Pledge:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag,

A moment of silence was observed for the recent school shooting.

Roll Call

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll.

The following Aldermen were present: Alissa Sallows, Gary Almblade, Nancy Mulcahey, Ed DeJaynes,

Gary Miller, and Jose Rico.

Public Comment:

Mr. Adam Guthrie addressed the City Council regarding the various activities that will be taken place

May 25, 2018 in downtown East Moline.

• 5:00 p.m. - Unveiling of the 9th Street Commons War Memorial

• 6:00 p.m. - EasMomentum Rally at Runners Park. Free sandwiches will be provided by

Junior’s Sports Bar.

c. Approval of the Special Meeting Minutes of May 11, 2018.

d. Approval of Salaries for May 18, 2018 in the amount of $424,984.57.

e. Approval of Bills in the amount of $1,683,003.90.

A motion was made by Alderman DeJaynes, seconded by Alderman Almblade, to approve the Consent

Agenda as presented. Upon roll call the following voted in favor: DeJaynes, Miller, Rico, Sallows, Almblade, and Mulcahey. Motion carried.

Report By Mayor

Proclamation:

Mayor Freeman read and presented to Ms. Robin McConnell of Moms Demand Action a proclamation,

declaring, June 1, 2018 as: “National Gun Violence Awareness Day” in the City of East Moline, Illinois.

Ms. Robin McConnell addressed the City Council, and read the following Statement into the record:

“On behalf of our local Moms Demand Action group, I want to thank Mayor Reggie Freeman and the City of East Moline for recognizing June 1st as National Gun Violence Awareness Day. We would like to extend an invitation to all of you to attend our community event on June 2nd from 11-2p.m. at Lincoln Park in Rock Island. The event is being held to honor survivors and victims of senseless gun violence. It will be a casual pot luck meal and we look forward to seeing you there. Feel free to wear orange to support this cause! If you are interested in getting more involved we hold monthly meetings and the next one will be in July (some are held in Illinois and then we rotate to the other side of the river). Thanks again to Mayor Freeman and the City of East Moline.”

Appointments:

Director of Finance:

Mayor Freeman introduced Ms. Annaka Whiting as his appointment for the position of Director of Finance. Ms. Whiting comes to the position from the City of Moline, after 10 years of service there. Ms. Whiting has worked in Economic Development processes, and TIF matters. Ms. Whiting holds a master’s degree in accounting, from St. Ambrose University, Davenport, Iowa. Ms. Whiting will begin her position with the City of East Moline, beginning June 11, 2018, with a starting salary of $82,000.

A motion was made by Alderman DeJaynes, seconded by Alderman Miller, to accept Mayor Freeman’s appointment of Ms. Annaka Whiting, as the Director of Finance. Upon roll call the following voted in favor: DeJaynes, Miller, Rico. Sallows, Almblade, and Mulcahey. Motion carried.

6th Ward Alderman:

Mayor Freeman appointed David Brown to the 6th Ward Alderman position replacing the late Robert Cheffer. Mayor Freeman informed the City Council that David Brown is live long resident of the City of East Moline, he holds a Master’s Degree and is a special education teacher at Moline High School.

Mayor Freeman stated that several residents had expressed interest in the position. This is a 10-month appointment. This seat will be up for re-election in 2019. Mayor Freeman noted that several residents of the 6th Ward, including Mr. Brown has expressed an interest in running for the seat. East Moline City Election are now Non-Partisan. Mayor Freeman said if five or more candidates run for the seat in 2019 a Primary Election will be held; if four or less run they will be included in the General Election.

A motion was made by Alderman Sallows, seconded by Alderman Rico, to concur with Mayor Freeman’s appointment of Mr. David Brown, as the 6th Ward Alderman. Upon roll call the following voted in favor: DeJaynes, Miller, Rico. Sallows, Almblade, and Mulcahey. Motion carried.

Swearing In Ceremony:

City Clerk Holmes Administered the Oath of Office to Mr. David Brown the newly appointed Alderman of the 6th Ward.

A motion was made by Alderman DeJaynes, seconded by Alderman Almblade, to concur with the Mayor

appointment of Mr. David Brown, to serve as the 6th Ward Alderman. Upon roll call the following

voted in favor: DeJaynes, Miller, Rico, Sallows, Almblade, and Mulcahey. Motion carried.

Alderman Brown thanked the Mayor Freeman, and the City Council for the opportunity to serve the community.

City Attorney Graham Lee Presented The Following Resolutions:

Resolutions: 18-21: A Resolution Of The City Council Of The City Of East Moline, Illinois, Approving The App Grant Award.

