City of Aledo City Council met June 15.

Here is the minutes provided by the council:

The City Council of the City of Aledo met in Regular Session via video conferencing communication. MAYOR HAGLOCH called the meeting to order at 6:30 P.M. The roll was called, whereupon the following answered present:

Aldermen ILA BERTRAND, MICHAEL CHAUSSE, BARRY COOPER, DENNIS DIXON, JIM HOLMES, CHRIS KOPP, and LINDA SARABASA. Mayor CHRISTOPHER HAGLOCH. Alderman TERRY BEWLEY was excused.

Also present were CHRIS SULLIVAN, City Administrator / Chief of Police, JUSTIN BLASER, Director of Public Works & Utilities, SANDY BULL, City Treasurer, and JAROD DALE, City Clerk.

The media was represented by Cala Smoldt, Rock Island Argus & Aledo Times Record, and Jim Taylor, WRMJ.

Due to Covid-19 concerns, public attendance at City Council and committee meetings will not be allowed until further notice from the City. Any comments or questions about any matter on the agenda for a meeting may be submitted by email to the City Clerk at cityclerk@aledoil.org.

COMMITTEE OF THE WHOLE

A moment of silence was observed by the Aledo City Council due to recent emergency events related to the Covid-19 Pandemic.

Public Comment: No Report.

Communication & Correspondence: No Report.

Bid Opening: Notice of Proposal to sell property pursuant to 65 ILCS 5/11-76-2 for property located at Progress Park 2nd Addition, Aledo, IL: Property ID # 10-10-21- 204-020:

MAYOR Hagloch called for the bids to be opened. CITY CLERK Dale reported one (1) bid was received and submitted by Skinner Landscaping. Proposals were received until Friday, June 12th at Aledo City Hall, 120 N. College Avenue, Aledo, Il., until 1:00 o’clock p.m.

Skinner Landscaping, 1915 65th Avenue, Aledo, Il., - for an amount of $1,600.00. The item to go before the Aledo City Council on Monday, July 6th at 6:30 o’clock p.m.

Requests & Petitions: No Report.

Public Works Activity Report:

 Streets: Summer Banners were put up throughout Downtown; work orders; tree trimming; assist Gas Division with the gas main project.

 Water: JULIE’s and finals. Assist Gas Division with gas main project; several sewer lateral inspections; and valve work. The Division is building a comprehensive work list on all of our water valves, so far, they have found roughly 710 valves, 232 need cleaned, 42 valve covers/boxes are broken, 8 valve covers/boxes are cracked, and 27 they cannot find. Currently working on exercising valves, and they have exercised roughly 360 valves that are currently accessible. Their findings show that so far 127 valves are open, 23 are stuck, and 13 valves are closed.

 Gas: JULIE’s; continue work on Gas Main Extension project.

 Cemetery: Three (3) funeral occurred. mowing and weed-eating and foundation repairs.

 DPW: Interviews for the Gas & Street Division Worker were completed. W/S Division interviews will be scheduled this week. Other work consisted of subdivision review; building plan review; building permit inspections; and call center work orders. Five (5) files have been started regarding abandon / nuisance properties (303 NE 2nd Street; 110 NE 4th Avenue; 1008 E Main Street; 710 SE 2nd Avenue; & 601 SW 6th Avenue). Notices will be sent out this week to start the abatement process.

Aledo Police Department Activity Report: CITY ADMINISTRATOR/CHIEF Sullivan reported City Hall & Aledo PD lobbies are now back open to the public. City staff is using proper social distancing practices and hand sanitizer is available near all work stations. One person is allowed to enter the lobbies at a time and the entrance areas are properly marked.

Administration Report: CITY ADMINISTRATOR/CHIEF Sullivan reported small meetings conducting City business, with less than 10 people in attendance, have begun being held in the Council Room at City Hall. The committees reviewing candidates for city positions met and held interviews for the Gas Division worker and Street Division worker positions in the Council Chambers. The Mayor’s weekly meetings with 353 Court and the Mayor’s staff meetings are held in the Council Chambers as well.

