City of Aledo Council met February 5.

Here is the minutes provided by the Council:

The City Council of the City of Aledo met in Regular Session in the Council Chambers of the City Hall building on February 05, 2018. Mayor Hagloch called the meeting to order at 6:42 p.m. The roll was called, whereupon the following answered present:

Aldermen Ila Bertrand, Michael Chausse, Barry Cooper, Jay Doherty, Jim Holmes, Chris Kopp, and Randy Slater. Mayor Christopher Hagloch. Alderman Terry Bewley was excused.

Also present were Erin Knackstedt, City Administrator, Nick Seefeld, Lieutenant, and Jarod Dale, City Clerk.

An attendance sheet has been marked Exhibit “A”, attached hereto and made a part of these minutes. The media was represented by Cala Smoldt, The Rock Island Argus, and Jim Taylor, WRMJ.

Committee Of The Whole

The meeting was opened in prayer by Father John Thieryoung, St. Catherine’s Catholic Church.

Appearances: No Report.

Communication & Correspondence: No Report.

Requests & Petitions: Dana Murphy, Executive Director, Aledo Main Street, appeared before the Committee of the Whole to request F/Y 2018 city sponsorship funding in the amount of $18,000. A copy of Aledo Main Street’s 2017 Annual Report was also provided.

Other highlights include: Aledo Main Street partnering with Aledo Police Benevolent Association #200 (APBA) and Mercer County Jaycee’s to organize this year’s Antique Day’s car show.

Also, it was reported the WQAD live weather camera in downtown Aledo has ceased. It was felt by AMS Director Murphy and EDC Sipes that the amount of money being paid could not be justified due to the small amount of use by WQAD during live on-air reports.

Public Works Activity Report: - DPW Blaser submitted his report and was excused from the meeting. No verbal report was provided.

Aledo Police Department Activity Report: Chief Sullivan submitted his report and was excused from the meeting. LT. Seefeld was present to answer any questions. No verbal report was provided.

Administration Report: Administrator Knackstedt provided a listing of weekly meetings. Also, other highlights include: review of ITEP Grant, engineering for Tastee Freeze sidewalks, and ITEP application with Hutchison Engineering; conference call regarding a drafting of an intergovernmental agreement with Aledo Park District; and, met with Rusty Ruggles to discuss summer events, compensation, and back-up sound operator.

EDC Sipes submitted her report and excused from the meeting. No verbal report was provided.

Clerk Dale reported economic interest statements to be turned in by the elected and appointed officials by March 1st, 2018. Also, 2017 tax documents have been completed and were sent out before January 31, 2018. Other highlights include: utility billing and payroll information for the month of January were also provided.

Mayor’s Report: Mayor Hagloch reported Ameren Illinois completed a recent listing of power pole light outages. Confirmations were also received by the City.

Committee Report: Ald. Bertrand reported a Personnel committee meeting was held on January 29, 2018. The committee reviewed the request to increase the city cell phone stipend from $15/mo. to $20/mo. Also, the City to advertise for the seasonal street maintenance worker position. The job descriptions for the positions of police officer, sergeant, and lieutenant were updated and reviewed by the committee. The committee recommended any new police officer hired after the date of 2/15/18 reside within Mercer Township within six (6) months of hire.

Ald. Cooper reported a Public Property, Streets & Sidewalks committee was held on January 29, 2018. The committee discussed a potential intergovernmental agreement with the Aledo Park District regarding management of funds / property. Also, the committee discussed an incubator project at the Button Building. Other items include: sale of Lot 8 in Progress Park; winter street maintenance policy; and, an update regarding the phase III streets / sidewalks reconstruction project in the downtown business district.

Ald. Chausse reported the Ordinance & Police committee was held on February 05, 2018. The committee discussed an amendment to the snow route ordinance to allow towing; the committee tabled a draft ordinance allowing for hair salons to serve alcohol on-premise only; and, a draft ordinance allowing the sale of alcohol by a minor (18 year of age or older) died for a lack of interest.

Motion was made by Alderman Chausse and seconded by Alderman Kopp to approve the meeting minutes of January 16, 2018 as presented. A Roll call vote was recorded as follows:

Yes: Bertrand, Chausse, Cooper, Doherty, Holmes, Kopp, and Slater. No: None. Motion carried. 7 yeas, 0 nays.

