Here is the minutes provided by the Board:

Call To Order:

The Board of Trustees met in a public meeting on Monday December 4, 2017 at the Village Hall. The meeting was called to order by President Curt Morrow at 7:00 pm. He led the pledge to the flag.

Roll Call:

Present: President Morrow, Trustee Neece, Trustee Anderson, Trustee Pittard, Trustee Brackney, Trustee Woeber, Trustee Einfeldt

Absent: None

Trustee Neece Made A Motion To Accept The Treasurers Report For November 2017. Seconded By Trustee Anderson. Voice Vote.

Aye: Trustee Neece, Trustee Anderson, Trustee Pittard, Trustee Brackney, Trustee Woeber, Trustee Einfeldt

Nay: None

Motion Carried: 6-0

Trustee Anderson Made A Motion To Accept The Minutes From The November 20, 2017 Board Meeting. Seconded By Trustee Neece. Voice Vote.

Aye: Trustee Neece, Trustee Anderson, Trustee Pittard, Trustee Brackney, Trustee Woeber, Trustee Einfeldt

Nay: None

Motion Carried: 6-0

Trustee Woeber Made A Motion To Approve The Bills For December 4, 2017 In The Amount Of $61,311.07 Seconded By Trustee Pittard. Voice Vote.

Aye: Trustee Anderson, Trustee Woeber, Trustee Pittard, Trustee Brackney, Trustee Woeber, Trustee Einfeldt

Nay: None

Motion Carried: 6-0

General Fund $ 4,899.49

Garbage Fund $ 5,040.75

Police Dept Fund $ 6,253.21

Water Fund $ 1,506.08

Sewer Fund $ 35,111.54

Sewer Project Fund $ 6,000.00

TIF Dist 01/1st Street & 6th Ave $ 2,500.00

Committee Reports:

Water and Sewer: Trustee Pittard reported that the EPA will be scheduling an appointment to inspect the sewer plant for the award the Village is up for.

The generators at all the lift stations have been checked and they’re all working well.

Justin informed the Board that he and his crew are about half-way through the hydrant flushing, the rest will be finished as the weather permits.

Streets and Alleys: Trustee Woeber stated that the Motor Fuel Tax Fund is not growing very fast, however there are several roads that need repairs soon. One of which is 5th Ave West. It needs to be seal coated as do other roads. He estimates that seal coating the roads that need it will cost between $30,000 – $40,000 and the projects will be funded out of the General Fund. Bambi Court is in need of some concrete repair. This will also be addressed in the near future.

Finance and Audit: No Report

Building and Grounds: Trustee Brackney reported that the Bicentennial flag is up at the Veterans Memorial.

He also reported that there are Christmas lights up on the welcome signs. The plows are ready in the event of snow.

Parks, Recreation and Harbor: Trustee Anderson reported that he has received the annual report from Kelly’s Landing.

Police: Trustee Neece reported that there have not been any recent Ordinance Violations that have gone out.

Reports Of Officers:

Village Clerk: Clerk Hoffman reported that the Villages IDES percentage has gone down from.550% to.525%.

She also reported that Illinois has issued a mandatory order that all municipalities pass a Sexual Harassment Prohibition Ordinance before January 15, 2018

Department of Public Works: Justin Parchert reported that he has ordered the lights for the new truck, he’s hoping they will arrive tomorrow.

He has also been looking into the lettering for the new truck, he will be meeting with the vendor tomorrow.

Justin has also been working on the Police Station, during rain days. He’s been cleaning it up and working on the necessary repairs.

Justin informed the Board that he has one pump to work on this winter. He also thinks the Village should look into getting a couple used pumps in the future.

Justin asked the Board for approval to sign the Village up for an Amazon Prime account. The cost is $99.00 a year. The savings in shipping alone will pay the fee after just a couple of orders, plus he can get items from Amazon cheaper than anywhere else. The Board agrees and has given their approval.

Clerk Hoffman asked the Board for permission to add herself and Justin as authorized signers on the Village Credit card. It makes sense, because they are the two that purchase most of the items needed for the Village. Again, the Board agreed. Clerk Hoffman will look into it.

Clerk Hoffman also asked for permission to pay more of Justin’s cell phone bill. Currently the Village reimburses him $35.00 a month, however he uses it almost constantly for Village Business not only that, but he uses up his data plan every month and then some also on Village Business. Trustee Neece told Justin to look into his plan and to let the Board know how much it would cost to up his data plan and let them know how much it will cost.

Trustee Neece Made A Motion To Adjourn Into Executive Session At 7:35 pm To Discuss Personnel Matters. Seconded By Trustee Woeber.

Trustee Woeber Made A Motion To Return To Open Session At 8:17 pm. Seconded By Trustee Pittard.

Trustee Neece Moved To Adjourn The Meeting At 8:19 Pm. Seconded By Trustee Pittard.
