler and seconded by Council Member Roll call showed 4 ayes, no nays. The motion passed.

Resolution #5083 appointing Matthew Douglas to the Kewanee Municipal Airport Authority was tabled on a motion made by Council Member Faber and seconded by Council Member Yaklich. Roll call showed 4 ayes, no nays. The motion passed.

Resolution #5081 authorizing the City Manager to execute documents for the renewal of the Health Insurance with Blue Cross Blue Shield of Illinois. Roll call showed 4 ayes, no nays. The motion passed.

Other Business

Council Member Yaklich cautioned residents to be careful and not expect the nice weather to last.

Council Member Faber noted the need for ideas to relocate the City's animal pound.

Council Member Koehler noted the upcoming Christmas parade and fireworks display. Further noting that this annual event, typically draws the second biggest crowd to Kewanee.

Mayor Looney reminded residents of the Abilities Plus Open House to be held on Sunday, December 3.

Announcements

City Clerk Edwards announced that the last burn day, weather permitting, would be Wednesday, November 29, for the 2017 fall season. The last day for landscape waste collection for the year would be Monday, December 4, 2017. She further reminded residents of the lighted Christmas Parade, followed by the Windmont Park Lighting and Northeast Park on Sunday, December3. The Annual YMCA Christmas Auction would be held on Saturday, December 2, with City Hall open for viewing items at 4:00 PM, and the auction beginning at 5:00 pm.

There being no further business, Council Member Faber moved to adjourn the meeting and Council Member Yaklich seconded the motion. Roll call showed 4 ayes, no nays. The meeting adjourned at 7:13 pm.
