City of Keithsburg City Council met July 8.

Mayor Henshaw opened the Meeting at 6:30 PM
Pledge of Allegiance
Alderman Physically Present: Ronnie Brock, Don Pruitt, Tom Litwiler, Bill Pinger, Donnie Cox, and Jan Occhi. Also present: Clerk-Kelly Parker and Police-Nathan Davis
MSA Grant Project Updates:
Wetland Mitigation: A request to extend the date for project completion beyond May 15, 2019 was approved.
Flood Mitigation: Valley Construction has currently installed the storm sewer to just east of 6th Street. A temporary drainage way through the buyout properties located on the north side of Jackson street has been proposed and discussed with the funding agency. Final project completion date is August 31, 2019.
Water Tower: MSA will begin closeout of project.
Water Filtration/Treatment Plant Analysis: MSA continues to investigate finding resources into different state and federal agency funding options.
Public Comments: Donald Tippie is concerned about getting the campground and Jackson Street open. Both are affecting business at Eagle’s Nest.
Kevin Zander would like to know when the water line work will be completed by his house. It has been going on for 24 days. Water is being supplied to another resident via his water line and leaving him with no water pressure. Workers left a wrench in the area which did $125 worth of damage to his mower. He was informed the contractor has been contacted and he will be notified when the Mayor receives information.

2. Cash Receipts: Jan made motion to accept; Bill seconded. Motion carried with all “Yes” votes.
3. Cash Disbursements: Ronnie made motion to accept; Don seconded. Motion carried with all “Yes” votes.
4. Water and Sewer
• Total gallons pumped 1,468,000 with an average of 48,900.
• MVP has been called for lift station B due to pump failure.
5. Streets and Sidewalks
• Donnie voiced concerns of manhole on Jackson Street.
• Tim McGeehee was thanked for mowing and weed eating around the water tower.
7. Fire Department
• Training: Hydrant training and meeting and office work.
• New Applications: None
• Updated By-Laws: Jan made a motion to accept; Donnie seconded. Motion carried with all “Yes” votes.
8. Police
9. Campground
• Replace breakers on rows 2, 3, and 4 with a cost of $2454.60. Jan made a motion to accept; Bill seconded. Motion carried with all “Yes” votes.
• Reinstate project to replace boxes on row 1. Jan made a motion to accept; Donnie seconded. Motion carried with all “Yes” votes.
10. Zoning
• Nila Carle presented a list of names for board:
Eric Weatherly: all “Yes” votes
Lisa Turner: all “Yes” votes
Kathy Klick: 5 “Yes” votes; 1 “No” vote
Ashly Willet: all “Yes” votes
David Russell: all “Yes” votes
• Jeremy Malcom was appointed as chairman. Donnie made a motion to accept; Ronnie seconded. Motion carried with 4 “Yes” votes and 2 “No” votes.
• Vacate Milk Run east and west side of 10th Street. Ronnie made motion to accept; Bill seconded. Motion carried with all “Yes” votes.

Advertise for a new Campground Host. Jan made a motion to accept; Ronnie seconded. Motion carried with all “Yes” votes.
