City of Aledo City Council met May 18.

The City Council of the City of Aledo met in Regular Session via video conferencing communication. MAYOR HAGLOCH called the meeting to order at 6:31 P.M. The roll was called, whereupon the following answered present:
Aldermen ILA BERTRAND, TERRY BEWLEY, MICHAEL CHAUSSE, DENNIS DIXON, JIM HOLMES, CHRIS KOPP, and LINDA SARABASA. Mayor CHRISTOPHER HAGLOCH. Alderman BARRY COOPER was excused.
Also present were CHRIS SULLIVAN, City Administrator / Chief of Police, JUSTIN BLASER, Director of Public Works & Utilities, and JAROD DALE, City Clerk.
The media was represented by Cala Smoldt, Rock Island Argus & Aledo Times Record, and Jim Taylor, WRMJ.
Due to Covid-19 concerns, public attendance at City Council and committee meetings will not be allowed until further notice from the City. Any comments or questions about any matter on the agenda for a meeting may be submitted by email to the City Clerk at cityclerk@aledoil.org.
COMMITTEE OF THE WHOLE
A moment of silence was observed by the Aledo City Council due to the recent emergency events related to the Covid-19 Pandemic.

Requests & Petitions: No Report.
Public Works Activity Report:
Streets: Superintendent organizing jobs for the seasonal employees and setting up equipment and office space. Sign replacement; completing round one (1) of the tree removal lists, organizing and verifying the completion of past work orders.
Water: JULIE’s and finals. ION and W/WW Supt. have begun focusing on a list of items for budget consideration this fall and for the next five (5) years. Seasonal workers have begun cleaning and locating valve boxes as the main focus of work. W/WW Supt. is using this time to implement maintenance programs for valves and hydrants.
Gas: JULIE’s; continue work on gas main extension project; leak detection survey was completed last week; training seasonal employees on information recording; and have begun painting meters.
Cemetery: Three (3) funerals occurred. mowing and weed-eating with preparation for Memorial Day.
DPW: Seasonal employees have been hired: Two (2) Seasonal for Gas Division; Two (2) Seasonal for W/WW Division; Four (4) Seasonal for Street Division; and Four (4) Cemetery Division. Applications for the gas division have been received. A total of five (5) applications were submitted with interviews to be scheduled at a later date. Also, applications are being received for Street Worker & W/WW Worker until May 29, 2020. DPW to contact Illinois DNR regarding issue with vultures perching on the water tower and to possibly get assistance on a resolution to deter the birds from being on the tank.
Aledo Police Department Activity Report: CITY ADMINISTRATOR/CHIEF Sullivan reported the Police Department has been working with the School District to provide assistance with the graduation ceremonies. Graduation for Mercer County High School was held on Sunday, May 17th at the High School. The ceremony was held as a drive- thru with students/parents in their vehicles.
The School Resource Officer program will begin June 1, 2020. Although there is some question as to the timing of students returning to the school buildings and participation in classroom, Officer Brock will be assigned to the School District for the full 2020/2021 school year. At this time, no training is being conducted and none is allowed. The Department will be working with ILETSB and the Mobile Training Unit to work out the training issue.
The Department continues to participate in and support the weekly Corona Cruises which are sponsored by Aledo Main Street.
Administration Report: CITY ADMINISTRATOR/CHIEF Sullivan reported all parks in the City of Aledo were opened on Friday, May 8, 2020 by unanimous consent of the City Council and the Mayor. Public Works removed the “Parks Closed” signs and the Police Department secured all playground equipment with caution tape to encourage social distancing and to help prevent the possible spread of contagions. Officers have routinely monitored the parks to make sure the caution remains in place. There have been no issues noted so far.
Gail Cooper, Cooper Floor Covering, has completed the carpet and flooring project for the main entrance hallway from the north side doors to the Council Chambers. The project was held up due to the closing of City Hall.
The Mayor and City staff are working on a plan to reopen City Hall lobby, the Public Works lobby, and the Police Department’s lobby as soon as possible. Barriers will need to be installed and system to assure social distancing must be in place before we can open the lobbies. Those things should be worked out in the immediate future.
City Treasurer’s Report: The Treasurer’s Report has been marked exhibit “B”, attached hereto and made a part of these minutes.
Mayor’s Report: MAYOR Hagloch reported he continues to meet with 353 Court weekly and has requested the economic development consultants plan to begin coming back to Aledo for on-site visits with local businesses.

