City of Moline City Council met June 23.

Here is the minutes provided by the council:

Council Meeting: The City Council meeting came to order at 6:00 p.m. The Council met in regular session in the Council Chambers at City Hall.

Remote Attendance: Alderman Moyer, seconded by Alderman Williams, moved to approve the remote electronic attendance of Aldermen Parker, Wendt and Schoonmaker. Motion passed on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker and Waldron; nays: none.

Pledge: The Council and audience recited the Pledge of Allegiance. Invocation: There was no Invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker and Waldron present. Absent: Alderman Berg.

Approval of Minutes

Committee-of-the-Whole and Council meeting minutes of June 9, 2020.

Second Reading Ordinances

1. Council Bill/Resolution 1070-2020

A Resolution authorizing approval of Change Order #1 with Miller Trucking & Excavating Company for Project #1333, 2020 Trenchless Water Main Project, in the amount of $32,602.10.

2. Council Bill/Resolution 1071-2020

A Resolution amending the City of Moline Investment Policy to comply with the Illinois Sustainable Investment Act; and authorizing the Interim City Administrator to implement the amended Investment Policy for and on behalf of the City of Moline.

Omnibus Vote: Alderman Parker, seconded by Alderman Potter, moved to approve, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker and Waldron; nays: none.

Resolutions

3. Council Bill/Resolutions 1072-2020

A Resolution amending the 2016 Rock Island County Multi-Jurisdictional Local Hazard Mitigation Plan by adding and incorporating therein eleven new hazard mitigation projects.

Approved: Alderman Parker, seconded by Alderman Moyer, moved to approve Council Bill 1072-2020. Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker and Waldron; nays: none.

First Reading Ordinances

4. Council Bill/Resolution 3015-2020

An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 10 thereof, “PARKING PROHIBITED AT ANY TIME,” by including Twenty- Fifth Street, on the west side from Nineteenth Avenue, north 60 feet; and Twenty-Fifth Street, on the east side from Nineteenth Avenue, south 60 feet.

5. Council Bill/Resolution 3016-2020

An Ordinance amending Chapter 35, “ZONING AND LAND DEVELOPMENT,” of the Moline Code of Ordinances, by enacting an amendment to the Zoning Map, incorporated therein as Section 35-3103 (Wade Investments, 4101 John Deere Road).

6. Council Bill/Resolution 3017-2020

An Ordinance amending Chapter 8, “BUILDINGS AND OTHER CONSTRUCTION AND BUILDING SERVICES,” of the Moline Code of Ordinances, by enacting one new Section 8-7500, “CRIME FREE RESIDENTIAL RENTAL PROGRAM.”

7. Council Bill/Resolution 3018-2020

An Ordinance establishing a temporary zoning moratorium for personal storage facilities, as defined by Section 35-3401(a) of the Moline Code of Ordinances, and as listed in corresponding Table 35-3401.1, Permitted Land Uses.

Council, Staff and Citizen Comments:

 Alderman Parker wished everyone a Happy 4th of July and reminded that the annual 12th Street neighborhood parade was cancelled.

 Alderman Moyer indicated that there are sticks and loose gravel in the new bike lanes on 12th Avenue. He stated that some markings may be confusing and that a public education campaign may be appropriate. Mayor Acri suggested that engineering feedback for City marketing may be useful.

 Mayor Acri reported that she attended a meeting of the transportation committee and learned that the City had not yet applied for the Recreational Trails Grant. She asked that staff check on that deadline.

 Mayor Acri thanked Interim City Administrator Marty Vanags for his weekly update.

Executive Session:

Alderman Williams, seconded by Alderman Potter, moved for Executive Session, for the purpose of discussion of Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Specific Employees-5 ILCS 120/2(C)(1), Collective Negotiating Matters-5 ILCS 120/2(C)(2), Property Acquisition-5 ILCS 120/2(C)(5) and Pending, Probable or Imminent Litigation-5 ILCS 120/2(C)(11). Motion carried on roll call with the following vote: ayes: Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker and Waldron; nays: none.

City Council convened in Executive Session at 7:29 p.m. Council reconvened in open session at 8:38 p.m.

Marty Vanags, Interim City Administrator, explained that he will be creating a TIF/Development Agreement Working Group for “Project Colossus”.

Mayor Acri explained that Spotlight Theatre owners have requested that the origination fee for a new liquor license be waived, since they had engaged a caterer prior who had obtained a liquor license. The consensus of Council is to defer to the 60% discount of fees that will be offered to all applicants during the declared state of emergency.

On motion of Alderman Waldron, seconded by Alderman Potter, Council adjourned at 8:42 p.m.
