Village of Andalusia Village Board met May 7. 

Here is the minutes as provided by the board:

Call to Order


The Board of Trustees met in a public meeting on Monday April 16, 2018 at the Village Hall. The

meeting was called to order by President Curt Morrow at 7:00 pm. He led the pledge to the

flag.

Roll Call

Present:       President Morrow, Trustee Brackney, Trustee Neece, Trustee Einfeldt, Trustee

                     Pittard, Trustee Anderson

Absent:        Trustee Woeber

                     TRUSTEE ANDERSON MADE A MOTION TO ACCEPT THE MINUTES FROM THE

                     APRIL 16, 2018 BOARD MEETING. SECONDED BY TRUSTEE NEECE. VOICE VOTE.

                        TRUSTEE PITTARD MADE A MOTION TO APPROVE THE TREASURERS REPORT

                         TRUSTEE NEECE MADE A MOTION TO APPROVE ORDINANCE NO. 2018-04-02

                          AN ORDINANCE ADDRESSING THE PAYMENT OF CABLE TELEVISION FRANCHISE

                         FEES IN THE VILLAGE OF ANDALUSIA, ROCK ISLAND COUNTY, ILLINOIS.

                         SECONDED BY TRUSTEE PITTARD. ROLL CALL VOTE.

Committee Reports:

Water and Sewer:      Trustee Pittard told the Board that he would like to get a couple smaller

waterline projects done this year.

Streets and Alleys:      The bids came in on the blacktop project slated for this year. The cost to

fix the roads on the project list this year will be between $40,000 - $42,000.

Also, Jason Lingle has agreed to move his fence as it was mistakenly installed on Village

property.

Finance and Audit:      No Report

Building and Grounds:      Trustee Brackney reported that the mowing and weed eating is getting

done. Justin has cleared 3 ditches so far with 2 more in progress.

Trustee Brackney also informed the Board that Justin has been using his person side-by-side. He

suggested that the Village purchase one so Justin doesn’t have to put wear and tare on his

machine.

Trustee Einfeldt insisted that we have to quit spending money.

Trustee Anderson stated that it is our responsibility to spend money on the Village and to take

care of our equipment. He said that due to the ruts on the dike from the Village truck during

flood season, a side-by-side would be a better option, since it is much lighter than the truck.

Parks, Recreation and Harbor:      Trustee Pittard has been looking into an alternative to riprap

for the dike. He explained that there is a product called Flexmat. It looks like small concrete

squares. Grass can grow between it and can be mowed right over. This product should last

between 20 – 30 years. He explained that this product would cost a little over $18,000 plus

insulation one-time only, whereas riprap costs around $5,000 per year.

Mayor Morrow mentioned that per our contract with Kelly’s Landing, they should be

responsible for half the costs if the Village decides to go with this product. Kelly’s Landing will

be informed of the Flexmat and given a voice on participation.

Police:      Officer Rasso has made a list of Ordinance Violations. They will be going out by

the end of the week.

Reports of Officers:

Village Clerk:      Clerk Hoffman informed the Board that the current per-mile rate on company

mileage is.54.5/cents per mile, this is up from last year when it was.53.5/cents per mile.

Clerk Hoffman asked the Trustees for permission to have Attorney Halpin write up 2 contracts,

one with the Andalusia Cemetery the other with the Andalusia Township. They will release the

Village from any liability if an accident shall occur while they’re in possession of one of our

vehicles or equipment. The Village sometimes loans equipment to these entities. The Board

gave the go-ahead.

Department of Public Works:      Justin Parchert and his crew are hard at work on the potential

flood.

Justin has been contacted by a resident in Fancy Creek Country Estates asking for extra speed

limit signs in his neighborhood.

Mayor: Mayor Morrow told the Board that we have a resident in town that has had his water

shut off due to lack of payment. DCF got involved and asked the Mayor to turn his water back

on and promised a full payment of the overdue bill. The Mayor agreed but told DCF that the

Village would only give 3 weeks to receive payment or the water will be shut off again.

There was no payment and the water is again disconnected. It will remain off until such time as

the bill is paid in full.

New Business: Roger and Wendy Koopman were present with Attorney Stengel. The

Koopman’s are interested in buying the sand pits and would like to have 2 horses on the

property.

Since the Village Ordinances prohibit horses within the village limits, the Board informed the

Koopmans that they will not even discuss the matter until they get the input from all their

neighbors. If all the neighbors sign off in writing on the idea then the Board will hear their

argument, however, there were no promises made.

Citizen comments: Denise Leach informed that Board that there are “No Parking” signs on 4th

Avenue West. She said that people are parking there anyway and would like the situation

addressed.

John Williams mentioned that the boats that are being stored on pier at the harbor are causing

a lot of side pressure. It is not a good idea to store boats there.

Marty Yakovich wanted to give a shout out to Justin and his crew. He said that they’re doing a

good job with the pumps.
