All items under the consent agenda are considered to be routine in nature and will be enacted by one motion. There will be no separate discussions of these items unless a Board Member so requests, in which case, the item will be moved from the Consent Agenda and considered as the first item after approval of the Omnibus Vote.

APPROVAL OF MINUTES

Park and Recreation Board meeting minutes of January 31, 2019.

CONSENT AGENDA ITEMS

1. Approval and acceptance of departmental January/February bill payment and departmental January/February revenue, expenditures, capital projects, park reserve and cemetery reports.

1. Moline Memorial Park Cemetery Sole Source Purchasing. (Todd Slater, Park Cemeteries Manager)

Explanation: Cold Spring Memorial Group, Cold Spring, MN, is the sole source provider of the two granite colors we need to match the existing columbarium. Niche fronts are polished Carnelian granite quarried out of Milbank, SD. The trim, cap and base are polished Moonlight Gray granite quarried out of Rockville, MN. Cold Spring owns both quarries and keep detailed records regarding what part of the quarry our existing columbarium were mined from. It is especially important this new columbarium match exactly since it will be the third, to complete the original group design. If approved the final purchase amount will be brought back to Park Board for approval in March.

Staff Recommendation: Staff recommends approval of a sole source purchase from Cold Spring Memorial Group, Cold Spring, MN, for a columbarium at Moline Memorial Park.

Fiscal Impact: $50,000.00 has been budgeted in the 2019 budget, 120-1541-452-08-50. This amount includes the sidewalk installation.

2. Flag Pole Donation at Prospect Park. (Greg Johnson, Park Operations Manager)

Explanation: Darrel Parker would like to donate funding for a flag pole, dedicated to all park maintenance workers present and past. The location for this amenity is west of the Grand Pavilion along the park’s north-western slope. The intent for the location of this project is Prospect Park per the donor’s request.

Staff Recommendation: Staff recommends approval.

Fiscal Impact: Funds for this project are estimated to be $4,000.

Paid for by the donor, Darrel Parker.

3. Credit Card Fees. (Lori Wilson, Parks Recreation Director)

Explanation: The Park and Recreation Department began accepting Credit Cards as a form of payment in the 1990’s. Fees were absorbed into the cost of the activity/purchase. Moving forward the fees can remain absorbed as a cost to the program/purchase or charge a separate fee for credit card transactions at the point of sale.

Staff Recommendation: Staff recommends absorbing the credit card fees into the cost of the activity/purchase.

Fiscal Impact: Potential for additional revenue into activity/purchase line items. Approximately $6,000 depending on number of transactions per year.

4. Special Use Application Fees. (Lori Wilson, Parks Recreation Director)

Explanation: The park office averages between 15-20 special use applications/requests per year. Each request requires staff time to record, process, track, and for follow up. There is currently a $50 application fee for City special events that are handled out of the City Clerk’s office. Staff is seeking Board approval to apply a $25.00 application fee per request for events that are using park property only. The $25.00 application fee will be waived with rental of a shelter by the applicant.

Fiscal Impact Approximately a $500 increase in 120-0000-363-15-00 (facility rental) annually.
