Approval of Minutes – July 9, 2018

Commissioner Mizner noted a spelling error and moved the approve the minutes, seconded by Commissioner Senatra. Motion carried unamimously.

Reports:

      • The Element Hotel & “The Q” depot - Jeff Anderson reported the commercial space is being built out with glass being used to create visibility both on the interior and exterior.

      • Riverfront redevelopment, Depot Clock, Sears recognition – Plan is still in review and will be less specific.

      • Spiegel Building – One of the potential developers has withdrawn and Staff is seeking direction from the PMT.

      • Main Street & Façade rehabilitation program- Jeff Anderson was asked to invite the new Main Street director, Adam Guthrie, to a future meeting. The Façade committee met on August 9 to continue discussion of the lighting proposal for the Scottish Rite building. Committee members encouraged Adam Bain to consider muted white light consistent with the downtown lighting guidelines proposed. The application is to include an estimate of construction time and a December 31, 2018 deadline.

      • Fifth Avenue and Sear’s Buildings – The hotel is on or slightly ahead of schedule. 

      • Carnegie Library Building – Alex Elias of Renew met with Carnegie building owner Kerry Panozzo to discuss sale or lease of the property.

      • Wilson House – Work continues on the house

      • Prospect Park pavilion – Chairman Sandberg informed the commission of “Prospect Park Through Time” which will be on October 6. A historic walking parade will commence at 1 PM and groups will be portraying different generations. The Music Guild will have performances on Saturday evening and Sunday afternoon

      • Garfield School Adaptive Reuse – Work continues

      • Rock Island County Court House- Demolition slated absent some court or other action.

      • Skelly Gas Station – 820 – 5th Avenue – Commissioner Mizner introduced Felix and Mary Vallejo, owner of the 5th Ave property. They explained their desire to improve the long blighted property which contains a 1932 Highlander Skelly station of Tudor Revival style. Work also includes renovation of a 6-plex. Felix and Mary are seeking additional history of the station and surrounding property.

      • Other- Guy Sloreson contacted Jeff Anderson looking for a repository of some 1920’s and !930’s books and magazines. Commission took no action. Jeff Anderson received letter from Daniel Blaney enclosed with a historic “2 wooden nickels” memento retrieved from an estate. The wooden nickels were placed with the other historic artifacts in the case in the COW room

      • John Deere House – No report

      • Downtown Heritage Tour – No report

      • Redevelopment of the Collector Center site – No report

      • Redevelopment of Ray’s Appliance property – An RFP may be issued soon

      • List of Moline’s historically and architecturally significant buildings –survey/inventory – Commissioner Mizner reported an update will occur in the near future.
