City of Moline City Council Met Dec. 1.

Here is the minutes provided by the council:

Council Meeting: The City Council meeting came to order at 7:09 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.Invocation: Alderman Wendt gave an Invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg present. Absent: None.

Items on Consent:

Approval of Minutes

Committee-of-the-Whole and Council meeting minutes of November 17, 2020, Committee-of-the-Whole meeting minutes of November 10, 2020, as corrected, and appointments made at Committee-of-the-Whole on December 1, 2020.

Second Reading Ordinances

1. Council Bill/General Ordinance 3035-2020

An Ordinance amending Chapter 35, “ZONING AND LAND DEVELOPMENT,” of the Moline Code ofOrdinances, by repealing Tables 35-3201.3 and 35-3301.2 in their entirety and enacting in lieu thereof two new Tables 35-3201.3 and 35-3301.2 relating to the same subject matter.

2. Council Bill/General Ordinance 3036-2020

An Ordinance amending Chapter 35, “ZONING AND LAND DEVELOPMENT,” of the Moline Code ofOrdinances, by amending Section 35-5209, concerning fences.

3. Council Bill/General Ordinance 3037-2020

An Ordinance amending Chapter 35, “ZONING AND LAND DEVELOPMENT,” of the Moline Code ofOrdinances, Table 35-3401.1, “PERMITTED LAND USES,” by removing “Storage, Personal” as a permitted use in the “B-4” (Highway/Intensive Business) District.

4. Council Bill/General Ordinance 3038-2020

An Ordinance amending Chapter 24, “PERSONNEL,” of the Moline Code of Ordinances, by amending Section 24-2305, concerning layoffs.

Resolutions

5. Council Bill/Resolution 1125-2020

A Resolution approving an agreement with USI Insurance for brokerage services for liability, property,workers’ compensation and cyber insurance for a period of one year, commencing December 1, 2020, and authorizing the Human Resources Manager to execute any and all documents in order to bind and accept coverage with Insurance Program Managers Group (“IPMG”) for liability, property, workers’ compensation insurance and Tokio Marine HCC for cyber insurance for a period of one year commencing December 1, 2020; and ratifying all prior actions of the Mayor, City Clerk and Human Resources Manager in executing the Agreement due to exigency of circumstance.

6. Council Bill/Resolution 1126-2020

Resolution approving an agreement with Genesis Occupational Health for occupational health services for a three-year period commencing December 1, 2020; and ratifying all prior actions of the Mayor and City Clerk in executing the Agreement due to exigency of circumstance.

7. Council Bill/Resolution 1127-2020

Resolution authorizing the Mayor and City Clerk to execute and attest to a Preliminary Engineering Services Agreement for Motor Fuel Tax Funds with Hutchison Engineering, Inc. for an amount not to exceed $512,314.50.

8. Council Bill/Resolution 1128-2020

A Resolution approving an independent contractor’s agreement with Miller Trucking and Excavating for snow removal services.

Omnibus Vote: Alderman Parker, seconded by Alderman Moyer, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Wendt, Potter, Moyer, Schoonmaker, Waldron, Berg, Williams and Parker; nays: none.

Items Not on Consent:

First Reading Ordinances

9. Council Bill/General Ordinance 3039-2020

An Ordinance levying and assessing taxes for the City of Moline, Illinois, for the tax levy year 2020, collectible in the year 2021, and enacting an ordinance relating to the same subject matter.

10. Council Bill/General Ordinance 3040-2020

An Ordinance levying a Special AD VALOREM TAX within the City of Moline, Illinois, Special Service Area #5, of the City of Moline, Illinois.

11. Council Bill/General Ordinance 3041-2020

An Ordinance levying a Special AD VALOREM TAX within the City of Moline, Illinois, Special Service Area #6, of the City of Moline, Illinois.

Council, Staff and Citizen Comments:

Alderman Moyer noted that one year ago, the Council discussed grant funding for a land bank. An Informational update will be provided at the next Council meeting, including grant funding opportunities.

Mayor Acri stated that as a community, we deal with emergency housing issues. On behalf of Humility Homes and Services, Jayne O’Brien, Moline Community Development Corporation Director, has requested $3,500 in assistance from the City. There was discussion. Alderman Potter indicated that support should come from personal donations, not tax dollars. Alderman Parker, seconded by Alderman Waldron, moved to approve a contribution of $3,500 to Humility Homes and Services. Motion passed on roll call with the following vote: ayes: Aldermen Wendt, Moyer, Schoonmaker, Waldron, Berg and Parker; nays: Aldermen Potter and Williams.

Executive Session:

Alderman Williams, seconded by Alderman Waldron, moved for Executive Session, for the purpose of discussion of Collective Negotiating Matters-5 ILCS 120/2(C)(2), Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees-5 ILCS 120/2(C)(1). Motion carried on roll call with the following vote: ayes: Aldermen Wendt, Potter, Moyer, Schoonmaker, Waldron, Berg, Williams and Parker; nays: none.

City Council convened in Executive Session at 7:16 p.m.

Council reconvened in open session at 8:48 p.m.

On motion of Alderman Waldron, Mayor Acri adjourned the Council meeting at 8:48 p.m.
