Mayor Acri called the meeting to order at 6:00 p.m. in Council Chambers.

Presentation

Acknowledgement regarding the appointment of Firefighter/Paramedic Neil Anderson to the rank of Engineer effective September 30, 2018.

Acknowledgement regarding the appointment of Firefighter/Paramedic Mike Herrick to the rank of Engineer effective September 30, 2018.

Proclamation

A Proclamation from the Quad City Storm to declare October 20, 2018, as “City of Moline Night.”

Agenda Items

1. A Resolution authorizing the City Engineer to execute a Highway Permit with Rock Island County, Illinois, for installation of water main under County Highway 16, also known as 78th Avenue, as part of Project #1281 – Radar Road Water Main Extension. Scott Hinton, City Engineer, explained that the City is installing water main under County Highway 16, also known as 78th Avenue, as part of Project #1281 – Radar Road Water Main Extension that is budgeted for 2018. A portion of the proposed water main will be located in 78th Avenue Right-of-Way, and is under the jurisdiction of Rock Island County, so a Highway Permit is required. A motion was made by Alderman Wendt to approve. Seconded by Alderman Berg. Motion passed unanimously.

2. A Resolution authorizing the Mayor and City Clerk to adopt the Policy Statement of Design Principles for Design and Construction within the Moline Downtown Urban Redevelopment Zone for the City of Moline. Ray Forsythe, Planning & Development Director, stated that the City Council supports a Policy Statement of Design Principles for Design and Construction within the Moline Downtown Urban Redevelopment Zone. The redevelopment zone is that area located south of the Mississippi River, north of 7th Avenue, east of 16th Street, west of 23rd Street between 7th Avenue and the railroad, and west of 25th Street/University Drive from the railroad to the Mississippi River. A motion was made by Alderman Wendt to approve. Seconded by Alderman Turner. Motion passed unanimously.

3. Other. Alderman Wendt noted that fast food trash has increased as trash receptacles have been eliminated at drive-through restaurants. A motion was made by Alderman Wendt, seconded by Alderman Parker, directing staff to require any new food establishment with drive-through service to install a refuse container within its drivethrough lane prior to the opening of the establishment and any food establishment with current drive-through service to install the container within 18 months of the effective date of the ordinance. Motion passed unanimously.

Public Comment

Ron Miller, resident, commended the work of the Parks & Recreation staff in resolving the geese problem on Ben Butterworth Parkway.
