Village Of Carbon Cliff Village Board of Trustees met Oct. 2.

Here is the minutes provided by the board:

Village Clerk Karen Hopkins called the meeting to order at 7:03 p.m. in the absence of Village President Hintz.

Members President: Keith Curry, Robert Dreher, LeeVon Harris, Alma Neels

Members Absent: Todd Cantrell, Larry Scott, Village President Bill Hintz

Others Present: Loren Rains, Village Engineer with IMEG; Nick Gottwalt, Director of Community & Administrative Services (D.O.C.A.S.); & Karen L. Hopkins, Village Clerk

Motion 1: Motion by Dreher to appoint Trustee Harris as temporary Chairman for tonight’s Regular

Board Meeting of October 2, 2018, in the absence of Village President Hintz.

Second by Neels.

Motion carried by the following roll call vote:

Curry-yes; Dreher-yes; Harris-yes; Neels-yes

Village President’s Agenda items discussed:

• D.O.C.A.S. Gottwalt passed out a list of all the Board Meeting and Committee Meetings for 2019. Dates that will be different than our normal Board Meeting of 1st and 3rd Tuesday of each Month at 7:00 p.m.; and Committee Meeting of Public Properties and Public Safety 2nd Month of each Month at 6:00 p.m. and 7:00 p.m.; Public Works and Administration 2nd Tuesday of each Month at 6:00 p.m. and 7:00 p.m. Changes are 1st meeting in January 2019 will be held on Wednesday January 2, 2019 due to the holiday. Public Properties and Public Safety Committee Meetings will be moved from Monday to Wednesday to accommodate Veterans Day.

Meetings / Conferences items discussed:

• D.O.C.A.S. Gottwalt and Village President Hintz plan on attending the 11th Annual Upper Mississippi Conference, October 24-25, 2018. Stoney Creek Hotel & Conference Center, Moline, Illinois. Carbon Cliff’s paver streets will be featured in one of the tours.

Old Business items discussed:

• D.O.C.A.S. Gottwalt spoke with Jeff Delph about renovating the baseball infields this year. He does not have time on his schedule for the Fall of 2018, could possibly still do in the Spring of 2019.

New Business items discussed:

• Bid opening for the repair or replacement of water main valves was at 10:00 a.m. today. There were bids from four different contractors. Brandt Construction $95,459.00; McClintock Trucking & Excavating $67,495.00; Walter D. Laud’s $64,526.74 (lowest responsible bidder); and Miller $83,259.00. The bid will be awarded at the October 16, 2018 Board Meeting.

• Received Radium test results back for the third quarter of 2018, this is with blending being done from Well #1 and Well #2, they are still on the high side. Jack Kusek, Village Engineer with IMEG for Village water and sewer, will write an update letter to I-EPA about the result and the Village’s plans to continue with constructing a water treatment plant for radium treatment. Radium treatment

plant would be inside the old Village Hall at 106 1st Avenue.

• Briefly discussed resident’s complaints about the smell of the water from Pump House B.

Maintenance has been flushing hydrants, this could have stirred up water in the mains. After the complaints maintenance when and open some of the hydrants again and checked operations in Pump House B.

Motion 1: Motion by Neels to establish the Consent Agenda, as follows:

5. Village President’s Agenda:

a. Approve Village Meeting Dates for fiscal year / calendar year 2019, as presented and to authorize Clerk Hopkins to publish said dates in the local newspaper.

b. Approve a meeting date of October 11, 2018 at 6:00 p.m. at 106 1st Avenue, Carbon Cliff for the Carbon Cliff Food Basket Program.

9. Minutes / Reports / Public Notices:

a. Bi-State Region Comprehensive Economic Development Strategy (CEDS) 2018 Progress Report, as prepared by Bi-State Regional Commission and Submitted – approved / filed; and

b. I-EPA Notice of Application for Permit to Manage Waste (LPC-PA16), Dated September 17, 2018. Site Name: Upper Rock Island County Landfill – 17201 20th Avenue North, East Moline, Illinois. IEPA ID #1618100014 – Description of Project: Annual leachate head evaluation in accordance with Condition VI.26 of Permit Modification No. 140. Placed on view for public comment.
