City of Kewanee City Council met June 15.

Here is the minutes provided by the council:

•I’d like to call the June 15th, 2020 Council Meeting to order.

•Clerk, would you please call the roll?

Please join me in the Pledge of Allegiance, followed by a moment of silence for our troops.

The following items have been placed on the consent agenda and are considered to be routine in nature and will be passed as a whole with one vote of the Council. Should any member of the Council or the audience wish to have an item removed from the consent agenda for individual consideration please say so now and it will be removed and considered following the approval of the remaining consent items:

a. Approval of Minutes of the May 26th Meeting.

b. Payroll for the pay period ending May 23rd, 2020 in the amount of $246,277.62

c. Payroll for the pay period ending June 6th, 2020 in the amount of $219,941.24

d. Reports from Police, and Community Development

As a reminder, we have had requests from the viewers at home, for audience members and department heads to use the microphone up front, so that they can hear everything said.

Approve:Bills for Council Meeting of June 15th, 2020 of $267,619.68

Do we have a motion to approve payment of the bills? Second? Any discussion? Clerk call the roll.

Public Comments: If there is anyone who wishes to address the Council regarding anything not on the agenda, please step up to the microphone and state your name. If there is no one (else) we will move. If there is anyone that would like to comment or speak up please raise your hand on screen or say your name.

New Business:

a) Presentation of Audit FY2019 from Adam Pulley from Clifton Larson Allen

b) Bid Openings- Land sale. Clerk Please open and read the Sealed Bids.

•Parking Lot at the Corner of 3rd and Main Do I have a motion. Second? Discussion. Clerk please call the roll. There were 2 bids to open. City Clerk opened first Bid from John Cernovich for $1000.00. City Clerk Opened 2nd bid from John Cernovich for $4000.00. A motion was made to accept the $400.00 bid. A motion was made by Council Member Colomer and Seconded by Council Member Faber. Motion passed with 5 ayes 0 Nayes

•607 N Tremont St. Do I have a motion. Second? Discussion. Clerk please call the roll. There was only one bid. City Clerk opened the bid from Munoz for $800.00 A motion was made by Council member Komnick and seconded by Council Member Faber to accept the bid. Motion passed with 5 ayes and 0 nayes

•1119 Rose St. Do I have a motion. Second? Discussion. Clerk please call the roll. There was only one bid. The City Clerk opened the bid from Shadrick in the amount of $501.00. A motion was made by Yaklich and seconded by Council Member Colomer to accept the bid. Motion passed with 5 ayes and 0 nayes

c) Consideration of a Resolution #5229 Approving Change Order #1 for Project #20-02, 2020 Cured in Place Pipe (CIPP) Sewer Program, in the amount of $96,743.50. Do I have a motion. Second? Discussion. Clerk please call the roll. A motion was made by Council Member Komnick and seconded by Council Member Colomer. Motion Passed with 5 ayes and 0 nayes.

d) Consideration of a Resolution #5230 to authorize an amendment to the existing agreement between the City of Kewanee and Saint John Paul II parish of Kewanee for care of burial grounds. Do I have a motion. Second? Discussion. Clerk please call the roll. A motion was made by Council Member Colomer and seconded by Council Member Komnick. Kevin Newton explain that this is a similar contract that we have in place currently and that he did take into concern the increase in min wage. Motion passed with 5 ayes and 0 nayes.

e) Consideration of a Resolution #5231 fixing a budget for the fiscal year beginning May 1, 2020, and ending April 30, 2021 Do I have a motion. Second? Discussion. Clerk please call the roll. Motion made by Council Member Faber and seconded by Council Member Komnick. After discussion and a bit of confussion with the difference in IML numbers and ours both motions were recinded and a new motion made by Council Memebr Colomer and Seconded by Faber to table this Resolution. Motion to table passed with 5 ayes and 0 Nayes

f) Discussion with Scott Hinton of a request from Eco Hill to dispose of leachate from the Atkinson Landfill at the Wastewater Treatment Plant.

g) Discussion with Scott Hinton of the REBUILD Illinois Grant Funds and the Illinois Transportation Enhancement Grant (ITEP)

h) Consideration of an Ordinance #4007 requiring all dogs and cats within the City limits to be registered with the City of Kewanee. Do I have a motion. Second? Discussion. Clerk please call the roll. A motion was made by Council Member Faber and seconded by Council Member Colomer. Chief Troy answered a few questions in regards to the cost.fileing and tags. The motion passed with 5 ayes and 0 nayes.