A motion was made by Alderman Almblade, seconded by Alderman DeJaynes, to approve Resolution 18- 21. Upon roll call the following voted in favor: DeJaynes, Miller, Brown, Rico, Sallows, Almblade, and Mulcahey. Motion carried.

Resolution 18-22: A Resolution Of The City Council Of The City Of East Moline, Illinois,

Authorizing The Law Office Of Kathleen Field Orr & Associates As The Tif Attorney For The City Of East Moline, Illinois. Pulled For Additional Discussion.

Resolution 18-23: A Resolution Of The City Council Of The City Of East Moline, Illinois, Authorizing The Replacement Of The Fence Aroung Mcneals Reserve For The City Of East Moline, Illinois.

A motion was made by Alderman DeJaynes, seconded by Alderman Almblade, to approve Resolution 18-23. Upon roll call the following voted in favor: DeJaynes, Miller, Brown, Rico, Sallows, Almblade, and Mulcahey. Motion carried.

Resolution 18-24: A Resolution Of The City Council Of The City Of East Moline, Illinois

Authorizing Approval Of A Replacement 911 Centre Dispatcher For The City Of East Moline.

Chief Reynolds gave additional background information regarding the Replacement for the 911 Centre Dispatcher position.

A motion was made by Alderman Sallows, seconded by Alderman Rico, to approve Resolution 18-24. Upon roll call the following voted in favor: DeJaynes, Miller, Brown, Rico, Sallows, Almblade, and Mulcahey. Motion Carried.

Resolution 18-25: A Resolution Of The City Council Of The City Of East Amoline,

Authorizing Approval Of The 2018 Mft Maintenance Program For Asphalt Overlay Construction.

At Mayor Freeman’s request, Mr. Joseph Miller gave a brief overview and background information regarding this project.

A motion was made by Alderman Miller, seconded by Alderman Almblade, to approve Resolution 18-25.

Upon roll call the following voted in favor: DeJaynes, Miller, Brown, Rico, Sallows, Almblade, and Mulcahey. Motion carried.

Resolution 18-26: A Resolution Of The City Council Of The City Of East Moline, Illinois,

Authorizing Approval Of The 2018 Drainage Improvement Program.

At Mayor Freeman’s request, Mr. Joseph Miller gave a brief overview and background information regarding this project.

A motion was made by Alderman Rico, seconded by Alderman Almblade, to approve Resolution 18-26.

Upon roll call the following voted in favor: DeJaynes, Miller, Brown, Rico, Sallows, Almblade, and Mulcahey. Motion carried.

Resolution 18-27: A Resolution Of The City Council Of The City Of East Moline, Illinois,

Authorizing Approval And Execution Of The Staking Contract Between Hutchison Engineering And The City Of East Moline For The 2Nd Street Storm Sewer Project.

At Mayor Freeman’s request, Mr. Joseph Miller gave a brief overview and background information regarding this project.

A motion was made by Alderman Miller, seconded by Alderman Sallows, to approve Resolution 18-27 Upon roll call the following voted in favor: DeJaynes, Miller, Brown, Rico, Sallows, Almblade, and Mulcahey. Motion carried.

Resolution 18-28: A Resolution Of The City Council Of The City Of East Moline, Illinois, Authorizing Approval And Execution Of The Professional Services Agreement With Veenstra & Kimm Inc. For Mississippi River Erosion Protection Project.

At Mayor Freeman’s request, Mr. Joseph Miller gave a brief overview and background information regarding this project.

A motion was made by Alderman Sallows, seconded by Alderman Almblade, to approve Resolution 18 28. Upon roll call the following voted in favor: DeJaynes, Miller, Brown, Rico, Sallows, Almblade, and Mulcahey. Motion carried.

Committee-Of-The-Whole (Alderman DeJaynes)

Alderman DeJaynes had no items for discussion. All items have been covered under the Consent Agenda, Resolution, or Ordinance.

City Staff Communication:

Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:

Chief Reynolds, EMPD – Chief Reynolds informed the City Council that the Police Department hosted a Youth Fishing Derby on May 19, at the Lower Butterworth Park Pond. There were 63 participants.

Chief Reynolds informed City Council that the Annual Memorial Honoring Officer Richard Morton, will be held on Friday, May 25, 2018, at the Morton Drive Fire Station #22, beginning at 11:00a.m. Officer Morton was killed in the line of duty. This is the 49th year of this annual event.

On Saturday, May 26, 2018 at United Township High School (UTHS) the Police Department will be having their Police applicant agility and written test. This is to establish a new 2 year hiring list for Police Department.

