City of Kewanee City Council met July 9. 

Here is the minutes as provided by the council:

The City Council met in Council Chambers at 6:00 PM with the Mayor calling the meeting to order and the following answering to roll call:

Council Member Colomer made a motion to adjourn to executive session pursuant to Section 2 (c) (1) of the Open Meetings Act to discuss personnel. Council Member Faber seconded the motion. Roll call showed 5 ayes, no nays. The motion passed.

The executive session was adjourned at 6:53 PM on a motion made by Council Member Koehler and seconded by Council Member Faber. Roll call showed 5 ayes, no nays. The motion passed.

Mayor Looney called the regular Council Meeting to order at 7 PM, stating that the Council was reconvening following a closed session pursuant to Section 2(c)(1) of the Open Meetings Act to discuss personnel.

The Pledge of Allegiance was said.

Mayor Looney asked for a moment of silence for our troops still fighting overseas.

Mayor Looney explained that the next items were placed on the consent agenda and were considered to be routine in nature to be passed as a whole with one vote of the Council. Mayor Looney requested that any member of the Council or the audience wishing to have an item removed from the consent agenda for individual consideration to make the request and the item would be removed and considered following the approval of the remaining consent items. The consent agenda included minutes from the June 25, 2018 Council Meeting, payroll for the pay period ending July 7, 2018 in the amount of $211,070.07, reports from Building & Zoning, Community Development, and Water Loss Report, and a request from the Kewanee Area Church Fellowship to conduct Tag Days on Saturday, September 15. The consent agenda items were approved on a motion made by Council Member Faber and seconded by Council Member Yaklich. Roll call showed 5 ayes, no nays. The motion passed.

Bills submitted for approval totaling $703,143.86 were approved on a motion made by Council Member Colomer and seconded by Council Member Faber. Roll call showed 5 ayes, no nays. The motion passed.

Citizen Participation

Mayor Looney then asked if anyone wished to speak regarding a non-agenda item. There being no such requests Mayor Looney moved on to new business.

New Business

The Plan Commission minutes from its meeting held on June 28, 2018 were accepted on a motion made by Council Member Colomer and seconded by Council Member Faber. Roll call showed 5 ayes, no nays. The motion passed.

Ordinance #3934 granting a special use permit to Armando Rosas and Rosa LLC d/b/a Belico for the sale of alcohol by the glass at 202 North Tremont Street was approved on a motion made by Council Member Colomer and seconded by Council Member Faber. Mr. Rosas explained that Belico would be a bar & grill with mostly bar food to begin with. Roll call showed 5 ayes, no nays. The motion passed.

Resolution #5119 to authorize the use of the public sidewalk and a portion of the city street in the 200block of North Chestnut and the 200 block of West Second Street by A Segura LLC d/b/a Boiler for the extension of their beer garden during an entertainment event on July 12, 2018 was approved on a motion made by Council Member Faber and seconded by Council Member Colomer. Tony Segura, owner of Boiler Room, advised that the layout would be as it was in the prior events. Roll call showed 5 ayes, no nays. The motion passed.

A Discussion regarding City Maintenance of streets that have traditionally been considered as private streets was held. City Manager Bradley presented each Council Member with the plats of some of the streets in question. Council Member Yaklich noted that the discussion had taken place in the past. He cautioned staff from over promising. City Manager Bradley noted that he had been approached by residents about bringing the street up to standard and then dedicating to the City, or having the city perform the work and have a special service assessment on their property taxes. Council Members seemed to show a consensus to continue the research on the status of the streets. Council Member Yaklich suggested that City Attorney Raver review everything for legalities.

Ordinance #3935 amending Section 155.003 Definitions and 155.060 R-1 Family Dwelling Districts by including salon as an allowable special use was approved on a motion made by Council Member Colomer and seconded by Council Member Faber. Roll call showed 5 ayes, no nays. The motion passed.

Resolution #5120 to authorize an agreement with Missman, Inc now a part of IMEG CO, for engineering services related to Phase II Final Design and submittal to IDOT for the East Street Project was approved on a motion made by Council Member Yaklich and seconded by Council Member Colomer. Council Member Yaklich questioned if the engineering form was of the three groups that were chosen. City Manager Bradley confirmed that they were indeed from the three contracted engineering firms, and they were selected due to their background with FAU projects. Council Member Faber asked about re-profiling the street to a lesser incline. City Manager Bradley noted that this resolution would allow the city to hire the engineer that could decide if re-profiling would be feasible. Roll call showed 5 ayes, no nays. The motion passed.

Ordinance #3936 allowing for Electric Vehicle Charging Stations (EVCS) within specific zoning districts was approved on a motion made by Council Member Koehler and seconded by Council Member Faber. Council Member Colomer noted that the section regarding the removal should contain the language that the area would be returned to its original condition. Frank Polowy electrician reported some of the EVCS he had seen in other areas of the state. Roll call showed 5 ayes, no nays. The motion passed.

Other Business

Council Member Koehler noted the nice crowd at the fireworks on July 4th. He sked for a report on the electrical work at Berrien Park. City Engineer Nobel reported that the work would move forward the next day. The delay was caused by the boring company hitting a brick wall when trying to place the last conduit. When that is complete they will be able to move full speed ahead. Mr. Koehler then asked for an update for the solar power at the east end of town. City Manager Bradley reported that the state would be reviewing applications in September.

Council Member Yaklich reported a concern at 120 West Division Street regarding the erection of a garage. He also made it a point to remind citizens of their right to contact the City Council. He finally asked about the repair to the road on Division Street that was the responsibility of a contractor. City Manager Bradley noted that we would be billing for the repair.

Council Member Faber noted the upcoming Prairie Chicken Festival. He also thanked the paramedics that assisted a gentlemen after a heart attack, the wife of the patient noted that they were very professional. Mr. Faber also apologized to Community Development Director Edwards for comments made at the previous meeting.

Council Member Colomer noted the upcoming Chalk Art Festival and the hard work put in by Joy Hernandez for getting the new mural together. He also thanked Council Member Faber for all of his volunteer work.

Mayor Looney thanked all of the volunteers for the recent fireworks, July 4th celebration at Francis Park, the upcoming Prairie Chicken Festival.

Announcements

City Clerk Edwards announced that several events taking place over the next weekend during the Prairie Chicken Festival.

There being no further business, Council Member Colomer moved to adjourn the meeting and Council Member Faber seconded the motion. Roll call showed 5 ayes, no nays. The meeting adjourned at 8:11 pm.