RESOLUTION NO. 19R, SERIES OF 2020; APPROVING A RESOLUTION FOR IMPROVEMENT UNDER THE ILLINOIS HIGHWAY CODE IN VARIOUS STREETS IN THE NORTHWEST & SOUTHWEST QUADRANTS:
Motion was made by ALDERMAN KOPP and seconded by ALDERMAN HOLMES to approve Resolution No. 19R, Series of 2020; Approving a Resolution for Improvement under the Illinois Highway Code in various streets in the Northwest & Southwest Quadrants of Aledo utilizing appropriated Motor Fuel Tax funds in the amount of $430,000. A Roll call vote was recorded as follows:
YES: Chausse, Dixon, Holmes, Kopp, Sarabasa, and Bertrand. NO: None. ABSTAIN: Bewley. Motion carried. 6 yeas, 0 nays, 1 abstention.
RESOLUTION NO. 20R, SERIES OF 2020; APPROVING DOWNTOWN REVITALIZATION PROGRAM LOAN AGREEMENT FOR PERRYTON, LLC / WILLIAM J. ALBERTSON:
Motion was made by ALDERMAN SARABASA and seconded by ALDERMAN KOPP to approve Resolution No. 20R, Series of 2020; Approving Downtown Revitalization Program Loan Agreement for Perryton, LLC / William J. Albertson; for property located at 200 N College Avenue, Aledo, Il., 61231; the City shall reimburse the property owner one-half of the actual costs incurred by the property owner for HVAC, roofing, windows and architect design work in the form of a loan in an amount not to exceed $50,000. The amount of the loan shall thereafter be forgiven at the rate of $833.33 per month for each month that the property is owned by the property owner. A Roll call vote was recorded as follows:

MOTION TO APPROVE THE RE-OPENING OF ALL PUBLIC PARKS WITHIN THE CITY OF ALEDO:
Motion was made by ALDERMAN CHAUSSE and seconded by ALDERMAN DIXON to ratify the re-opening of all public parks within the City of Aledo. A Roll call vote was recorded as follows:
YES: Holmes, Kopp, Sarabasa, Hagloch, Bertrand, Bewley, Chausse, and Dixon. NO: None. Motion carried. 8 yeas, 0 nays.
MOTION APPROVING A PROPOSAL FOR ENGINEERING SERVICES ALLEY RECONSTRUCTION – UTILITY RELOCATION IN ALEDO, IL:
Motion was made by ALDERMAN BERTRAND and seconded by ALDERMAN CHAUSSE to approve a proposal for engineering services Alley Reconstruction – Utility Relocation in Aledo, Il., (within the 100 Block of E. Main Street), submitted by IMEG, Corp., 623 26th Avenue, Rock Island, Il.,61201; in the amount of $7,950.00 utilizing Tax Increment Financing (TIF) funds. A Roll call vote was recorded as follows:
YES: Kopp, Sarabasa, Bertrand, Bewley, Chausse, Dixon, and Holmes. NO: None. Motion carried. 7 yeas, 0 nays.
STANDING COMMITTEE REPORTS: No Report.
OLD BUSINESS: ALD. Chausse inquired if there were any eligible state grants the City would qualify for after recent announcements by the State of Illinois regarding possible grants. DPW Blaser reported an ITEP Application was submitted for a continuation of the multi-use purpose pathway project with the phase I engineering complete for a portion of the pathway.
CITY COUNCIL inquired if there were any other shovel ready projects in the City? ADMINISTRATOR/CHIEF Sullivan reported, yes and he has been in communication with Shane Larson of Hutchison Engineering to discuss some of those potential opportunities. The CHIEF is also attending a state grant webinar with Bi-State Regional Commission on 05/19/2020.
ALD. Holmes has been asked by a few residents when the E-Cycle collection drop-off site would be back open for collections. Tri-County Regional Collection Facility is reported to resume operations on June 1st, 2020. MAYOR Hagloch reported he would be okay with opening the service back open to the residents. Consensus by City Council to resume Aledo e-cycle and paint services beginning June 4th, 2020 at the City Garage from 9am – Noon & 12:30pm to 3pm. Social distancing will be required.
