Village of Carbon Cliff Board of Trustees met April 2.

Here is the minutes provided by the board:

Village President Hintz called the meeting to order at 7:04 p.m.

Members President: Todd Cantrell, Keith Curry, Robert Dreher, Alma Neels, Larry Scott

Members Absent: Leevon Harris

Others Present: Gena McCullough, Bi-State Regional Commission Representative; Nick Gottwalt, Director of Community & Administrative Services; & Karen L. Hopkins, Village Clerk

Village President’s Agenda items discussed:

➢ Gena McCullough, Planning Director, Bi-State Regional Commission introduced herself to the Village President and Board of Trustees. Gena explained project that Bi-State can help the Village with. Discussed helping with the water EPA or USDA Grants for the Water Radium Treatment Plant. Codifying the Village’s Code Book that is currently in the works of updating, etc.

Gena said the State Capital Bill is to include funds for the bike trail, there are some grants available to deal with abandon properties for the demolition cost.

The Village already utilizes many of Bi-States services, including mapping, aerial mapping, joint purchasing, MUNICES, etc.

➢ Utility Service Partners Inc. a HomeServe Company, as of March 20, 2019 there are 133 Carbon Cliff residents enrolled with a combined 191 active policies. There are 91 enrolled in the External Water Service Line Product and 100 enrolled in the External Sewer Line Product.

➢ March flooding: Six properties had some type of floodwater enter the premises, four properties received substantially damaged letters based on cumulative flood damage, the other two were either already considered substantially damaged or have not reached the 50% threshold yet.

Two of the flood letters are protesting they never received water in their houses.

Red Cross is delivering clean up kits to the flooded homes in the Village of Carbon Cliff.

Meetings / Conferences:

➢ D.O.C.A.S. Nick Gottwalt will attend the following:

o ITIA 2019 Spring Conference April 24th-26th at the Hyatt Place Bloomington / Normal cost is $325.00 plus $109.00 hotel accommodations.

o 2019 Annual Conference of the Illinois Municipal Treasurers Association June 23-25, 2019 at Grizzly Jacks Grand Bear Resort, North Utica, Illinois.

o 2019 IML Annual Conference, September 19-21 at Chicago Hilton in Chicago, IL.

o Upper Mississippi River Conference, October 23-24, 2019 at Stoney Creek Hotel & Conference Center, Moline, IL.
