How did Neil Anderson spend campaign funds in the fourth quarter?

Republican Neil Anderson's election campaign committee, Anderson for Illinois, spent $28,430 in the fourth quarter, according to committee expenditure records obtained from the Illinois State Board of Elections (ISBE).

Anderson's committee spent the most on penalty in the quarter, with all those payments ($12,968) going to Illinois State Baord of Elections in Springfield. Table 1 below shows the distribution of how Anderson's committee spent its money in the fourth quarter.
