City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

6. MAYOR'S COMMENTS

6.1. The City of Geneseo has been awarded for the 8th year in a row the GFOA's Certificate of Achievement for Excellence in Financial Reporting. This Certificate of Achievement is the highest form of recognition in governmental accounting and financial reporting.

9. ADMINISTRATION

9.1. Discussion of Ordinance O-20-34 approving the final development plan for Geneseo Townhomes.

Motion to recommend to the City Council ordinance O-20-34 and to put on the consent agenda.

9.2. Discussion Resolution R-20-29 of IMLRMA liability and worker's compensation.

Motion to recommend to the City Council resolution R-20-29 and to put on the consent agenda.

9.3. Discussion of Resolution R-20-30 A Resolution allowing employees to receive a2021 advance from the City to cover HSA Deductible costs.

Motion to recommend to City Council resolution R-20-30 and to put on the consent agenda.

9.4. Discussion of Resolution R-20-31 A Resolution Adopting the 2021 Schedule of Meetings.

Motion to recommend to city council to approve resolution including exhibit A and to put on the consent agenda.

9.5. Discussion of lowest bidders for WWTP and Crowe, Elk Street, & Stewart Street Lift Stations.

Motion to recommend to the city council Vissering Construction Company for $8,877,000.00 for the WWTP improvements and Fischer Excavating Inc. for $989,298.00 for the lift station improvements and to put on the consent agenda.

9.6. Discussion of Ordinances O-20-35 through O-20-39 abating real estates taxes in relation to bonds.

Motion to send to city council ordinances O-20-35 through and to put on the consent agenda.

9.7. Discussion of Revolving Loan Fund (RLF) for Caffeine & Carbs for $50,000.

Motion to recommend to the City Council to approve the revolving loan for Kelly Wolf in the amount of $50,000.

9.8. Discussion of Revolving Loan Fund (RLF) for NOSH Good Mood Food, LLC for $50,000.

Motion to recommend to the City Council to approve the revolving loan for Tina Hernandez in the amount of $50,000.

9.9. Discussion of 2021 budget

Motion to recommend to the City Council the 2021 City Budget and to put on the consent agenda.

9.10. Discussion of Resolution R-20-31 proposal to put on the ballot to raise the non-home rule sales tax from $0.50% to $0.75%.

Motion to recommend to the City Council Resolution R-20-31.

9.11. Discussion of City owned cemeteries.

Motion to recommend to the City Council to raise cemetery costs per exhibit "A" to be followed by an ordinance for the next council meeting. And to adopt by resolution the revised cemetery rules and regulations.

10. PAYMENT OF CITY AND UTILITY BILLS

10.1. Payment of invoices

Motion to approve the payment of City and Utility bills.

5 ILCS 120/2(c)(3) The selection of a person to fill a public office, as defined in this Act, including a vacancy in a public office, when the public body is given power to appoint under law or ordinance, or the discipline, performance or removal of the occupant of a public office, when the public body is given power to remove the occupant under law or ordinance.

5 ILCS 120/2(c)(5) The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.

5 ILCS 120/2(c)(6) The setting of a price for sale or lease of property owned by the public body.

5 ILCS 120/2(c)(11) Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.
