City of East Moline City Council met Nov. 4.

Here is the minutes provided by the council:

PLEDGE: 

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL 

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Frederic Kotoku, Maria Tapia and Jose Rico.

PUBLIC COMMENT: None

CITY CLERK’S REPORT 

City Clerk Arletta Holmes passed.

ADDITIONS/CORRECTIONS TO AGENDA: None

CONSENT AGENDA:

City Clerk Arletta D. Holmes read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of October 21, 2019. 

b. Approval of the Committee-of-the-Whole Minutes of October 21, 2019. 

c. Approval of Salaries for October 18, 2019 in the amount of $423,470.52. 

d. Approval of Bills in the amount of $978,870.94.

A motion was made by Alderman Almblade, seconded by Alderman Toppert, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Mulcahey, O’Brien, Frederic, Tapia, Rico, Toppert and Almblade. Motion carried.

REPORT BY MAYOR 

Mayor Freeman had no items for discussion.

CITY ATTORNEY LINCOLN SCOTT PRESENTED THE FOLLOWING ORDINANCES AND RESOLUTIONS:

ORDINANCE 19-29: AN ORDINANCE ADOPTING THE 2018 INTERNATIONAL FIRE CODE.

A motion was made by Alderman Almblade seconded by Alderman Frederic, to waive the reading of Ordinance 19-29. Upon roll call the following voted in favor: O’Brien, Frederic, Tapia, Rico, Toppert and Almblade. Opposed: Mulcahey. Motion carried. 6 - 1

A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to approve Ordinance 19-29. Upon roll call the following voted in favor: O’Brien, Frederic, Tapia, Rico, Toppert, Almblade and Mulcahey. Motion carried.

ORDINANCE 19-30: AN ORDINANCE OF THE CITY OF EAST MOLINE AMENDING TITLE 5 “FIRE REGULATIONS”, OF THE CITY CODE OF THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS.

A motion was made by Alderman Almblade seconded by Alderman Toppert, to waive the reading of Ordinance 19-30. Upon roll call the following voted in favor: O’Brien, Frederic, Tapia, Rico, Toppert and Almblade. Opposed: Mulcahey. Motion carried. 6-1

ORDINANCE 19-31: AN ORDINANCE AMENDING THE MUNICIPAL CODE OF THE CITY OF EAST MOLINE, ILLINOIS BY THE ADDITION OF SECTION 7 TO CHAPTER 3 IMPOSING A MUNICIPAL CANNABIS RETAILERS’ OCCUPATION TAX.

A motion was made by Alderman Almblade seconded by Alderman Toppert, to waive the reading of Ordinance 19-31. Upon roll call the following voted in favor: O’Brien, Frederic, Tapia, Rico, Toppert, Almblade and Mulcahey. Motion carried.

RESOLUTION 19-74: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE LOW RESPONSIVE BID FROM LEGACY CORPORATION, IN THE AMOUNT OF $188,888.00 FOR A CONTRACT AWARD OF THE 4th STREET DRAINAGE IMPROVEMENTS FOR THE CITY OF EAST MOLINE, ILLINOIS.

A motion was made by Alderman Almblade, seconded by Alderman Mulcahey, to approve Resolution 19-74. Upon roll call the following voted in favor: O’Brien, Frederic, Tapia, Almblade and Mulcahey. Opposed: Rico and Toppert. Motion carried. 5-2

RESOLUTION 19-75: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF A PRELIMINARY TAX LEVY FOR TAX LEVY YEAR 2019, COLLECTIBLE IN 2020, AND DIRECT STAFF NOT TO HOLD A PUBLIC HEARING ON SAID PRELIMINARY LEVY FOR THE CITY OF EAST MOLINE.

A motion was made by Alderman Almblade, seconded by Alderman Toppert, to approve Resolution 19-75. Upon roll call the following voted in favor: O’Brien, Frederic, Tapia, Almblade, Toppert and Mulcahey. Opposed: Rico. Motion carried. 6-1

COMMITTEE-OF-THE-WHOLE (Alderman Mulcahey)

Alderman Mulcahey had no items for discussion, all items have been covered under the Consent Agenda, Resolution, or Ordinance.

CITY STAFF COMMUNICATION: 

Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:

Chief Reynolds, Chief EMPD – Chief Reynolds commended Alderman Tapia on her community service at the Los Amigos Halloween Party that was held at Garfield Park on October 26 as well as Watertown Neighborhood Watch group held there Halloween party at Hereford Park. Citizen’s Police Academy will be available next month, classes start Wednesday, January 22, 2020 through April 1, 2020 time 6:30 p.m. to 9:30 p.m.

Mr. Maxeiner, City Administrator – Mr. Maxeiner informed the City Council of the following information:

• Tax Levy 2019 collected in 2020 Levy will be set at $6,508,625 which represents 1.9% increase over the prior year’s certified to collect. Will be presented at the November 18, 2019 City Council meeting for approval.

• Budget meeting will be held on Monday, December 2, 2019 at 6:00 p.m.

• Downstate Pension Consolidation Bill – has been introduced in the Veto Session.

• Cannabis Regulation – The Village of Milan will be getting the first license.

Mr. Kammler, Director of Engineering – Mr. Kammler informed the City Council that the IDOT Maintenance Agreement work has already been done.

Mr. Lambrecht, Director of Maintenance Services – Mr. Lambrecht informed the City Council that the City is promoting Burn Free. Free lawn bags are available at City Hall and no stickers are required.

Mr. Drake, Director of W&WWTP Facilities – Mr. Drake informed the City Council that during our annual load test on the gen-set it was discovered that it was not working properly. At the next City Council meeting Mr. Drake will make available pricing information for a replacement gen-set.

A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to adjourn the City Council meeting. Upon roll call the following voted in favor: O’Brien, Frederic, Tapia, Rico, Toppert, Almblade and Mulcahey. Motion carried. 6:51 p.m.
