City of East Moline City Council Met Dec. 7.

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Frederic Kotoku, Maria Tapia and Jose Rico.
PUBLIC COMMENT:
Tom Keith 5318 28th Avenue, Moline – Mr. Keith spoke to the City Council regarding Anti-Lockdown.
CITY CLERK’S REPORT
City Clerk Holmes informed the City Council that the following Candidates will be running in the General Election that will be held on Tuesday, April 6, 2021.

RESOLUTIONS
RESOLUTIONS 20-42: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE 2020 BUDGET AMENDMENTS.
A motion was made by Alderman Almblade, seconded by Alderman Kotoku, to approve Resolution 20- 42. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Motion carried.
RESOLUTIONS 20-43: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING AMENDMENT NO. 1 TO THE CONSULTANT AGREEMENT WITH VEENSTRA & KIMM FOR THE LANDFILL SEWER EXTENSION.
A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to approve Resolution 20-43. Upon roll call the following voted in favor: Rico, Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Abstain: Toppert. Motion carried. 6 in favor -1 Abstention
RESOLUTIONS 20-44: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE CITY OF EAST MOLINE PLAN COMMISSION RESOLUTION PC-2020-03 AND SPECIAL USE PERMITS.
A motion was made by Alderman Almblade, seconded by Alderman Toppert, to approve Resolution 20- 44. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Motion carried.
RESOLUTIONS 20-45: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE RESTAURANT AND BAR SHORT-TERM ASSISTANCE PROGRAM.
DISCUSSION:
A brief discussion was held regarding how the monies could be spent in order to help more businesses other then just the restaurants and bars within the city. Alderman Mulcahey stated that other business within the city should have the same opportunities as restaurants and bars.
A motion was made by Alderman Mulcahey, seconded by Alderman Almblade, to approve Resolution 20-45 with the following changes, “that the maximum amount of funds to be spent from the Economic Development Committee Funds for this program shall be $45,000.00.” Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Motion carried.
RESOLUTIONS 20-46: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE DISTRIBUTION OF $3,500.00 FROM COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS TO HUMILITY HOMES AND SERVICES.
A motion was made by Alderman Mulcahey, seconded by Alderman Almblade, to approve Resolution 20-46. Upon roll call the following voted in favor: Rico, Toppert, Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Motion carried.
COMMITTEE-OF-THE-WHOLE (Alderman Kotoku)
Alderman Kotoku had no items for discussion, all items have been covered under the Consent Agenda, Ordinances and Resolutions.
CITY STAFF COMMUNICATION:
Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:
Chief DeFrance, EMFD – Chief DeFrance informed the City Council that on Thursday, December 3, 2020, they responded to a house fire at 4113 6th Avenue, which displaced a family of 4. The family is currently being assisted by the American Red Cross. On Saturday, December 5, 2020, they responded to an apartment fire at Ridgewood Towers, there was smoke and water damage. This fire displaced 9 residents. These residents are being assisted by the American Red Cross. Chief DeFrance thanked the East Moline Police Department for their assistance. There was a total of 140 apartments that had to be cleared and checked. They were assisted by the East Moline Police Department, Moline Fire Department, Rock Island Arsenal Fire Department and the City of Silvis Fire Department. Chief DeFrance is very proud and thankful for our personnel, our Police Department and the other agencies that assisted use in this large event. A lot of people to evacuate, seniors to help navigate down the stairs, which was very challenging. Mayor Freeman stated great job and thank you.
Chief Ramsey, EMPD – Chief Ramsey informed the City Council that on Saturday, December 5, 2020, the Rock Island Police Department and East Moline Police Officer participated in Cops in Community at the Rock Island Martin Luther King Center held by Family Resources.
Mayor Freeman thanked both Chief DeFrance and Chief Ramsey for their assistance during the Birthday Celebration and parade for Anna Mae Strickland’s who turned 100th years old on Saturday, December 5, 2020. Mayor Freeman stated that the family sent a gracious thank you to both departments. It was very well attended and thank you very much for your assistance.
Mr. Maxeiner, City Administrator – Mr. Maxeiner informed the City Council that Jim will be leaving the paper at the end of December. Mr. Maxeiner recognize Jim for his many years of service to the City of East Moline and the area. Thank you, Jim!
Mayor Freeman thanked Jim for his service. Jim thanked both Mayor Freeman and Administrator Maxeiner for there kind words.
