Mayor Acri called the meeting to order at 6:00 p.m. in Council Chambers.

Recognitions:

Fire Chief Jeff Snyder’s Appointment of Lieutenant James Hudson to Training Officer effective April 9, 2018.

Proclamation:

A Proclamation from the Q2030 Movement to declare April 20 and 21, 2018, as “The Quad Cities Big Table Weekend.” Round table discussions focused on one question: “What would make the Quad Cities better?” www.quadcitiesbigtable.com

Agenda Items:

1. A Resolution authorizing the Mayor and City Clerk to execute a Subordination Agreement for a Mortgage held against 425 18th Street, Moline, through the Façade Program; and authorizing City staff to do any and all things necessary to fulfill the terms of the Mortgage held against 425 18th Street, Moline. Annaka Whiting, Housing Grant Compliance Analyst, stated that the City currently has a recorded Mortgage against said property for a façade grant that was given to Bermes Properties Incorporated. Through the Façade Program, the loan is forgivable after five years with the condition that the property stay maintained until 2022, when the loan is expected to be forgiven. Staff is comfortable with subordinating given the fact that the City will remain in second position, while taking into consideration that there is still sufficient equity in the building in the event the loan defaults prior to 2022. Approval of this item would authorize execution of the Subordination Agreement for 425 18th Street, and allow staff to do any and all things necessary to fulfill the terms of the period of the Mortgage. A motion was made by Alderman Wendt to approve. Seconded by Alderman Parker. Motion passed unanimously.

2. A Resolution authorizing the Mayor and City Clerk to execute a Road Salt Purchase Agreement for the 2018-2019 Season with the City of Davenport. Rodd Schick, Municipal Services General Manager, explained that this resolution would authorize the City to purchase 2,000 tons of salt and a reserve a supplemental order of 5,000 tons of salt through the Quad City Joint Salt Bid, with the City of Davenport as the agent for said purchase. By participating in this contract, a lower cost per ton has been experienced. The City would agree to purchase 25 percent of this supplemental order by March 1, 2019. A motion was made by Alderman Wendt to approve. Seconded by Alderman Turner. Alderman Parker asked City Administrator Doug Maxeiner to provide a 5-year report of road salt expense. The motion passed unanimously.

3. A Resolution authorizing the Mayor and City Clerk to execute a contract with Quality Construction Services Inc. for maintenance of the Downtown parking garages and for mowing and snow removal at the “Q”. Chris Mathias, Property Management Coordinator, indicated that the City of Moline published a request for proposals (RFP) for parking garage maintenance and for mowing and snow removal services for properties near the “Q”. Staff received three proposals in response to the RFP and has identified Quality Construction Services, Inc as providing the proposal most advantageous to the City. Quality Construction Services, Inc has the lowest quoted price and can respond to 24/7 emergencies as needed. A motion was made by Alderman Turner to approve. Seconded by Alderman Potter. A motion was made by Alderman Wendt to table. Seconded by Alderman Parker. The motion to table carried with Aldermen Potter and Turner voting nay.

4. A Resolution authorizing the Mayor and City Clerk to execute a Contract with Needham Excavating Inc. for Project #1285, 18th Street B, South of Avenue of the Cities. Scott Hinton, City Engineer shared that bids were opened and publicly read on April 3, 2018, for Project #1285 with the following results:

Needham Excavating submitted the lowest responsible and responsive bid. A motion was made by Alderman Wendt to approve. Seconded by Alderman Parker. Motion passed unanimously.

5. A Resolution authorizing the ceding of 2018 Home Rule Volume Cap. Kathy Carr, Finance Director, stated that under Section 146 of the Internal Revenue Code of 1986, the City is allocated an annual per capita amount for private activity bond use, which in 2018 totals $4,565,715. The Illinois Private Activity Bond Allocation Act provides that a home rule unit of government may transfer its allocation to any other home rule unit of government, the State of Illinois or any agency of the State, or any non-home rule unit of government. The City Council has adopted a Volume Cap Policy regarding the use, transfer, or reservation of the City’s volume cap allocation.

Private Activity Bonds (PABs) are tax exempt bonds issued on behalf of certain businesses engaged in manufacture or production of tangible personal property. A wide variety of businesses can qualify under the guidelines to finance the acquisition of fixed assets such as land, buildings, or equipment. They may also be used for renovation and new construction, as well as construction or renovation of residential units that meet income guidelines. Because the bonds are exempt from federal income tax, they typically command competitive interest rates and may be combined with other tax credit programs to stimulate projects.

The Quad Cities Regional Economic Development Authority (QCREDA) is the only agency to request the City’s 2018 Volume Cap and has a mutually beneficial relationship with the City, County, and other regional development authorities to best utilize this resource for the benefit of the region.

If the City does not obligate this allocation by May 1, it is automatically turned over to the State of Illinois for reallocation to other entities statewide. A motion was made by Alderman Wendt to approve. Seconded by Alderman Parker. Motion passed unanimously.

6. A Special Ordinance authorizing the Mayor and City Clerk to execute an agreement with the QC Legends Soccer Club to lease the 48th Street Field at Green Valley Park for the operation of a soccer program. Lori Wilson, Parks Recreation Director, indicated that QC Legends Soccer Club desires to Lease the 48th Street Field at Green Valley Park for the purpose of operating a soccer program. The term of said lease shall run from April 1, 2018, through March 31, 2020. The Park and Recreation Board supports the agreement and believes that this agreement will enhance services for residents. A motion was made by Alderman Wendt to approve. Seconded by Alderman Turner. Alderman Wendt moved to amend said agreement by adding under (3.j): “Grounds must at all times adhere to sections 21-1100 and 32-1100 of the Moline Code of Ordinances and shall not be considered an “Open Space.” Seconded by Alderman Rodriguez. Motion to amend passed unanimously. The amended motion passed unanimously.

7. A Special Ordinance authorizing the Mayor and City Clerk to execute a Lease Agreement with the Quad City Music Guild, for a lease term of April 1, 2019 through March 31, 2039. Lori Wilson, Parks Recreation Director shared that the Moline Park and Recreation Board and the Quad City Music Guild previously entered into a lease agreement dated March 1, 2000, for a twenty-year term ending March 31, 2020 for premises described therein. The parties mutually desired to review the lease prior to its expiration. The parties have agreed to make certain changes to the lease and enter into a new twenty-year lease effective April 1, 2019, which will terminate and replace their current lease agreement. The Park and Recreation Board recommends approval of the new lease. A motion was made by Alderman Wendt to approve. Seconded by Alderman Parker. Alderman Wendt moved to amend said agreement by striking “and garden” from (7.a): “Lessor shall provide lawn maintenance and garden and shrub maintenance.” Seconded by Alderman Parker. The motion to amend carried with Alderman Turner voting nay. Alderman Wendt made a motion amend to add to section 8(e) of the agreement: “The parking lot shall be open to the public during Park Hours, unless being used for an event or activity on the Premises.” Second by Alderman Waldron. The motion passed unanimously. The original motion with two amendments carried unanimously.

Informational:

Parks Recreation Director Lori Wilson shared the 2017 Parks & Recreation annual report. Chief John Hitchcock presented the new Police recruitment video.
