City of Aledo Council met April 2.

Here is the minutes provided by the Council:

The City Council of the City of Aledo met in Regular Session in the Council Chambers of the City Hall building on April 02, 2018. Mayor Hagloch called the meeting to order at 6:55 p.m. The roll was called, whereupon the following answered present:

Aldermen Ila Bertrand, Terry Bewley, Michael Chausse, Barry Cooper, Jay Doherty, Jim Holmes, Chris Kopp, and Randy Slater. Mayor Christopher Hagloch.

Also present were Erin Knackstedt, City Administrator, Chris Sullivan, Chief of Police, Justin Blaser, Director of Public Works & Utilities, Tarah Sipes, Economic Development Coordinator, and Jarod Dale, City Clerk.

An attendance sheet has been marked Exhibit “A”, attached hereto and made a part of these minutes. The media was represented by Cala Smoldt, Rock Island Argus & Aledo Times Record, and Jim Taylor, WRMJ.

Committee Of The Whole

The meeting was opened in prayer by Pastor Luke Dunn, First Baptist Church.

Appearances: Steve Nelson and Deputy Gary Lucas appeared before the Committee of the Whole to provide information regarding “The Right Information and Direction” Triad program. Triad is an organization of law enforcement, senior support services, and local volunteers that strive to prevent crime against the elderly. Triad also provides other law enforcement assistance upon request and provides several services such as Ruok. Ruok is a computerized reassurance system that calls seniors on a daily basis. Failure to answer the call or follow the prompt 3 times within an hour will initiate a chain of events through the Sheriff’s Office to ensure the safety and wellbeing of the senior. The organization requested the pamphlet be included in the City utility billing during the month of May or June. Due to their being a fee to include within the utility billing, Triad has requested the fee be paid by the City.

Mayor Hagloch reported the city sponsorship request would need to go before the Finance Committee. A time and date TBD.

Communication & Correspondence: No Report.

Requests & Petitions: No Report.

Public Works Activity Report: DPW Blaser reported the following:

• Streets: ditch work at SE 19th Avenue; stump cleanup; storm sewer investigation and camera on the north side of the PW garage and the YMCA intersections.

• Water: Julie’s; experiencing many communication failures at the WTP and working to resolve those issues; water line and meter work at Aledo Pool.

• Gas: Julie’s; complete OQ evaluations; GUA meeting; sniff checks; and assisted water division regarding work at Aledo Pool.

Cemetery: Three (3) funerals occurred. Tree trimming and dirt work. DPW: met with MCSD to review plans for repairs of a sink hole at the high school; review of IDOT permit for repairs at Bowlyou’s Ice Cream regarding sidewalk replacement; met with UGM to discuss the possibility of purchasing natural gas from them, instead of from NPGA; City Hall Exterior Project review; attended Incident Management Meeting at MCHD; and conducted an interview for the 6-month seasonal street maintenance worker position.

Aledo Police Department Activity Report: Chief Sullivan reported the DEA Drug Take Back program to be held on Saturday, April 28, 2018. The PD will be accepting old, unused or unneeded medications from 10:00 a.m. to 2:00 p.m. at the Police Department. Also, the department will be accepting early medication drop-offs from anyone who cannot make it to the Saturday event.

Administration Report: Administrator Knackstedt provided a listing of weekly meetings. Administrator participated in an Entrepreneurial Solutions for Local Government Challenges webinar through ICMA; participated in a Blue Stem webinar which is a renewable resource developer to explore a public-private partnership to reduce energy costs for the entire community; met with representatives from UGM to discuss gas purchasing options available; met with Aledo Rotary who is giving 100 trees to the City with 31 locations identified to plant the new trees and the remainder to be at the Aledo Cemetery; and participated in the 6-month seasonal street maintenance worker interview.

EDC Sipes assisted in hosting the 6 County Fast Pitch competition on 3/14 in Alpha, IL. Three (3) participants were from Aledo with twenty (20) pitches made to judges that day and many exciting and interesting ideas being heard. EDAC desired to complete a refresh of the billboard design for Rhubarb Festival this year. A copy of the new design was provided. A copy of the Aledo Bulletin was also provided from City Staff.

City Clerk Dale provided quarterly reports regarding sales tax revenue and building permits for the first (1st) quarter, 2018. Utility Billing and Payroll information for the month of March were also provided. City Clerk provided an update regarding F/Y 2017 Audit with the field audit to be completed in April, 2018 by Eide Bailly. A tentative presentation to be made to the Aledo City Council in May, 2018.

Mayor’s Report: Mayor Hagloch reported a letter was received from Catherine Worsley, Library Director, Mercer Carnegie Public Library District. Mayor noted a committee would need to formalize a consensus to waive fees regarding building permit(s) and water & sewer hook-ups as well. The Committee of the Whole provided a consensus to organize a resolution and place on the agenda for the next regularly scheduled City Council meeting.

