City of Moline City Council met October 9. 

Here is the minutes as provided by the council:

Council Meeting: The City Council meeting came to order at 7:42 p.m. The Council met in regular session in the Council Chambers at City Hall.


Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: There was no Invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg present. Absent: None.

Items on Consent:

Approval of Minutes & Appointments

Committee-of-the-Whole and Council meeting minutes of September 25, 2018.

Second Reading Ordinances

1. Council Bill/Special Ordinance 3037-2018

A General Ordinance amending Chapter 21, “NUISANCES IN GENERAL,” of the Moline Code of Ordinances, Section 21-2102, “DEFINITIONS,” by enacting five new subsections (a)(22), (a)(23), (b)(11), (b)(12), and (b)(13).

2. Council Bill/Special Ordinance 4053-2018

A Special Ordinance declaring the property at 402-404 4th Avenue, Moline, as surplus; and authorizing the Mayor and City Clerk to execute an Agreement for Sale of Real Estate, and do all things necessary to convey the City-owned property at 402-404 4th Avenue, Moline, to JMR Real Estate LLC.

Resolutions

3. Council Bill/Resolution 1130-2018

A Resolution authorizing the City Engineer to execute a Highway Permit with Rock Island County, Illinois, for the installation of the water main under County Highway 16, also known as 78th Avenue, as part of Project #1281 Radar Road Water Main Extension.

4. Council Bill/Resolution 1131-2018

A Resolution authorizing the Mayor and City Clerk to adopt the Policy Statement of Design Principles for Design and Construction within the Moline Downtown Urban Redevelopment Zone for the City of Moline.

5. Council Bill/Resolution 1132-2018

A Resolution authorizing the Mayor and City Clerk to accept an Assignment of Purchase Agreement between West Wind Corners Inc. and Jimmy Wang and Allison Lai for property located at 4808 27th Street, Moline, in the amount of $310,000, and to approve the terms of the Purchase Agreement; and authorizing City staff to do all things necessary to complete the transfer of the property to the City pursuant to the terms of the Assignment and the Agreement.

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

First Reading Ordinances

6. Council Bill/Special Ordinance 3038-2018

An Ordinance amending Chapter 15, “GARBAGE AND TRASH,” of the Moline Code of Ordinances, Section 15-2100(a)(4), “Commercial and industrial buildings,” by enacting one new subsection (a) hereto pertaining to food establishments with drive-through service; and Section 15-2205, “PENALTY,” by enacting one new subsection (b) and consecutively renaming the remaining subsection.

7. Council Bill/Special Ordinance 3039-2018

An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 10 thereof, “PARKING PROHIBITED AT ANY TIME,” by including 25th Street, on the east side, from Avenue of the Cities north to the alley located between Avenue of the Cities and 19th Avenue.

8. Council Bill/Special Ordinance 3040-2018

An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 6 thereof, “YIELD INTERSECTIONS,” by repealing Fourteenth Street’s preference over Twenty-Fifth Avenue.

9. Council Bill/Special Ordinance 3041-2018

An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 5 thereof, “ALL-WAY STOP INTERSECTIONS,” by including Fourth Street and Twenty-Eighth Avenue.

Alderman Wendt moved to reconsider Council Bill 4050-2018, so as to then revoke the amendment to the Divvydose agreement made on September 25, 2018. Seconded by Alderman Parker. Motion to reconsider carried with Alderman Rodriguez voting nay. A motion was made by Alderman Wendt to approve Council Bill 4050-2018 as submitted on September 25, 2018, without the amendment that he had made on the floor on September 25, 2018. Seconded by Alderman Parker. Motion passed with Alderman Rodriguez voting nay.

Council, Staff and Citizen Comments:

Alison Fleming, Human Resources Manager, reminded everyone about the Quad City Storm “City of Moline Night” on October 20, 2018. Contact Elizabeth McKenzie in Human Resources for reduced price tickets.

Bryon Lear, Library Director, encouraged everyone to experience the library’s art exhibit coming at the end of the month. The City is very proud to offer the caliber of this exhibit, which includes art by Norman Rockwell.

Ray Forsythe, Planning and Development Director, provided a brief update on the Washington Square sale. The buyer is doing his due diligence, Growth has reviewed and approved the agreement, and HUD is expected to sign-off and ownership transferred by the end of the month.

Rodd Schick, Municipal Services General Manager, shared that he has been visiting as many neighborhoods as possible to explain the transition to 95-gallon recycling carts, and the addition of glass to the stream. This has met with much excitement from the community.

J.D. Schulte, Public Works Director, stated that leaf collection will begin on October 29, 2018, and this information is on the website. Schulte also indicated that the Mississippi River is expected to rise to 18.5-18.7 feet by the end of the week.

Alderman Parker requested that staff relay snow-removal plans for the 12th Street and 21st Avenue intersection. City Administrator Doug Maxeiner will consult with staff and include an update in his Friday Report. Alderman Wendt shared that he recently attended a 16th Street B neighborhood meeting to discuss reconstruction of that street. There was a very good turn out, it was very effective, and residents suggested a meeting at the beginning of the project would have been helpful.

Alderman Turner thanked Parks Recreation, and Music Guild for last weekend’s “Singing in the Park” fundraiser for Prospect Park.

Alderman Schoonmaker commended Officer Andy Raya for his outreach at an annual neighborhood party.

Executive Session:

Alderman Berg, seconded by Alderman Potter, moved for Executive Session, for the purpose of discussion of Collective Negotiating Matters-5 ILCS 120/2(C)(2), and Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees-5 ILCS 120/2(C)(1). Motion carried on roll call with the following vote: Ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

City Council convened in Executive Session at 8:26 p.m.

Alderman Potter moved to adjourn Executive Session, seconded by Alderman Wendt. Motion passed unanimously.

Council reconvened in open session at 9:09 p.m.

On motion of Alderman Parker, seconded by Alderman Wendt, Council adjourned at 9:09 p.m.

The next regularly scheduled City Council meeting is on October 16, 2018.
