Council Meeting Minutes of October 24, 2020, and Committee-of-the-Whole, Council and Executive Session meeting minutes of October 27, 2020.

Resolutions

1. Council Bill/Resolution 1111-2020

A Resolution authorizing an exception to the moratorium on hiring pursuant to Resolution 1051-2020 to hire two firefighters in January 2021, to fill current vacancies and thereafter when practicable based on retirements.

2. Council Bill/Resolution 1112-2020

A Resolution authorizing an exception to the moratorium on hiring pursuant to Resolution 1051-2020 to hire a Water Plant Manager, Utilities Laboratory Technician and Water Distribution Mechanic to fill current vacancies.

3. Council Bill/Resolution 1113-2020

A Resolution authorizing the Mayor and City Clerk to execute and attest to an agreement with Midland Davis Corporation, for Storm Debris Removal for the amount of $22,985.

4. Council Bill/Resolution 1114-2020

A Resolution authorizing and ratifying, Nunc Pro Tunc, the Action of the Interim City Administrator posting and advertising for the position of Community and Economic Development Director with an annual salary of $127,149.

5. Council Bill/Resolution 1115-2020

A Resolution authorizing and ratifying, Nunc Pro Tunc, the Action of the Interim City Administrator posting and advertising for the position of Director of Engineering/City Engineer with an annual salary of $127,149.

An Ordinance amending Chapter 8, “BUILDINGS AND OTHER CONSTRUCTION AND BUILDING SERVICES,” of the Moline Code of Ordinances, Section 8-7500, “CRIME FREE RESIDENTIAL RENTAL PROGRAM,” subparagraph (a).

12. Council Bill/General Ordinance 3034-2020

An Ordinance amending Chapter 4, “ALCOHOLIC LIQUOR,” of the Moline Code of Ordinances, Section 4-4110, “SALES OF SINGLE SERVINGS OF ALCOHOLIC BEVERAGES,” and Sections 4-3302, 4- 3303, 4-3304, 4-3305, 4-3306, 4-3307, 4-3309, 4-3310, 4-3315 concerning the sale of package goods, and deleting Section 4-3208, “LICENSE FEES,” subparagraph (g) in its entirety.