Committee Report: A Joint Public Property, Streets & Sidewalks and Tax Increment Financing (TIF) Committee meeting was held on March 26, 2018. ALD. Doherty reported multiple items were discussed and were as follows: A request to vacate a portion of street right-of-way at NW 7th Street; Mercer Carnegie Public Library District request to waive fees and to request installation of sidewalk and parking at their new location; removal / replacement of intersections located by the Y.M.C.A.; request to place a kneeling soldier memorial at the V.F.W.; City Hall interior renovations cost- estimates; and rezoning of specific areas on SW 3rd Street from Class D (Heavy Industry) to Class C (Light Industry). Also, the Button Building RFP was also discussed.

Motion was made by Alderman Chausse and seconded by Alderman Bewley to approve the meeting minutes of March 19, 2018 as presented. A Roll call vote was recorded as follows:

Yes: Bertrand, Chausse, Cooper, Holmes, and Slater. No: None. Abstain: Bewley, Doherty and Kopp. Motion carried. 5 yeas, 0 nays, 3 abstentions.

Finance: Invoice List:

Motion was made by Alderman Chausse and seconded by Alderman Kopp that the Invoice Listing, which has been marked Exhibit “B”, attached hereto and made a part of these minutes, be authorized and checks issued. A Roll call vote was recorded as follows:

Yes: Bewley, Chausse, Cooper, Holmes, Kopp, Slater, and Bertrand. No: None. Abstain: Doherty. Motion carried. 7 yeas, 0 nays, 1 abstention.

Resolution No. 09r, Series Of 2018; A Resolution Approving A License Agreement Between The City Of Aledo And The Veterans Of Foreign Wars Of Us, Mercer County Post 1571 For Use Of The Property Located In The Boulevard On The Corner Of Sw 3rd Avenue And Sw 2nd Street In The City Of Aledo:

Motion was made by Alderman Doherty and seconded by Alderman Bewley to approve Resolution No. 09R, Series of 2018; A resolution approving a license agreement between the City of Aledo and the Veterans of Foreign Wars of US, Mercer County Post 1571 for use of the property located in the boulevard on the corner of SW 3rd Avenue and SW 2nd Street in the City of Aledo as presented. A Roll call vote was recorded as follows:

Yes: Chausse, Cooper, Doherty, Holmes, Kopp, Slater, Bertrand, and Bewley. No: None. Motion carried. 8 yeas, 0 nays.

Resolution No. 10r, Series Of 2018; Approving An Idot Motor Fuel Tax Fund Resolution For Improvement By Municipality Under The Illinois Highway Code:

Motion was made by Alderman Kopp and seconded by Alderman Doherty to approve Resolution No. 10R, Series of 2018; Approving an IDOT Motor Fuel Tax Fund Resolution for Improvement by Municipality under the Illinois Highway Code; regarding the NE Quadrant Resurfacing Project, for a cost not to exceed $325,000. A Roll call vote was recorded as follows:

Yes: Cooper, Doherty, Holmes, Kopp, Slater, Bertrand, Bewley, and Chausse. No: None. Motion carried. 8 yeas, 0 nays.

A Motion Approving Mural On Police Department Facility And Repair Of Fire Station Mural On Former Aledo Meat Market Building:

Motion was made by Alderman Doherty and seconded by Alderman Bertrand to approve a mural on Police Department facility, 200 NE 2ndStreet, Aledo, Il, and repair of the fire station mural on former Aledo Meat Market Building, 122 E. Main Street, Aledo, Il; and to be completed by Michael Clark of Clark Signs, in an amount of Five Thousand Dollars ($5,000). A Roll call vote was recorded as follows:

Yes: Doherty, Holmes, Kopp, Slater, Bertrand, Bewley, Chausse, and Cooper. No: None. Motion carried. 8 yeas, 0 nays.

Standing Committee Reports: A Finance Committee meeting to be held on Monday, April 9, 2018 at 6:00 o’clock p.m. in the City Council Chambers.

A Ordinance & Police Committee meeting to be held on Monday, April 9, 2018 at 6:05 o’clock p.m. in the City Council Chambers.

Old Business: No Report.

New Business: Ald. Bewley wanted to remind community members to utilize the new mutli-use path out to the business district located in the East section of Aledo and to not utilize the edge of the road for safety reasons. It was also mentioned to possibly consider posting signage regarding what types of motorized vehicles can travel on the path as well.

Administrator Knackstedt reported the new ITEP Grant application is still under review by the State and encouraged the Elected Officials to contact our representatives to help support the project and application.

Adjournment: There being no further business, motion was made by Alderman Kopp and seconded by Alderman Bewley that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned at 7:08 p.m.
