City of Geneseo Committee of the Whole met July 24.

Here is the minutes provided by the Committee:

The City Council of the City of Geneseo met Tuesday, July 24, 2018 at the Council Chambers, 115 South Oakwood Avenue. Mayor Kathy Carroll-Duda called the meeting to order at 6:00 pm. Alderman Paula Simosky, Sean Johnson, Jason Robinson, Craig Arnold, Bob Wachtel, James Roodhouse and Martin Rothschild answered roll call. Brett Barnhart was absent. Others in attendance included City Administrator Lisa Kotter, City Attorney Margaret Kostopulos, City Clerk Loree K Phlypo, Public Works Director Chad VanDeWoestyne, Inspector Rick Mills, IT Director Garrett Griswold, Finance Director Jamie Matthews, Chief Casey Disterhoft.

A Quorum was present.

Swearing In – Daniel Schmitt as Sergeant

Chief Casey Disterhoft swore in Officer Daniel Schmitt as a Sergeant. Sergeant Schmitt’s wife pinned his Sergeant badge on him. His duties include Accident Reconstructionist, Crime Scene Investigator, Evidence Room Manager and he is a Certified Mental Health Trainer.

GFOA Certificate of Achievement Awarded

Mayor Carroll-Duda reported that the City of Geneseo has been awarded this recognition due to the diligence in our finance department. Congratulations to all who helped to make this possible.

Discussion on Creation of 4th Sergeant’s Position

Chief Disterhoft reported that the past system for chain of command within the platoons has failed. There has always been one platoon that has lacked an Officer In Charge on that shift. With the creation of a 4th Sergeant position it will allow for the development of the current personnel and first line officers. Leadership positions filled on all shifts will reduce the liability with increased Supervision. The 4 Sergeants’ will report to the Deputy Chief and Deputy Chief to the Chief. The 4th Sergeant Position has been budgeted for the City was just waiting to get the Chief in place.

Motion by Wachtel, second by Arnold to recommend to City Council to approve the creation of a fourth Sergeant position for the Police Department so as to assure that each platoon has a first line Supervisor and to place this item on the Consent Agenda.

Discussion on Recreational Vehicle Parking regulations to Plan Commission

The regulations governing recreational vehicle parking are in the Zoning Code so when items need to be reviewed or amended out of the Zoning Code they are referred by Council to the Plan Commission and then return to the Council for approval. Motion by Arnold, second by Robinson to recommend to the City Council to request that Plan Commission review the existing ordinances regulation parking of recreational vehicles, boats, trailers in the Zoning Code 9-7-1-H-1 and Municipal Code Section 91.03F and add to the Consent Agenda.

Discussion on using a Consent Agenda

Discussion was held on using a consent agenda in past meetings. Using a consent agenda doesn’t restrict Council members from pulling items off of the consent agenda and opening them up for more discussion. Consensus was to try the consent agenda format.

Discussion on future ward map changes

When Roos Hill Road area was annexed into the City they weren’t assigned a ward and so the County assigned them to Ward 3. By placing them in Ward 3 it creates an island, so through this ward map correction we can put that area into Ward 2 where they should have been placed and are contiguous with the rest of the Ward. After the 2010 Census there was no update to the Ward map performed. Adjustments to the other Ward numbers suggested will equal out the numbers. Elected Officials locations have been placed on the map so as to not un-district them and keep this non-political. Due to having annual elections we have a small window to correct this so that it is finished before Candidates are circulating papers. Erin from Ancel Glink will provide the final wording in the Ordinance.

Motion by Wachtel, second by Arnold to recommend to City Council approval of Ordinances O-18-13 An Ordinance amending Ward boundaries and Amending Section 92.01 of the Geneseo City Code of Ordinances.

Discussion on assignment of Council Goals

This list of goals was set up with the prior Council, we have set up the 3 new members with their goals to include: Simosky – Finance

Roodhouse – IT

Arnold – Planning

Rothschild – Public Safety

Robinson – Workforce Development

Wachtel – Customer Service

Johnson – Infrastructure and Transportation

Barnhart – Neighborhoods and Healthy Communities

This will work in conjunction with our Partnership with Augustana College which interacts with some of the topics. The Mayor will schedule meetings soon.

Motion by Barnhart, second by Arnold to recommend that each Council member be assigned to work with City Staff on one of the eight goals that came from the 2017 Strategic Planning Session as follows: Simosky – Finance, Roodhouse – IT, Arnold – Planning, Rothschild – Public Safety, Robinson- Workforce Development, Wachtel – Customer Service, Johnson – Infrastructure and Transportation and Barnhart – Neighborhoods and Healthy Communities, this item is to be placed on the Consent Agenda.

Discussion on Funding Assistance in OSLAD Grant Application preparation

The DNR is opening up the grant opportunity for parks. Hitchcock Design Group has offered to work on our application for the Grant Process. This grant would fund up to $400,000 with a $400,000 match by the City. The application process is by points gained by including areas for shelters, bathrooms, recreational facilities, walking trails and playgrounds. Hitchcock would be able to identify ways for us to get the points required to obtain the maximum amount of grant. Concerns were expressed about the money that is going to be needed for the Waste Water Treatment Plant repairs. City Administrator Kotter reported that Waste Water funds can’t be used for parks and park funds can’t be used on Waste Water. Staff would bring to Council a project somewhere between $800,000 and $1,000,000.

Motion by Robinson, second by Rothschild to recommend to the City Council to allocate up to $5,000 to hire Hitchcock Design Group to assist the City Staff in submittal of an OSLAD grant for Richmond Hill Park for the anticipated grant application deadline of October 1.

Discussion on Resolution R-18-16 a resolution to declare a Gray 2001 Chevrolet Tahoe, VIN# 1GNEK13T61J125275 surplus

Chief Disterhoft recommended that this vehicle be sold and the funds put aside and combined with drug funds to purchase an undercover vehicle in the future.

Motion by Wachtel, second by Roodhouse to recommend to the City Council to declare the Gray 2001 Chevy Tahoe ( VIN# 1GNEK13T61J125275) surplus and allow the staff to dispose of it through an online sale or auction and add this item to the Consent Agenda.
