The Regular Council of the City of Geneseo was called to order on Tuesday, December 8, 2020, at 6:00 PM, in the Council Chambers, with the following members present:

COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Council Craig Arnold, Council Douglas Crow, Council Martin Rothschild, Council Robert Wachtel, Council Paula Simosky, and Council Keith Kennett

COUNCIL ABSENT:

STAFF PRESENT: Director of Finance Jamie Matthews, Mayor Sean Johnson, City Admin JoAnn Hollenkamp, HR/Deputy Clerk Brandon Maeglin, Chief of Police Casey Disterhoft, and Director of Electrical Operations Eric Rowold

5 Chamber of Commerce Report

Chamber Director Sullivan gave the Chamber of Commerce update for December 2020.

6 City Engineering Report

Greg Ryckaert gave the City Engineering report including updates on the drainage project, ash street lift station, and the Bear Development force main.

7 Public Comment

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

7.1. Concerned phone call from Mr. & Mrs. Harold Gradert

1. Concern about the tax levy increase and a desire for more input and discussion.

2. Concern that ALL newly passed ordinances by the Council should be published or posted in a public way so that the citizens are made aware of the NEW ordinances: for example, the new building permit fees, cemetery rates, and animal ordinances such as (0-20-24) Keeping of animals within the city limits, especially 90.41 Section A-8 which states "For any person in control of any dog, cat, or other animal to permit said animal to urinate or defecate on the private property of another WITHOUT CONSENT". This should be a major health and safety concern which the Council thoughtfully and dutifully passed but that the public remains relatively unaware.

Finance Director Matthews discussed presented the financial reports for approval 11.1. Treasurer's Report, Capital Asset Reports, and Budget Book .

Craig Arnold moved, seconded by Martin Rothschild, Motion to approve the Treasurer's Report, Capital Asset Reports, and Budget Book as submitted.

RESULT: Carried

Robert Wachtel moved, seconded by Martin Rothschild, Motion to approve the Geneseo Creek Study proposal at a cost of $18,000.

Craig Arnold moved, seconded by Douglas Crow, Motion to approve the purchase of Motorola XPR 7550E portable radios with funds from B-Account Equipment Drug Fund in the amount $12,966.25