Darrin Girdler, City Administrator – Mr. Girdler updated the City Council about The Bend Project

• Mr. Girdler has the letter for the $50,000.00 should there be a deficiency in the loans.

• Closed on the convenience store lot Wednesday at 10:30 a.m. at Pepping’s Office.

• We have received four bids on the strip mall. A contractor will be chosen within the next three days.

• We will be closing on Strip Mall Lot in the next 30 days.

• The Event Center is out for bid. The catering and restaurant provider have been chosen.

• We will be closing on the Event Center lot in the next 30 days.

• The Apartment lot will close in the next 30 days. The Civil work has begun. Apartment completion date is December 2018.

• Valley Construction will be preparing and repaving several panels in the various streets.

• Jenna Way will begin paving within two weeks.

• The Park Fountain, Entryway Fountain and Landscaping will be completed by the 4th of July.

• The Bandshell is out for bid and should be completed by August 30, 2018.

• The hotel continues to be on time and on budget.

Mr. Miller, Engineering – Mr. Miller informed the City Council that they are still working on Motor Fuel Tax (MFT) Projects.

• The Street Sealcoating Program should go out for bid before the middle of June 2018.

• The Concrete Patching Program is on tonight’s Committee-of-the-Whole for consideration.

• The 7th Street watermain project is going well, the project is a little bit ahead of schedule, and they are still planning on the completion date being after the 4th of July.

• The overlay project will probably start the first part of August 2018.

Mr. Miller answered additional questions with regards to the delay on 34th Avenue, and the possible completion date on 7th Street.

Chief DeFrance, EMFD – Chief DeFrance informed the City Council that the department has received training on their new Pumper Truck last week and it will go in service next week. They worked on the new boat, and have already had a call on that.

Mr. Lambrecht, Director of Maintenance Services – Mr. Lambrecht informed City Council that the river is going down, and they should be able to open the flood gates on Wednesday if everything goes right and there is no rain. Crews are watching and patrolling the pumps and levy patrol around the clock.

Mr. Drake, WWWTP Director of Facilities – Mr. Drake informed the City Council that they have another retirement at the Waste Water Plant, and they had one individual resign position within the last three (3) month. Mr. Drake stated that he is working on getting these two positions filled. They are also proceeding forward with maintenance at the WWTP. They are replacing a 60-inch check valve on their sludge machine. Last week he had a meeting with the City of Moline regarding an Intergovernmental agreement for sewerage on the South Slope. This was just a brief update with no final decisions being made, discussion only. Mr. Drake stated that at the Water Plant they will be taking down a water basin next week for their annual maintenance.

Mayor Freeman - stated that he was contacted last week by Republic. Mayor Freeman had approached them about four months ago about the possibility of taking over the landfill. Mayor Freeman and Administrator Girdler met with them last week. More discussion to follow

Mayor Freeman announced that the Closed Session for tonight has been pulled.

Mr. Miller answered additional questions with regards to the delay on 34th Avenue, and the possible completion date on 7th Street.

Chief DeFrance, EMFD – Chief DeFrance informed the City Council that the department has received training on their new Pumper Truck last week and it will go in service next week. They worked on the new boat, and have already had a call on that.

Mr. Lambrecht, Director of Maintenance Services – Mr. Lambrecht informed City Council that the river is going down, and they should be able to open the flood gates on Wednesday if everything goes right and there is no rain. Crews are watching and patrolling the pumps and levy patrol around the clock.

Mr. Drake, WWWTP Director of Facilities – Mr. Drake informed the City Council that they have another retirement at the Waste Water Plant, and they had one individual resign position within the last three (3) month. Mr. Drake stated that he is working on getting these two positions filled. They are also proceeding forward with maintenance at the WWTP. They are replacing a 60-inch check valve on their sludge machine. Last week he had a meeting with the City of Moline regarding an Intergovernmental agreement for sewerage on the South Slope. This was just a brief update with no final decisions being made, discussion only. Mr. Drake stated that at the Water Plant they will be taking down a water basin next week for their annual maintenance.

Mayor Freeman - stated that he was contacted last week by Republic. Mayor Freeman had approached them about four months ago about the possibility of taking over the landfill. Mayor Freeman and Administrator Girdler met with them last week. More discussion to follow

Mayor Freeman announced that the Closed Session for tonight has been pulled.

Council meeting. Upon roll call the following voted in favor: DeJaynes, Miller, Brown, Rico, Sallows,

Almblade, and Mulcahey. Motion carried. 7:20p.m.
