Kewanee Community Unit School District 229 Board of Education met April 22.

Here is the minutes provided by the board:

I. CALL TO ORDER BY THE PRESIDENT

The Special Meeting of the Board of Kewanee Community Unit School District No. 229 was held in the Kewanee Administrative Office in the Staff Development Room with President Nolan calling the Meeting to order at 6:00pm. Roll call showed the following Members present: Padilla, Christiansen, Leckey, Steffen, Salisbury, Johnson and Nolan. Superintendent Sullens was also present. Audience members included Principal J Stabler, T Oliver, G Behnke, J Behnke, J DeBord, & J Stabler.

II. PUBLIC COMMENTS

None

III. REVIEW OF COUNTY CLERK’S CANVASS OF VOTES

Dr. Sullens explained that the County Clerk canvasses the votes 2 full weeks after the election. The District then has 28 days to seat the new school board. 2019 Henry County Election results reflected: Incorporated Area-Ron Salisbury (4 year term) with 918 votes; Un-Incorporated Area-Jon DeBord (4 year term) with 1,008 votes, and Justin Stabler (4 year term) with 805 votes. The 2019 Bureau County Election results reflected: Incorporated Area-Ron Salisbury with 45 votes; Unincorporated Area-Jon DeBord with 48 votes and Justin Stabler with 61 votes. Dr. Sullens welcomed the new Board Members.

IV. Recognition of Retiring Board Members: Dan Nolan 2003-2019 and Mike Leckey 2003-2019

Dr. Sullens invited retiring Board Members Dan Nolan and Mike Leckey to attend the May 2019 Board meeting for recognition.

V. ADJOURN SINE DIE

Member Johnson seconded a motion made by Member Leckey to adjourn Sine Die at 6:30pm. A voice vote showed all present Members voting aye. There were no nay votes. The motion carried.

VI. RE-ORGANIZATION OF THE BOARD OF EDUCATION AND ELECTION OF OFFICERS

1. Appointment of the Superintendent as President Pro-Tempore and as Secretary Pro-Tempore

Dr. Sullens was appointed as President Pro-Tempore and Secretary Pro-Tempore.

2. Oath of Office for All Board Members

The newly elected Board Members recited the Oath of Office and were sworn in as Board Members for the Kewanee School District #229.

3. Roll Call of the New Board of Education

The Roll call for the New Board of Education showed Members Padilla, Christiansen, DeBord, Steffen, Salisbury, Johnson and Stabler all present.

4. Election of the Board President

Member Steffen made a motion to nominate Jeff Johnson as Board President and close the nominations. Member Salisbury seconded the motion. Roll call vote showed Members Padilla, Christiansen, DeBoard, Steffen, Salisbury, and Stabler all voting aye. Member Johnson abstained from the vote. There were no nay votes. The motion carried.

5. Election of the Board Vice-President

Member Padilla seconded a motion made by Member Johnson to nominate Member Lori Christiansen as Vice-President and to close the nominations. The roll call vote showed Members DeBoard, Steffen, Salisbury, Stabler, Padilla and Johnson all voting aye. Member Christiansen abstained from the vote. There were no nay votes. The motion carried with six ayes.

6. Election of the Board Secretary

Member Christiansen nominated Member Padilla as Board Secretary and to close the nominations. Member DeBord seconded the motion. The roll call vote showed Members Steffen, Salisbury, Stabler, Christiansen, DeBord and Johnson all voting aye. Member Padilla abstained from the vote. There were no nay votes. The motion carried to nominate Member Padilla as Board Secretary.

7. Henry Stark Special Education Representative

Dr. Sullens appointed Member Padilla as Henry Stark Special Education Representative.

Consideration and Approval of Resolution Providing for the Issue of $664,000 Taxable General Obligation School Bonds, Series 2019, of the District for the Purpose of Increasing the Working Cash Fund of the District, Providing for the Levy of a Direct Annual Tax Sufficient to Pay the Principal and Interest on Said Bonds and Authorizing the Sale of Said Bonds to Peoples National Bank of Kewanee, Kewanee, Illinois.

Dr. Sullens recommended to approve the Resolution Providing for the Issue of Taxable General Obligation School Bonds, Series 2019. Member Christiansen made a motion to approve. Member Padilla seconded the motion. The Roll call vote showed Member Steffen, Salisbury, Stabler, Padilla, Christiansen, DeBord and Johnson all voting aye. There were no nay votes. The motion carried.

X. CLOSED SESSION: *(C) (1) to consider the appointment, employment, compensation, discipline, performance of dismissal of specific employees of the District and (C) (2) to consider collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees (C) (5) The purchase or lease of real property for the use of the public body;* 5ILCS 120/2 Open Meetings The School Code of Illinois/2019

Member Padilla seconded the motion made by Vice President Christiansen, to go into Closed Session at 6:38pm. The voice roll call vote showed Members Steffen, Salisbury, Stabler, Padilla, Christiansen, DeBord and Johnson all voting aye. There were no nay votes. The motion carried. Closed Session ended at 7:47pm.

Member Christiansen seconded a motion made by Member Steffen to return to Open Session at 7:49pm. Roll showed Members Padilla, Christiansen, DeBord, Steffen, Salisbury, Stabler and Johnson all voting aye. There were no nay votes. The motion carried.

XI. CONSIDERATION AND APPROVAL OF HIGH SCHOOL PE TEACHER FOR 2019-2020 SCHOOL YEAR

Dr. Sullens recommended hiring Brad Swanson as PE Teacher at KHS. Member Christiansen seconded a motion made by Member Padilla to approve. The roll call vote showed Members Christensen, DeBord, Steffen, Salisbury, Stabler, Padilla and Johnson all voting aye. There were no nay votes. The motion carried with seven ayes.

XII. CONSIDERATION AND APPROVAL OF DISTRICT HEAD COOK FOR 2019-2020 SCHOOL YEAR

Dr. Sullens recommended hiring Trisha Behnke as District Head Cook. Member Salisbury seconded a motion made by Member Christiansen to approve. The roll call vote showed Members DeBord, Steffen, Salisbury, Stabler, Padilla, Christiansen and Johnson all voting aye. There were no nay votes. The motion carried.

XIII. ADJOURNMENT

Member Christiansen seconded a motion made by Member Salisbury to adjourn the Open Meeting at 7:51pm. The voice vote from Members Padilla, Christiansen, DeBord, Steffen, Salisbury, Stabler and Johnson was heard and all present Members voiced ayes. There were no nay votes heard. The motion carried and the Meeting was adjourned.
