Village of Carbon Cliff Board of Trustees met May 7.

Here is the minutes provided by the board:

Village President Hintz called the meeting to order at 7:05 p.m.

Members President: Todd Cantrell, Robert Dreher, LeeVon Harris, Alma Neels, Larry Scott

Members Absent: Keith Curry

Others Present: Loren Rains, Village Engineer with IMEG Engineering; Nick Gottwalt, Director of Community & Administrative Services; & Karen L. Hopkins, Village Clerk

Village President’s Agenda items discussed:

• Discussed the need for Village President Bill G. Hintz and Trustees Keith E. Curry, Todd B. Cantrell, LeeVon C. Harris to sign a new signature card for the Motor Fuel Tax account at Blackhawk Bank & Trust. This is only changing the type of account for higher interest, the account number, etc. will all stay the same.

Meetings / Conferences:

• D.O.C.A.S. Nick Gottwalt plans on attending the following conferences:

o 2019 Annual Conference for the Illinois Municipal Treasurer’s Association. June 23-25, 2019 at Grizzly Jacks Grand Bear Resort, North Utica, IL.

o 2019 IL Municipal Annual Conference, September 19-21, 2019 at the Chicago Hilton in Chicago, IL. o Upper Mississippi River Conference, October 23-24, 2019 at Stoney Creek Hotel & Conference Center, Moline, IL.

Committee Meetings:

• Trustee Alma Neels stated she will not be able to make the Public Safety Meeting Monday May 13, 2019.

Old Business discussed:

• Nick Gottwalt, D.O.C.A.S. updated the Board on sewer slip lining. Hoerr Construction just finished yesterday (Monday May 6, 2019). They found several other 5’ to 10” areas new where they were working that also needed slip lined. Since Hoerr Construction’s original quote as time and material, Nick Gottwalt approved them to repair the new found area. Hoerr Construction was here on the day approximately 1⁄2 day longer than they had anticipated.

• Nick Gottwalt also updated everyone that Northwest Plumbing, Heating & Air Conditioning came out to do the semi-annual preventative maintenance on the air conditioners. The service tech reported to Nick, that the two air conditions on the Village side of the Village Hall both are seized up. There is no air conditioning for the Village Hall side of the building. Nick is currently checking with insurance to see if they are covered and getting quotes.

• Dugouts for the Village Park Ball Diamonds are going to be done by the Carpenter’s Union and should be done the week of May 22, 2019.

• Eagles Club on Mansur Avenue has been having a raffle open to public every Friday night. The raffle pot is up over $100,000.00, and to win you must be present. This has caused many issues with parking, blocking in driveways, fire hydrants, etc. Friday night May 3, 2019 it was much better. Eagles Club got parking rules from the Village and roped off where cars are not allowed to park. The Sheriff’s Department did a walk thru during this time. Residents near the Eagles Club called Karen Hopkins, the Village Clerk and thanked everyone for all the help on May 3, 2019 it was 100% improvement.

• Village Engineer, Loren Rains, with IMEG Engineering discussed the plans for the 2019 Street Project. He brought site plans, went over them with the Village President and Trustees. Answered questions on the project.

Motion 1: Motion by Cantrell to establish Consent Agenda, as follows:

a. Authorize Village Trustees: Keith E. Curry, Todd B. Cantrell, LeeVon C. Harris and Village President Bill G. Hintz to sign new signature cards for the Motor Fuel Tax Fund Account at Blackhawk Bank & Trust. (The account number will remain the same, changing the type of account from Super Now to Non-Personal Money Market with a minimum balance of $66,000.00 or higher, interest will change from 0.2% to 0.7% interest.

c. I-EPA Notice of Application for Permit to Manage Waste (LPC-PA16), Dated April 8, 2019. Site Name: East Moline Municipal Landfill – 17201 20th Avenue North, East Moline, Illinois. IEPA ID#1618100004 – Description of Project: Annual Evaluation of Remedial Activities report including review of data trends and comments on the leachate recovery. – Placed on view for public comment;

d. I-EPA Notice of Application for Permit to Manage Waste (LPC-PA16), Dated April 26, 2019. Site Name: Upper Rock Island County Landfill – 17201 20th Avenue North, East Moline, Illinois. IEPA ID#1618100014 – Description of Project: Application providing an alternate source demonstration for the fourth quarter 2018 confirmed exceedance of acetone at G150 and a revised interwell value for phenolics in accordance with Conditions VI. 15 and VI. 27 of Modification No. 142, respectively. – Placed on view for public comment;

e. April 19, 2019; Illinois Commerce Commission, MidAmerican Energy Company – Verified Petition for Reconciliation of Revenues Collected under Electric Rider TERM – Tax Expense Revision Mechanism. Docket # 19-0303. Notice is hereby given by the Administrative Law Judge that a Prehearing Conference in the above entitled matter will be held at the offices of the Commission, Springfield, Illinois, Leland Building, 527 East Capitol Avenue, on May 22, 2019, at the hour of 10:00 A.M.–Placed on view for public comment; &

f. April 24, 2019; Illinois Commerce Commission, MidAmerican Energy Company – Verified Petition for Reconciliation of Revenues Collected under Gas Rider TERM – Tax Expense Revision Mechanism. Docket # 19-0304. Notice is hereby given by the Administrative Law Judge that a Prehearing Conference in the above entitled matter will be held at the offices of the Commission, Springfield, Illinois, Leland Building, 527 East Capitol Avenue, on May 22, 2019, at the hour of 10:00 A.M. – Placed on view for public comment.
