A Special Ordinance removing Special Ordinance 4001-2018 from the table; and designating the Prospect Park Pavilion, located at 1580 34th Avenue, Moline, Illinois, as a locally designated landmark.

2. Council Bill/Resolution 1029-2021
A Resolution authorizing the Mayor and City Clerk to execute and attest to an agreement with Express Services, Inc., doing business as Express Employment Professionals, to provide administrative services to fulfill temporary and seasonal staffing needs of City departments and also provide the insurance and liability coverage requested for a one-year period commencing March 1, 2021.

A Resolution authorizing an exception to the moratorium on hiring pursuant to Resolution 1051-2020 to hire a Mechanic II and two (2) Mechanic I positions.

A Resolution authorizing the Mayor and City Clerk to execute and attest to an Agreement with Strand Associates Inc., to study long term compliance and facilities at the South Slope Wastewater Treatment Plant for the amount of $95,570.

A Resolution authorizing an exception to the moratorium on hiring pursuant to Resolution 1051-2020 to hire a Water Plant Mechanic Operator.
