Village of Andalusia Regular Meeting of the President and The Board of Trustees met Feb. 4.

Here is the minutes provided by the board:

CALL TO ORDER

The Board of Trustees met in a public meeting on Monday February 4, 2019 at the Village Hall. The meeting was called to order by President Curt Morrow at 7:00 pm. He led the pledge to the flag.

ROLL CALL

Present: President Morrow, Trustee Brackney, Trustee Einfeldt, Trustee Pittard Absent: Trustee Neece, Trustee Anderson, Trustee Woeber

TRUSTEE EINFELDT MADE A MOTION TO ACCEPT THE MINUTES FROM THE JANUARY 28, 2019 BOARD MEETING. SECONDED BY TRUSTEE PITTARD. VOICE VOTE.

AYE: TRUSTEE EINFELDT, TRUSTEE BRACKNEY, TRUSTEE PITTARD NAY: NONE

MOTION CARRIED: 3-0 (3 absent)

TRUSTEE PITTARD MADE A MOTION TO APPROVE THE BILLS FOR FEBRUARY 4, 2019 IN THE AMOUNT OF $22,007.32 SECONDED BY TRUSTEE EINFELDT. VOICE VOTE.

AYE: TRUSTEE NEECE, TRUSTEE BRACKNEY, TRUSTEE PITTARD NAY: NONE

MOTION CARRIED: 3-0 (3 absent)

Trustee Brackney invited representatives for the preservation

Lemon made a presentation explaining that the fight to preserve the historical building is far from over. He outlined several points in favor of the preservation.

Representatives from the County Board were also present to explain that they have hashed around several options in an attempt to preserve the building all to no avail.

This is an issue that will most likely play out in the courts.

COMMITTEE REPORTS:

Water and Sewer: The Trustee’s read Ordinance No. 2019-01-01 An Ordinance Amending the Rates for Services Rendered by the Water System of the Village of Andalusia, Rock Island County, Illinois for the second time. If passed this Ordinance will become effective with the April 2019 billing cycle and residents will see the increase on their May 2019 bill.

Trustee Pittard also reminded residents of the Public Meeting that will be help on February 7, 2019 at 7:00pm at the Lion’s Club. This meeting is to discuss the possible sale of the Water/Sewer systems.

Resident Wendy Holst was present to discuss her water with the Trustees. Ms. Holst lives on 3rd Street East. She told the board that her water is ruining her appliances and toilet. Ms. Holst said that her water smells really bad and it’s leaving calcium buildup on all her appliances. She wondered if the water is safe.

Max Stark was not present at the meeting, however Trustee Pittard explained to Ms. Holst that Max has checked and tested her water and it has come back safe. Trustee Pittard will stay in contact with Ms. Holst to address her complaints.

Streets and Alleys: Trustee Pittard commended Justin and his crew for they work they have been doing to keep the streets clear of snow and ice.

Finance and Audit: No Report

Buildings and Grounds: No Report Parks, Recreation and Harbor: No Report

Police: Trustee Pittard again informed Officer Rasso of the problem with people driving too fast on the Bank Road. Officer Rasso will look into obtaining a wireless radar unit in the hope of catching the speeders.

REPORTS OF OFFICERS:

Village Clerk: Clerk Hoffman informed the Board that the annual TIF meeting will be held on February 5, 2018 at 10:00am at the Village Hall.

Department of Public Works: Justin reported that he and his crew has been trying to keep up with the snow plowing. He does have some personnel issues but it’s being worked out.

Justin explained that there is a residential sump pump that is causing an ice build-up in the Fancy Creek area that he will be addressing this week.

Mayor: Mayor Morrow presented the above-mentioned Ordinance that amends water rates from $17.00 a month base rate plus $2.00 per 1000/gallons of consumption to $27.00 a month base rate plus $2.00 per 1000/gallons of consumption.

Old Business: The Trustees discussed the possible purchase of a JD 301 A Tractor to be used for both mowing and the flood fight. The cost of the used tractor is $6,300.

As the Village has applied for a grant that will allow the Village to purchase several tractors the Board has decided to table the discussion until the next board meeting in the hope that we will hear something pertaining to the grant.

Citizen Comments: Resident Wayne Wanek was present. He wanted to express his concern about the possible sale of the Water/Sewer Systems. The Board encouraged him to attend the Public Meeting on Thursday. The hope is that all his question would be answered.
