City of New Boston Council met May 23.

The City of New Boston met in regular session May 23, 2018. Mayor DeFrieze opened the meeting at 7:00pm. Alderman present were Long, Stineman, Schreurs, Marston, Ramer, and Fourdyce. Police Chief Mike and Campground host Natalie also attended the meeting. Minutes were taken by Lacey Schreurs.
Heidi Brown, Missy McDonald, and Dave McDonald were present for Public Forum.
Heidi told the Council that she was interested in starting a Youth Program at the Community Center. She told the Council what her intentions were for the program. She asked the Council for help with the start up costs to make the program possible. Fourdyce made the motion to donate $500 to help with start up costs for the Youth Program, seconded by Long. Roll call votes as follows: Long-aye, Stineman-aye, Schreurs-aye, Marston-aye, Ramer-no, and Fourdyce-aye. Motion carried.
Marston made the motion to approve the minutes, seconded by Ramer, all aye votes, motion carried.
Fourdyce made the motion to approve the bills, seconded by Schreurs. Roll call votes as follows: Long-aye, Stineman-aye, Schreurs-aye, Marston-aye, Ramer-aye, and Fourdyce-aye. Motion carried.
Mike told the Council that the new bathrooms were up and running. They poured 2 more pads this week and only have 10 more to pour. He also told the Council that he received a bid back for a new John Deere mower for $8700. Marston made the motion to purchase the new mower for $8700, seconded by Long. Roll call votes as follows: Long-aye, Stineman-aye, Schreurs-aye, Marston-aye, Ramer-aye, and Fourdyce-aye. Motion carried.
Mike told the Council that he had a new update on the lights for the Ball Diamond. He has to fill out a new application and if Ameren approves, the new lights would only cost $3300. He explained how the initial up front cost would be $32,000 and then 2-3 weeks after the purchase has been made they would issue a rebate check for the difference. Long made the motion for Mike to move forward with the application, seconded by Fourdyce, all aye votes, motion carried.
Mike told the Council that he was wanting to fog the town for bugs. He would be spraying Friday, Monday, Tuesday, and Wednesday. A letter will be put up to notify Citizens.
Long asked Mike for an update on the sewer camera. He told the Council it would cost $500 to send the camera off to California to be evaluated. The Council and Mayor agreed that is was worth sending to be looked at.
The Mayor explained to the Council how Mr. Comer had a complaint of loud music. The Mayor read the noise ordinance. Missy and Dave told the Council that they were trying everything possible to keep their noise minimal.
Mayor told Ramer that he had a map of the land from the Courthouse that he is wanting to purchase. He will be faxing over a copy to the City’s attorney.
Mayor asked the Council if they wanted to support the winter sports by purchasing an ad space in the program. Marston made the motion to purchase the ad, seconded by Ramer. Roll call votes as follows: Long-aye, Stineman-aye, Schreurs-aye, Marston-aye, Ramer-aye, and Fourdyce-aye. Motion carried.
Natalie told the Council that she had been working on the new Rules for the Campground. She asked how they were going to prevent non-campers from using the showers. The City will be putting a key code pad up to prevent others from using the showers. She asked if it was ok to put up a couple of signs with her name and number on them, so campers could get ahold of her if needed. She also asked to purchase a hose and nozzle for cleaning of the bathrooms. Council told her yes.
Marston made the motion to adjourn the meeting, seconded by Fourdyce, all aye votes, motion carried.