Finance: Invoice List:

Motion was made by Alderman Doherty and seconded by Alderman Holmes that the Invoice Listing, which has been marked Exhibit “B”, attached hereto and made a part of these minutes, be authorized and checks issued. A Roll call vote was recorded as follows:

Yes: Chausse, Cooper, Doherty, Holmes, Kopp, Slater, and Bertrand. No: None. Motion carried. 7 yeas, 0 nays.

Ordinance No. 02, Series Of 2018; Amending Title 13 Of The City Code Of Aledo, Illinois: (Second Reading)

Motion was made by Alderman Bertrand and seconded by Alderman Slater to adopt Ordinance No. 02, Series of 2018; Amending Title 13 of the City Code of Aledo, Illinois; and, for the purpose of revising certain amounts of fees for cemetery charges and water meter charges. A Roll call vote was recorded as follows:

Yes: Cooper, Doherty, Holmes, Kopp, Slater, Bertrand, and Chausse. No: None. Motion carried. 7 yeas, 0 nays.

Resolution No. 04r, Series Of 2018; Approving The Purchase Of A John Deere 1025r Sub-Compact Utility Tractor With Accessories:

Motion was made by Alderman Kopp and seconded by Alderman Cooper to approve Resolution No. 04R, Series of 2018; approving the purchase of a John Deere 1025R Sub-Compact Utility Tractor with Accessories; for Sixteen Thousand Five Hundred Fifty-six Dollars and Sixty-seven Cents ($16,556.67), from Martin Sullivan Inc. in Aledo, Illinois. A Roll call vote was recorded as follows:

Yes: Doherty, Holmes, Kopp, Slater, Bertrand, Chausse, and Cooper. No: None. Motion carried. 7 yeas, 0 nays.

Motion Approving A Winter Street Maintenance Policy:

Motion was made by Alderman Bertrand and seconded by Alderman Holmes to approve the motion as presented. A Roll call vote was recorded as follows: Yes: Holmes, Kopp, Slater, Bertrand, Chausse, Cooper, and Doherty. No: None. Motion carried. 7 yeas, 0 nays.

Motion Approving The Power Line Relocation On The North Side Of City Hall:

Work to be completed by Ameren Illinois along NE 2nd Street, approximately 12’ feet to the north of the current location, in the amount of Twenty-one Thousand Seven Hundred Twenty-seven Dollars and Twenty Cents ($21,727.20).

Motion was made by Alderman Chausse and seconded by Alderman Cooper to amend the main motion to include: instruct the City Attorney to impose a time frame for the work to be completed, with the City Council consent and, impose a penalty if Ameren Illinois fails to comply with that specific time frame. A Roll call vote was recorded as follows:

Yes: Kopp, Slater, Bertrand, Chausse, Cooper, Doherty, and Holmes. No: None. Motion carried. 7 yeas, 0 nays.

Motion was made by Alderman Kopp and seconded by Alderman Holmes to approve the purchase of a John Deere X730 Riding Tractor Mower with Accessories, in an amount of Eight Thousand Nine Hundred Fifty Dollars ($8,950.00), from Martin Sullivan Inc. in Aledo, Illinois. A Roll call vote was recorded as follows:

Yes: Bertrand, Chausse, Cooper, Doherty, Holmes, Kopp, and Slater. No: None. Motion carried. 7 yeas, 0 nays.

Motion Approving A Cell Phone Stipend Increase To $20 Per Month:

Motion was made by Alderman Bertrand and seconded by Alderman Holmes to approve the motion as presented. A Roll call vote was recorded as follows:

Yes: Chausse, Doherty, Holmes, Slater, and Bertrand. No: Cooper and Kopp. Motion carried. 5 yeas, 2 nays.

Standing Committee Reports: A Joint Public Property, Streets & Sidewalks and TIF Committee meeting to be held on Monday, February 12, 2018 at 6:15 o’clock p.m. in the City Council Chambers.

Adjournment: There being no further business, motion was made by Alderman Kopp and seconded by Alderman Chausse that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned at 7:08 p.m.
