East Moline City Council met May 7.

Here is the minutes provided by the Council:

Roll Call

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll.

The following Aldermen were present: Alissa Sallows, Gary Almblade, Nancy Mulcahey, Ed DeJaynes, and Jose Rico. Absent: Gary Miller.

Public Comment:

None

City Clerk’s Report

City Clerk Holmes requested that Item C under the Consent Agenda, (Special Meeting Minutes of

May 11, 2018) be pulled from the agenda. Item C will be brought back for approval at the May 21, 2018 meeting.

Additions/Corrections To Agenda:

None.

Consent Agenda:

City Clerk Arletta D. Holmes read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of April 16, 2018.

b. Approval of the Committee-of-the-Whole Minutes of April 16, 2018.

c. Approval of the Special Meeting Minutes of May 11, 2018. Pulled from Agenda.

d. Approval of Salaries for May 4, 2018 in the amount of $423,133.83.

e. Approval of Salaries for April 20, 2018 in the amount of $414,673.67.

f. Approval of Bills in the amount of $446,313.69.

A motion was made by Alderman DeJaynes, seconded by Alderman Almblade, to approve the Consent Agenda minus Item C, as presented. Upon roll call the following voted in favor: Mulcahey, DeJaynes, Rico, Sallows, and Almblade. Motion carried.

Report By Mayor

Proclamations:

Mayor Freeman read and presented to Mr. Wassell of ABATE, a proclamation, proclaiming the month of

May as “Motorcycle Awareness Month”. Mr. Wassell addressed the City Council thanking the Mayor, and Council for the proclamation and their continued support.

Mayor Freeman read and presented to Belinda Rusch, Women’s Auxiliary President of American Legion

Auxiliary Post 227 a proclamation, proclaiming May as: “Poppy Month” in the City of East Moline. Mr. Rusch addressed the City Council thanking the Mayor, and Council for the proclamation. Ms. Rusch provided Poppy’s for the Mayor Freeman, City Council, Elected Officials, Department Heads and everyone in attendance. Auxiliary Members in attendance were: Ella May Winger, Linda Smolenski, Karen Crum, and Nancy McGrath.

Mayor Freeman read and presented to Ms. Mo Hart of Project Now a proclamation, proclaiming May 2018 as “Community Action Month”. Ms. Hart addressed the City Council, thanking the Mayor and Council for the proclamation.

City Attorney Graham Lee Presented The Following Resolutions:

Resolution 18-19: A Resolution Of The City Council Of The City Of East Moline, Illinois, Authorizing Purchasing A Replacement Mower From Holland & Sons, In The Amount Of $11,624.40.

A motion was made by Alderman DeJaynes, seconded by Alderman Rico, to approve Resolution 18-19. Upon roll call the following voted in favor: Mulcahey, DeJaynes, Rico, Sallows, and Almblade. Motion carried.

Resolution 18-20: A Resolution Of The City Council Of The City Of East Moline, Illinois, Authorizing Approval Of The Collective Bargaining Agreement Between The City Of East Moline And The American Federation Of State, County And Municipal Employees (Afscme).

Per Mayor Freeman pulled Res. 18-20 has been pulled until after closed session.

Committee-Of-The-Whole (Alderman DeJaynes)

Alderman DeJaynes had no items for discussion. All items have been covered under the Consent Agenda, Resolution, or Ordinance.

City Staff Communication:

Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:Chief Reynolds, EMPD – Chief Reynolds informed the City Council that the Police department is hosting a Youth Fishing Derby on May 19, at the Lower Butterworth Park Pond, free to the first 100 participants must be between the ages of 5 - 15 years old from 10:00 a.m. – 12:00 p.m.

Upcoming events:

• Hoops for Hope on June 13 at Hereford Park from 4pm – 7 pm.

• Movie at the Park on June 22 at dusk at Runner’s Park

• Youth Camp in July which will be one week long a mini police academy

Additional information will be forth coming regarding these activities.

Mayor Freeman informed the City Council that Main Street & Downtown Business Association has scheduled Concerts in the Park at Runner’s Park. Concerts will be every Sunday’s beginning June 3, 2018 through September 2018, from 4:00 p.m. until 7:00 p.m.

Mr. Miller, Engineering – Mr. Miller informed the City Council that they are still working on Motor Fuel Tax (MFT) Projects. Will be presenting to City Council in the next few weeks. This project includes the pavement patching and the sealcoating program.

Chief DeFrance, EMFD – Chief DeFrance informed the City Council that the boat went into the water on Friday at Marquis Harbor. We had three days of training with the manufacturer. We will be putting the boat into service soon. We received the new pumper currently putting in the equipment. We expect to have in service within the next 30 days. On April 28 we participated in Sound the Alarm event we had 40 appointments conducted combination of firefighters and volunteers from the Red Cross installing smoke detectors. This is an ongoing event, if you know of anyone needing smoke detectors to call the fire station or Red Cross to make an appointment.

Mr. Lambrecht, Director of Maintenance Services – Mr. Lambrecht informed City Council that all pumps are running at the Bend. Sugar Creek expected to go at 12’9” now at 11’. They brought is down from 13’ to 12’9”. Crews are watching the pumps and levy patrol around the clock until the floor goes down. The United Township High School is completing the last shelter reroofing at Butterworth. Mississippi will be cresting on Thursday or Friday.

Mr. Drake, WWWTP Director of Facilities – Mr. Drake informed the City Council the filter media project is completed and it was done in house saving the City approximately $250,000.00.

Mayor Freeman announced that there will be a Closed Session regarding Collective Bargaining and Litigation.

Recess Session:

A motion was made by Alderman Sallows, seconded by Alderman Almblade, to recess the City Council meeting and go into the Closed Session. Upon roll call the following voted in favor: Mulcahey, DeJaynes, Rico, Sallows and Almblade. Motion carried.

Closed Session:

A motion was made by Alderman Sallows, seconded by Alderman Almblade, to go into Closed Session to discuss the following: Collective Bargaining, and Litigation. Upon roll call the following voted in favor: Mulcahey, DeJaynes, Rico, Sallows and Almblade. Motion carried.

Reconvene Open Session:

A motion was made by Alderman DeJaynes, seconded by Alderman Almblade, to go back into the

regular City Council meeting. Upon roll call the following voted in favor: Mulcahey, DeJaynes, Rico, Sallows and Almblade. Motion carried

Action Taken in Closed Session

A motion was made by Alderman DeJaynes, seconded by Alderman Rico, to approve Resolution 18-20. Upon roll call the following voted in favor: DeJaynes, Rico and Sallows. Opposed: Mulcahey and Almblade. Motion carried 3 - 2.

Adjournment:

A motion was made by Alderman DeJaynes, seconded by Alderman Almblade, to adjourn the City

Council meeting. Upon roll call the following voted in favor: Mulcahey, DeJaynes, Rico, Sallows and Almblade. Motion carried. 7:48p.m.
