Village of Carbon Cliff Board of Trustees met March 5.
Here is the minutes provided by the board:
Village President Hintz called the meeting to order at 7:00 p.m.
Members President: Todd Cantrell, Keith Curry, Robert Dreher, Alma Neels, Larry Scott
Members Absent: Leevon Harris
Others Present: Loren Rains, Village Engineer with IMEG & Karen L. Hopkins, Village Clerk
Village President’s Agenda items discussed:
▪ Ordinance No. 2019-01 adopted at the February 19, 2019 Board Meeting had already been assigned to a different Ordinance earlier in 2019. This Ordinance is being renumber to Ordinance No. 2019-11.
▪ Ordinance No. 2019-02 adopted at the February 19, 2019 Board Meeting had already been assigned to a different Ordinance earlier in 2019. This Ordinance is being renumber to Ordinance No. 2019-12.
▪ Discussed the potential for Spring Flooding:
o Residents in East Lawn need education on flooding and preparing for flooding, example given was to
put sand bag on the floor drains to block flood water from entering the sewer system.
o Trustee Larry Scott feels the Village Hall needs to have answers for residents. Example given was
where sand is located and where they can get bags.
o Havingwalkingvolunteerstopassoutinformation.
o Now is the time to pass out information to get ready for future flooding.
o Discussed flooding history Nick Gottwalt, D.O.C.A.S. had pulled off the National Weather Service
past events to current flooding. The data does not show in the past that the snowfall causing any of
the flooding.
o Resident’s need to sign up for the Village Alert System. The Alert System is immediate notifications
to their email and / or text mail.
Meetings and Conferences items discussed:
▪ Nick Gottwalt, D.O.C.A.S. is planning on attending the 2019 Illinois Association of Floodplain and Stormwater Management Conference March 13-14, 2019 at Embassy Suites in East Peoria, IL; and the ITIA 2019 Spring Conference being held from April 24-26, 2019 at the Hyatt Place Bloomington / Normal.
Old Business items discussed:
▪ The Severe Weather Sirens are not working at the old Village Hall, 106 1st Avenue; and the Water Tower. Nick Gottwalt, D.O.C.A.S. has Racom coming out tomorrow, Wednesday March 6, 2019 to look at why they are not work. The main control for the sirens is located inside the old Village Hall, 106 1st Avenue which was currently gutted by Blaze (Service Master) at which time maybe a wire was cut or disconnected.

a. Approve the renumbering of Ordinance No. 2019-01, “An Ordinance Deleting And Replacing Title I, Article 9, Section 7 And Deleting Title I, Article 9, Section 8 Of The Village Code.” To Ordinance No. 2019-11, “An Ordinance Deleting And Replacing Title I, Article 9, Section 7 And Deleting Title I, Article 9, Section 8 Of The Village Code.”
b. Approve the renumbering of Ordinance No. 2019-02,”An Ordinance Amending Title II, Article 8, Section 27 Of The Village Code.” To Ordinance No. 2019-12, “An Ordinance Amending Title II, Article 3, Section 27 Of The Village Code.
c. Approve a “2019 Calendar Mutual Agreement Between The Village Of Carbon Cliff And The Sheriff Of Rock Island County.”
