Village of Rapids City Committee of the Whole met Dec. 5.

President Mire called the meeting of the Committee of the Whole to order at 6:31pm.

Roll Call: Feims, Clark, Fowler, Rankin, Robertson, Mire

Others Present: Clerk Missy Housenga, Sarah Ford, Nick Peschang, Kathy Overton, L. Lorraine Shaffner, Velma Kopatich, Ivan Field, Geoff Choranec, Dustin Davin
President Mire called this Committee of the Whole to order to hear from IL Holistic Health, LLC, a prospective new applicant for an Adult-Use Cannabis Retailer’s License in Illinois. Ivan Field, Dustin Davin and Geoff Choranec partners in IL Holistic Heath, LLC were introduced themselves. Each gave the Board a brief history their partnerships and involvements in other cannabis the business in other states as well as other business ventures. All partners are active members in their respective communities, volunteering time and resources to local community programs. Field stated they are very interested in establishing a cannabis retail store in the Village. Field asked the Board for a letter of support to enhance their application to the State of Illinois for an Adult-Use Cannabis Retailer’s License.
Mire opened the floor to Board Members and audience members for questions and comments. Feims felt the newly passed cannabis ordinance should be sufficient to show support for any new prospective applicant. Board members and audience members asked questions and made comments concerning the possible location of the potential establishment, business practices for the type of business as seen in other states and employment possibilities.
Field presented a copy of a support letter from the City of Jersey City for sampling. Mire drafted a model support letter stating “After meeting with IL Holistic Health, LLC on December 5, 2019, as the Village President of the Village of Rapids City and on behalf of the Village Board of Trustees of Rapids City, IL I am submitting this letter in support of IL Holistic Health, LLC’s application for an Illinois license to open and operate a recreational cannabis dispensary in our Village. I believe the Village of Rapids City, IL is ready for a recreational cannabis dispensary.” Robertson motioned to approve the drafted letter Mire drafted. Rankin seconded. Feims voted no, all others voted yes. Motion passes.
Having no further business to conduct at this time, Feims motioned to adjourn this December 5th, 2019 Committee of the Whole Meeting, Fowler seconded. President Mire adjourned by consensus of the Board at 8:31pm.
