City of Moline City Council met Sept. 10.

Council Meeting: The City Council meeting came to order at 8:35 p.m. The Council met in regular session in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance. Invocation: Alderman Moyer gave an Invocation.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg present. Absent: None.

Approval of Minutes
Committee-of-the-Whole and Council meeting minutes of August 27, 2019, and appointments made during Committee-of-the-Whole on September 10, 2019.
Resolutions
1. Council Bill/Resolution 1111-2019
A Resolution authorizing the Mayor and City Clerk to amend the current agreement with International City Management Association Retirement Corporation (ICMA-RC) to include the Chief of Police in the 401(a) plan agreement.
2. Council Bill/Resolution 1112-2019
A Resolution authorizing the purchase of Submersible Pumps, Controls, and Installation Services for the Walmart Sanitary Sewer Pumping Station from Electric Pump Inc. for the amount of $45,969; and authorizing the Utilities General Manager to execute any necessary documents for purchase of said pumps.
3. Council Bill/Resolution 1113-2019
A Resolution ratifying the action of the City Clerk and Mayor amending Council Bill/Resolution No. 1065-2019 which previously authorized the Mayor and City Clerk to apply for a highway permit and execute the necessary forms in conjunction with the Quad Cities Marathon & Road Race, sponsored by the Quad Cities Running Club, scheduled for Sunday, September 22, 2019.
4. Council Bill/Resolution 1114-2019
A Resolution authorizing the City Engineer to execute an Overpass Agreement with the BNSF Railway Company to allow construction to proceed on the Skybridge between the Multi Modal Station and Centre Station.
5. Council Bill/Resolution 1115-2019
A Resolution authorizing the City of Moline to request that the State of Illinois and the Illinois Department of Transportation take all steps necessary to include quiet zones at all intersections in Moline; and to incorporate into the Illinois Passenger Rail (IPR) Chicago to Quad Cities project the design and construction of the relocation of Moline’s 50th Street Storm Water Pump Station from the Iowa Interstate Railroad property.
Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.

6. Council Bill/Resolution 1116-2019
A Resolution approving and accepting proposed changes to prior contract language as agreed to by and between the negotiators for the City of Moline and the Fraternal Order of Police (FOP), Labor Council Lodge 77, relating to wages, hours of work and certain other conditions of employment for the contract term January 1, 2019 - December 31, 2021; and authorizing the Mayor and City Clerk to execute and attest to an agreement incorporating said changes with the Fraternal Order of Police (FOP), Labor Council Lodge # 77, relating to wages, hours of work and certain other conditions of employment.
Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1116-2019. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.
7. Council Bill/Resolution 1117-2019
A Resolution authorizing the Mayor and City Clerk to execute and attest to a contract for Project #1331, Floreciente Streetscape, 7th Street, West of 4th Avenue, Moline.
Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1116-2019. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.
First Reading Ordinances
3. Council Bill/General Ordinance 3022-2019
An Ordinance amending Chapter 35, “ZONING AND LAND DEVELOPMENT,” of the Moline Code of Ordinances, Section 35-3201, “BULK STANDARDS,” subsection (b), “MAJOR ACCESSORY STRUCTURES,” by repealing said subsection in its entirety and enacting in lieu thereof one new subsection (b) dealing with the same subject matter.
4. Council Bill/General Ordinance 3023-2019
An Ordinance amending Chapter 25, “PLANNING AND DEVELOPMENT,” of the Moline Code of Ordinances, Section 25-2100, “OFFICIAL COMPREHENSIVE PLAN; ADOPTED; TERRITORIAL APPLICATION,” by amending the Official Comprehensive Plan as follows: by adopting and adding new text at Appendices Adopted, page 1; and by adopting and adding to the Appendices Adopted a new Appendix Q entitled “Avenue of the Cities Corridor Plan.”
Council, Staff and Citizen Comments:
Alderman Moyer thanked Mayor Acri and staff for taking care of the bicycle lanes so quickly. There are very satisfied residents
Alderman Schoonmaker commended the response and efficiency of the City’s first responders to recent fires.
Alderman Waldron stated that the Park Board will be discussing the issue of pickleball and capital plan adjustments may be made.
Chief of Police Darren Gault stated that at 8:46 a.m. on September 11, 2019, there will be a moment of silence in remembrance of the terrorist attack on New York City’s Twin Towers.

Alderman Berg, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Pending, Probable or Imminent Litigation- 5 ILCS 120/2 (C) (11), Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees- 5 ILCS 120/2 (C) (1). Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg; nays: none.
City Council convened in Executive Session at 8:45 p.m.
Council reconvened in open session at 11:03 p.m.
On motion of Alderman Potter, Mayor Acri adjourned the Council meeting at 11:03 p.m. The next regularly scheduled City Council meeting is on September 17, 2019.
