The City Council of the City of Aledo met in Regular Session in the Council Chambers of the City Hall building. MAYOR HAGLOCH called the meeting to order at 6:41 P.M. The roll was called, whereupon the following answered present:
Aldermen ILA BERTRAND, TERRY BEWLEY, MICHAEL CHAUSSE, BARRY COOPER, DENNIS DIXON, JIM HOLMES, CHRIS KOPP, and LINDA SARABASA. Mayor CHRISTOPHER HAGLOCH.
Also present were CHRIS SULLIVAN, City Administrator / Chief of Police, JUSTIN BLASER, Director of Public Works & Utilities, and JAROD DALE, City Clerk.

COMMITTEE OF THE WHOLE

Communication & Correspondence: No Report.
Requests & Petitions: Request by Rilind Bekteshi, LLC for property located at 213 S. College Avenue, Aledo, IL., commonly known as Ariana’s Café, to open a Class “D” Liquor License (Restaurant).
City staff to provide verification on a complete application to submitted by the applicant and to then move forward with a draft ordinance to be presented to the Aledo City Council.
City Sponsorship: Dana Murphy, Executive Director, Aledo Main Street appeared to request sponsorship for F/Y 2020. A presentation and overview of Aledo Main Street’s 2019 Annual Report was provided to Council. Budget request was noted in the amount of $18,000.
Public Works Activity Report:
Streets: plow snow/salt streets; shop maintenance; equipment repair; installation of a salt spreader on the utility tractor; and install new benches downtown.
Water: JULIE’s and finals.
Gas: JULIE’s; read meters; inventory; odor call surveys; work with bore crew in- town for Viola Home Telephone Co.; OQ training; rebuilding meter set and two (2) sewer lateral inspections.
Cemetery: plow snow; equipment repair; and look-up of lots for customers.
DPW: on vacation leave.
Aledo Police Department Activity Report: CHIEF Sullivan reported the Department was able to obtain a candidate slot in the upcoming Basic Police Training Course at the Macon County Law Enforcement Center. The officer will report to the academy on Sunday, March 1, 2020. Check-in and make-up testing will occur in the afternoon. The officer will be attending the academy for fourteen (14) weeks. His graduation, assuming successful completion of the academy training and the certification testing, will be held on Friday, May 5, 2020.
An additional full-time position will occur as a result of the School District paying for the salary and benefits of an officer to serve as a School Resource Officer in June of 2020. That officer will be transferred to full-time duty in the schools and the position needs to be filled in the immediate future. We have a current part-time officer who is interested in the full-time position. He has been through the academy, successfully completed his field training, and has been working for the Department for over a year. The Department plans to transition him from part-time to full-time in June.

City Treasurer’s Report: The Treasurer’s Report has been marked exhibit “B”, attached hereto and made a part of these minutes.
Mayor’s Report: MAYOR reported he met with representatives of Midwest Roofing & Construction regarding the roof repairs of the Button Building. Midwest to hold-off on repairs until weather is 40 + degrees so the warranty on the shingles doesn’t become an issue. Concerns were voiced regarding sealing. Midwest anticipates the repairs to be made in mid to late March but would temporarily patch the hole in the roof to keep out the elements in the meantime.
The 2020 Downtown Revitalization launch meeting to be held at the Edwards River Public Library on February 19th at 5:00 o’clock p.m. in the Community Room. The elected officials were encouraged to attend and hear the presentation to be completed by 353 Court, LLC.
Committee Report: ALD. Holmes reported the Water, Sewer & Storm Drain Committee met on February 4th to review the bids submitted for the sale of the water & sewer system. Bids submitted were from Aqua Illinois Inc. & Illinois American Water, Co. The Committee made a recommendation to reject both bids and was forwarded onto the City Council for final approval.

