Village of Carbon Cliff Board of Trustees met March 19.

Here is the minutes provided by the board:

Village President Hintz called the meeting to order at 7:03 p.m.

Members President: Todd Cantrell, Keith Curry, Robert Dreher, Leevon Harris, Alma Neels

Members Absent: Larry Scott

Others Present: Aaron Harlan, Red Cross Disaster Program Manager; Nick Gottwalt, Director of Community & Administrative Services; & Karen L. Hopkins, Village Clerk

Hearing of the Citizens:

 Aaron Harlan, Red Cross Disaster Program Manager thanked the Village President and Board of Trustees for allowing Red Cross to use the Village Hall as a meal site during the flood disaster.

Meals are served for lunch and supper each day while flood waters are up cause a disaster to residents.

Village President’s Agenda items discussed:

 D.O.C.A.S. Nick Gottwalt purchased 3,000 additional sandbags from ULINE for the purpose of flood protection at a cost of $1,258.12. These bags will be given to residents in the flood area requesting them to help protect their homes.

 The Village 2008 Ford Super Duty F-350 truck is currently at PAFCO Truck Bodies in East Peoria getting a new bed put on the truck. PAFCO spoke with D.O.C.A.S. Gottwalt about finding a driver side broken leaf spring, cost to remove and replace $1,159.00; and there is a leaking hydraulic reservoir that needs removed and replaced and fill with hydraulic fluid $795.00.

The Board took out the repair for the leaf spring at PAFCO Truck Bodies for $1,159.00. Clerk Hopkins had call PAFCO to receive a breakdown of the labor and the parts for removing and replacing the leaf spring. PAFCO said well they don’t actually do the work themselves they send it out to be done.

Clerk Hopkins called QC Spring in Moline to check price on removing and replacing the leaf spring, they quoted $750.00 should cover it safely. It was decided not to have PAFCO Truck Bodies repair the leaf spring and have it repaired back here in Quad Cities after other quotes are received.

 Ordinances being presented at this Board Meeting for adoption have to do with the following items:

o Ordinance 2019-05 Amending Title 2, Article 4, Section 23 – Penalty – parking tickets

o Ordinance 2019-06 Amending Title 2, Article 5, Section 4 – Authority to kill dangerous animals 

o Ordinance 2019-07 Amending Title 2, Article 5, Section 5 – Diseased animals

o Ordinance 2019-08 Amending Title 2, Article 5, Section 6 – Dogs Running at large

o Ordinance 2019-09 Amending Title 2, Article 7. Section 9 – Add Vegetation, grass, weeds to 10” 

o Ordinance 2019-10 Amending Title 2, Article 7, Section 19 – Inoperative or Abandoned vehicles 

o Ordinance 2019-14 Amending Title 2, Article 7, Section 22 – Illegal dumping

o Ordinance 2019-15 Amending Title 2, Article 4, Section 16 – Snow removal and Snow Routes

Meetings / Conference items discussed:

 D.O.C.A.S. Nick Gottwalt plans on attending the following Conferences:

o ITIA (Illinois Tax Increment Association (T.I.F.)) 2019 Spring Conference April 24 – 26, 2019 at Hyatt Place Bloomington / Normal, cost is $325.00 plus $109.00 hotel accommodations.

o Illinois Municipal Treasurers Association 2019 Annual Conference June 23-25, 2019 at Grizzly Jacks Grand Bear Resort, North Utica, Illinois.

Committee Meeting items discussed:

Public Properties Committee Meeting: Chairman Larry Scott read the minutes of the March 11, 2019 committee meeting. The Committee of Todd Cantrell, Robert Dreher, Larry Scott, along with Dan Clark, Maintenance Operator; Keith Curry, Trustee; Bill Hintz, Village President; Nick Gottwalt, D.O.C.A.S.; went and looked at the old maintenance building; pump house A & B.

Committee at this time approved 3-0 to have the 2008 truck that just receive the new bed be undercoated by our maintenance department. Approve PAFCO to replace driver side broken leaf spring for $1,159.00 and replace a leaking hydraulic reservoir at $795.00.

Public Safety Committee Meeting: Chairman Alma Neels read the minutes of the March 11, 2019 committee meeting. Update from Rock Island County Sheriff’s Department total calls for February 2019 was 273.

MUNICES – update 10 tickets for February to be heard in MUNICES Court on Thursday March 11, 2019.

Flood Update – everything is in place for protecting Village infrastructures and flyers ready to hand out to residents if necessary.

New business discussed at Public Safety Committee Meeting was a request from Lt. De Smyter to the Village purchase two sets of Stop Stick Tire Deflation Pursuit Termination Devices for the two Deputies assigned to Carbon Cliff. Cost is $405.00 per set and we would need two sets. Committee recommends purchasing.

Public Works Committee Meeting: Chairman Keith Curry read the minutes of the March 12, 2019 committee meeting. Approved maintenance to attend the following IL-AWWA training sessions: Dan Clark – Design, Operation & Maintenance of Groundwater Treatment Equipment Seminar and HMO/Radium Removal Plant Tour – April 23 in Rockford cost is $36.00 for the session. Brandt Schultz – Excavating & Shoring Safety – May 2, Machesney Park cost is $36.00 for the session. Ronald Banks Murphy – Hydrant Flushing and Hands-On-Hydrant O&M, J.U.L.I.E. update – June 4, Sterling, IL cost is $36.00 for the sessions. There will also be cost for traveling and one meal.

New Business / Other – Peterson Parking Lot water was shut off for non-payment, Rodney Peterson call the Village President directly, which over road the shut off for non-payment and had the maintenance department turn back on the water at curb box. This is due to there are 2 building with only one connection to the main, which is not legal according to IL State Law. According to Kathy Orr, Village Attorney states a minimum must be charged unless the curb box is shut off at the curb.

Administration Committee Meeting:

No quorum, so no meeting. Village President Hintz and Trustee Keith Curry were present and just discussed items on the agenda, no action taken at this committee meeting. All items on this agenda will be taken directly to the Board Meeting April 2, 2019.

New Business items discussed:

 The 2019 Annual Carbon Cliff Village Wide Spring Clean Up is Wednesday, April 17, 2019. No sticker is needed. Items must be out to the curb by 6:00 a.m.

b. Approve a quote dated March 12, 2019 from PAFCO Truck Bodies to remove and replace the a leaking hydraulic reservoir for a total cost of $795.00 (removed the repair and replace the driver side leaf spring at cost of $1,159.00 at the Board Meeting before approving the motion, cost was too high.)
