City of Kewanee City Council met May 26.
Here is the minutes provided by the council:
The following items have been placed on the consent agenda and are considered to be routine in nature and will be passed as a whole with one vote of the Council. Should any member of the Council or the audience wish to have an item removed from the consent agenda for individual consideration please say so now and it will be removed and considered following the approval of the remaining consent items:
a.Approval of Minutes of the May 11th meeting.
b.Payroll for the pay period ending May 9th, 2020 in the amount of $223,069.77
c.Reports from Police, and Community Development

a) Consideration of a Resolution #5221 Committing funds from the revolving loan fund of the City of Kewanee to Guppy’s Lake LLC. Do I have a motion. Second? Discussion. Clerk please call the roll. Motion was made by Council Member Faber and seconded by Council Member Colomer. No discussion. Motion passed with 5 ayes and 0 nayes.
b) Consideration of a Resolution #5222 Committing funds from the revolving loan fund of the City of Kewanee to The Station. Do I have a motion. Second? Discussion. Clerk please call the roll. Motion made by Council Member Faber and seconded by Council Member Komnick. Council Member Yaklich if The Station currently has loans with the City. City Manager Bradley responded that he did and they were in good standings. Motion passed with 5 ayes and 0 nayes.
c) Consideration of a Resolution #5223 Committing funds from the revolving loan fund of the City of Kewanee to Clinical Massage Therapy. Do I have a motion. Second? Discussion. Clerk please call the roll. Motion made by Council Member Colomer and seconded by Council Member Komnick. After discussion in regards to lack of information and stablilty of this loan is voted down with a vote of 0 ayes and 5 nayes. Motion Failed.

g) Discussion only in Regards to Water Late Fees and Penalties
h) Consideration of a Resolution #5224 Temporarily Amending the enforcement of § 94.01 of the City Codes in response to the Global Pandemic commonly referred to as Covid-19. Do I have a motion. Second? Discussion. Clerk please call the roll. Motion made by Council Member Colomer and seconded by Council member Komnick. No discussion. Motion passed with 5 ayes and 0 nayes.
i) Consideration of a Resolution #5225 accepting the lowest responsive and responsible bid from Porter Brothers Asphalt & Sealing Inc. for MFT Section 20-00000-00-GM, 2020 Resurfacing and Sealcoat Program, in the amount of $326,291.44. Do I have a motion. Second? Discussion. Clerk please call the roll. Motion made by Council member Faber and seconded by Council Member Komnick. Scott stated that this was a lower bid but we were also taking out some work from the county. Motion passed with 5 ayes and 0- nayes.
j) Consideration of a Resolution #5226 to accept the quote from General Pump and Machinery Inc. for a storm water pump in the amount of $34,216.00. Do I have a motion. Second? Discussion. Clerk please call the roll. Motion made by Council Member Komnick and seconded by Council Member Faber. Concerns were raised about the shipping cost but was explained that it would come directly to the WWTP and be on a crate. Motion passed with 5 ayes and 0 nayes.
k) Consideration of a Resolution #5227 temporarily amending the enforcement of all City codes related to the requirements for outdoor dining in response to the global pandemic commonly referred to as Covid-19. Do I have a motion. Second? Discussion. Clerk please call the roll. Motion made by Council Member Faber and secnded by Council Member Colomer. General view of council was to do anything we can tohelp the local businesses. Justin Raver the City atty and Chief Ainley are putting together a permit process to makesure that were are safe and following the ADA guidelines also. Motion passed with % ayes and 0 nayes.
l) Consideration of a Resolution #5228 accepting a proposal from Peerless Well & Pump for $17,575.00 to install a temporary submersible pump and other associated equipment into well #4. Do I have a motion. Second? Discussion. Clerk please call the roll. Motion made by Council Member Komnick and seconded by Council Member Colomer. Motion passed with 5 ayes and 0 nayes.