ORDINANCE NO. 02, SERIES OF 2020; PROHIBITING THE USE OF GROUNDWATER AS A POTABLE WATER SUPPLY BY THE INSTALLATION OR USE OF POTABLE WATER SUPPLY WELL OR BY ANY OTHER METHOD IN A DEFINED AREA NEAR 210 SE 3RD STREET, ALEDO, ILLINOIS: (FIRST READING)
Robinson Engineering, Ltd. (REL) is currently conducting Corrective Action work at the Gold Star FS Fuel 24 facility located at 210 SW Third Street in the City of Aledo, Mercer County, Illinois. REL has been retained by Gold Star FS Inc. to assist with obtaining closure of leaking underground storage tank (LUST) release incidents 910429 and 20170287 under the guidance and authority of the Illinois Environmental Protection Agency (IEPA) and 35 Illinois Administrative Code (IAC) Part 734, Petroleum Underground Storage Tanks. Gold Star FS Inc. submitted a letter intended to provide the City of Aledo with a summary of the Corrective Action completed to date and to request adoption of a limited area groundwater restriction ordinance for use as an Institutional Control.
The site is currently closed and was most recently developed as the Gold Star FS Fuel 24 fueling facility owned and operated by Gold Star FS Inc. All underground storage tanks (USTs) formerly associated with the facility have been appropriately removed from the ground.
As required by the IEPA in accordance with the LUST regulations set forth in 35 IAC Part 734, subsurface investigation work was completed to define the horizontal and vertical extent of the soil and groundwater contamination resulting from the LUST release incident.
As a point of reference, the measured extents of soil and groundwater contamination are based on actual testing data gathered during the previous subsurface investigations; however, the modeled extent of groundwater contamination is based on results of Tier 2 risk-based equations outlined in in 35 IAC Part 742, Tiered Approach to Corrective Action Objectives. The Tier 2 modeling takes into account site-specific geology and other site-specific conditions (i.e.: hydraulic gradient, hydraulic conductivity, measured data, proximity to water supply wells and surface waters). The modeling assumes that the groundwater contamination could potentially move further outward (laterally) from the existing groundwater monitoring well sampling points; however, this may not actually occur.
Based on the findings of a water supply well survey that involved contacting numerous state and local agencies, there are no active community potable water supply wells within 2,500 feet of this site and no active private water supply wells within 200 feet of the site. We are not aware of any active, abandoned or sealed private wells on the gas station site. We did not observe or find record of any private water wells on the adjacent properties. It is our understanding that the site and all surrounding properties are serviced by the City's municipal water supply, which is obtained from 3 community water potable supply wells, which are located approximately 10 miles west of the city, tapping sand and gravel aquifers at depths ranging from 91 to 100 feet in depth.
A Revised Corrective Action Plan (CAP) and Budget, dated May 1, 2019 and prepared by REL, was approved with modification by the IEPA in a letter to Gold Star FS Inc., dated September 6, 2019. The Revised CAP and Budget proposed that an evaluation of exposure routes be completed and that Institutional Controls be implemented for the site to address the remaining soil and groundwater contamination. More specifically, it was proposed to eliminate the groundwater ingestion exposure route, which requires the establishment of a groundwater restriction ordinance for the area of the modeled extent of groundwater contamination. As such, we respectfully request that the City of Aledo consider and adopt an ordinance that expressly prohibits any person, including the City of Aledo, from drilling a well or using the groundwater beneath a specified area surrounding the site. For discussion purposes, the approximate limits of the proposed ordinance area would be an irregular-shaped area including an approximate 180-ft. radius from the site. The 180-ft. distance is based on the Tier 2 risk-based modeling which shows that at a distance of 180 feet from the site, the concentration levels of contaminants of concern in the groundwater would be below the Tier 1 remediation objectives (ROs) for a Class I groundwater setting. The IEPA approved the Tier 2 risk- based modeling contingent on the adoption of the limited area groundwater restriction ordinance.

RESOLUTION NO. 06R, SERIES OF 2020; APPROVING A HIGHWAY AUTHORITY AGREEMENT AND SUPPLEMENTAL AGREEMENT WITH GOLD STAR FS, INC.:
Motion was made by ALDERMAN SARABASA and seconded by ALDERMAN BERTRAND to approve Resolution No. 06R, Series of 2020; Approving a Highway Authority Agreement and Supplemental Agreement with Gold Star FS Inc.,; and, Gold Star has agreed to enter into a Supplemental Agreement with the City providing, among other things, that Gold Star will reimburse the City for any costs incurred by the City associated with the environmental contamination resulting from the leaking underground storage tank at the site. RESOLUTION NO. 08R, SERIES OF 2020; APPROVING AN AGREEMENT OF OPERATIONS AND MAINTENANCE SERVICES BETWEEN THE CITY OF ALEDO AND ION ENVIRONMENTAL SOLUTIONS:
Ion Environmental Solutions shall:
Manage the Facilities. Ion Environmental Solutions will perform all operations, required maintenance, and repair to the water and wastewater
treatment facilities and lift stations along with all routine laboratory testing required by the appropriate NPDES and Illinois EPA permits in place. NPDES laboratory testing and monthly drinking water bacteria testing will be performed at no additional cost. All other drinking water sampling will be paid for by the City of Aledo. Any repairs outside Ion’s abilities such as repairs to large pumps and motors and advanced electrical and plumbing will be performed by a qualified professional from that industry.
General Maintenance. Ion Environmental Solutions shall actively monitor the Facilities for any repair needs and shall perform all required maintenance and repairs to the Facilities within a reasonable amount of time. In order to be reimbursed for the cost of any parts used by Ion Environmental Solutions in the course of maintaining and repairing the Facilities, Ion Environmental Solutions shall submit a full accounting to City of Aledo for such parts. Ion Environmental Solutions shall report to City of Aledo any repair or maintenance needs that it observes in the course of actively monitoring and maintaining the Facilities that are beyond the reasonable scope of its expertise or equipment to repair or maintain.
Additional Services. Perform other services that are additional to the scope of services as directed by City of Aledo. Such services will be invoiced to City of Aledo at a rate of $65 per hour, per person. Ion Environmental Solutions will notify City of Aledo prior to performing any additional services.
Monthly Payments. Payments of $6788.00 will be due at the beginning of each month. Each year, during the duration of this contract, the base compensation will increase based on the Consumer Price Index change each year as reported by the US Department of Labor for that year. All other compensation to Ion Environmental Solutions is due upon receipt of Ion Environmental Solutions’ invoice and shall be paid within 30 days.
Changes in Compensation. City of Aledo and Ion Environmental Solutions shall negotiate an increase or decrease in Ion Environmental Solutions’ annual fee in the event of any change in project operation.

OLD BUSINESS: ALD. Bewley reported he has received a few inquiries on the downtown clock and its current location? ALD. Bewley did note, that he explained the clock is currently in storage after being removed from the downtown area. City staff reported finding current parts to make needed repairs to the clock were difficult as well.
NEW BUSINESS: City Council noted the liquor license application submitted by Ariana’s café could be brought forward to the next City Council for approval. No further discussion followed.
