Second Reading Ordinances
1. Council Bill/General Ordinance 3026-2020
An Ordinance amending Moline Ordinance No. 88-3-2 which established an Enterprise Zone in the County of Rock Island, Illinois, pursuant to an Intergovernmental Agreement with the Cities of East Moline, Illinois; Moline, Illinois; Silvis, Illinois; Rock Island County, Illinois and the Village of Milan, Illinois. This Ordinance revises
Section 3, Exhibits “A” and “B”, to include new territory within the Quad Cities Enterprise Zone.
Resolutions
2. Council Bill/Resolution 1095-2020
A Resolution authorizing the Mayor to make application, to enter into an agreement, and to execute all necessary assurances and certifications to the U.S. Department of Housing and Urban Development for Community Block Grant entitlement funding under the Housing and Community Development Act of 1974, as amended, for certain projects and programs for fiscal year 2020; and approving projects & program recommendations of the Citizens Advisory Council on Urban Policy for the use of 2020 Community Development Block Grant funds and the 2020 Annual Action Plan, which contains said projects and programs; and authorizing the Mayor to implement those approved projects and programs upon the approval of the City of Moline 2020 Consolidated Plan, which includes the Annual Action Plan, by the U.S. Department of Housing and Urban Development and to exercise any and all powers required to obtain such funding and to implement those approved projects.
3. Council Bill/Resolution 1096-2020
A Resolution authorizing the Mayor and City Clerk to execute and attest to a contract with Jim Giese Commercial Roofing Inc. for the Moline Public Library Roof Replacement for the amount of $633,400.
4. Council Bill/Resolution 1097-2020
A Resolution authorizing the Mayor and City Clerk to approve and attest to an exception to the moratorium on hiring pursuant to Resolution 1051-2020 to hire three crossing guards and additional alternates.

A Resolution authorizing the Mayor and City Clerk to execute and attest to a City Art Work License Agreement (“Agreement”) between the City of
Moline (“City”) and Moline Community Development Corporation (“MCDC”) through which the Moline Community Development Corporation will commission and pay for artists to paint artwork on City owned planters as part of the City’s Floreciente Streetscape project.