Sales Tax Revenue have shown a considerable decrease. The funds received in May and June, 2020 each showed a decrease over those received in the same months of 2019. The May and June tax receipts represent the City’s portion sales tax collected in February and March of 2020. We anticipate possible decreases in revenues from several other sources including, but necessarily limited to, building permit fees which were waived during two (2) full months, and potentially lower motor fuel tax revenues. These funds directly impact the general fund revenues. I have asked City staff to review each line item of the budget over which they have oversight. City staff will be attempting to find ways to reduce spending, delay projects, and cut back costs in every Department and Division.

CITY CLERK reported the 2019 Drinking Water Quality Report has been finalized and will be filed with the Illinois Environmental Protection Agency. Notification is also being placed on the June utility bills due July 5th directing all customers can locate the report on the city website at: http://www.aledoil.org/ArchiveCenter/ViewFile/Item/66

CITY CLERK reported the annual Treasurer’s report for F/Y 2019 has been completed and will be published in the Aledo Times Record on or before June 30th.

City Treasurer’s Report: The Treasurer’s Report has been marked exhibit “B”, attached hereto and made a part of these minutes.

Mayor’s Report: MAYOR Hagloch reported Phase VI Re-Opening for Illinois to possibly be announced by the Illinois Governor before the end of June, 2020. Mercer County is located in Section II and to potentially re-open on Friday, June 26th. Possibilities include re-opening of businesses with a requirement of 50% occupancy with social distancing; indoor dining for restaurants and bars; salons/barbers, and other businesses.

E-Cycle had ninety-one (91) visitors on its reopening date the beginning of June. A high volume of electronics and paints were received.

Committee Report: No Report.

APPROVAL OF MINUTES:

Motion was made by ALDERMAN DIXON and seconded by ALDERMAN SARABASA to approve the meeting minutes of June 01, 2020 as presented. A Roll call vote was recorded as follows:

YES: Bertrand, Chausse, Cooper, Dixon, Holmes, Kopp, and Sarabasa. NO: None. Motion carried. 7 yeas, 0 nays.

PUBLIC COMMENT: No Report.

FINANCE: INVOICE LIST:

Motion was made by ALDERMAN BERTRAND and seconded by ALDERMAN DIXON that the Invoice Listing, which has been marked Exhibit “C”, attached hereto and made a part of these minutes, be authorized and checks issued. A Roll call vote was recorded as follows:

YES: Chausse, Cooper, Dixon, Holmes, Sarabasa, and Bertrand. NO: None. ABSTAIN: Kopp. Motion carried. 6 yeas, 0 nays, 1 abstention.

MOTION APPROVING THE 2020 SPRING TREE MAINTENANCE PROGRAM:

Motion was made by ALDERMAN KOPP and seconded by ALDERMAN SARABASA to approve the 2020 Spring Tree Maintenance Program with the low bid submitted by Shaw Tree & Stump Removal in the amount of $9,780.00. A Roll call vote was recorded as follows:

YES: Cooper, Dixon, Kopp, Sarabasa, Bertrand, and Chausse. NO: None. Motion carried. 6 yeas, 0 nays.

*Clerks Note: During the roll call vote, Ald. Holmes lost video communication via Zoom and was unable to voice his vote while the Clerk was completing the roll. Ald. Holmes left the meeting at 6:36 p.m.

STANDING COMMITTEE REPORTS: No Report. 

OLD BUSINESS: No Report.

NEW BUSINESS: No Report.

ADJOURNMENT: There being no further business, motion was made by ALDERMAN KOPP and seconded by ALDERMAN DIXON that the meeting be adjourned. A Unanimous voice vote followed in agreement. Meeting was adjourned AT 6:38 P.M.
