City of East Moline City Council Met Jan. 19.

Here is the minutes provided by the council:

PLEDGE:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Frederic Kotoku, Maria Tapia and Jose Rico.

PUBLIC COMMENT:

None

CITY CLERK’S REPORT

City Clerk Holmes had no items for discussion.

ADDITIONS/CORRECTIONS TO AGENDA:

None

CONSENT AGENDA:

City Clerk Arletta D. Holmes read the Consent Agenda that included the following: 

a. Approval of the City Council Minutes of December 21.2020.

b. Approval of the City Council Minutes of December 7, 2020.

c. Approval of the Committee-of-the-Whole Minutes of December 21, 2020.

d. Approval of Salaries of January 8, 2021 in the amount of $478,819.92.

e. Approval of Salaries of December 25, 2020 in the amount of $411,287.24.

f. Approval of Bills for the Month of January 2021 in the amount of $473,736.38.

g. Approval of Bills for the Month of December 2020 in the amount of $321,779.33.

A motion was made by Alderman Mulcahey, seconded by Alderman O’Brien, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Almblade, Mulcahey, O’Brien, Kotoku and Tapia. Abstain: Toppert. Motion carried. 5 – 1 Abstain

REPORT BY MAYOR

Proclamations:

2021 National School Choice Week

Mayor Freeman read and presented to Maggie Tisman, a Proclamation proclaiming the month of January as “2021 Slavery and Human Trafficking Awareness Month.” Ms. Tisman address the City Council and all those in attendance thanking the Mayor and City Council for the Proclamation.

Mayor Freeman read a proclamation, proclaiming the month of January 2021 as National Mentoring Month in the City of East Moline, by supporting mentoring giving young people in our community the gift of time and friendship. Mr. John Reynolds accepted the proclamation on behalf of Big Brothers Big Sisters Program. Mr. Reynolds thanked the Mayor, City Administrator and City Council for the Proclamation.

ATTORNEY LINCOLN SCOTT, CITY ATTORNEY PRESENTED THE FOLLOWING ORDINANCE AND RESOLUTIONS:

RESOLUTIONS

RESOLUTIONS 21-01: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING AND ACCEPTING THE BID RECEIVED BY THE JOINT PURCHASING COUNCIL OF BI-STATE REGIONAL COMMISSION FOR WATER AND WASTEWATER FACILITIES CHEMICALS.

A motion was made by Alderman Almblade, seconded by Alderman Kotoku, to approve Resolution 21-01. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien, Kotoku, Tapia and Rico. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Toppert)

Alderman Toppert had no items for discussion, all items have been covered under the Consent Agenda, Ordinances and Resolutions.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:

Mr. Stickler, Director of Maintenance Services – Mr. Stickler informed the City Council of the following:

∙ Over the Holidays we had two very bad storms, which was challenging.

∙ We had several trucks broke down. The trucks are now up and running.

∙ As of December 22, 2020, the City had 10 water main breaks.

The month of December has been very challenging for the City.

Alderman Toppert asked Mr. Stickler if the frozen sidewalks were due to the City plowing the streets? Is there any way to help residents on clearing the ice off their sidewalks or are we having to wait for the weather to cooperate to melt the ice and snow?

Mr. Stickler stated that with the sun being out the snow has melted a lot and this is a problem especially when we get ice and heavy snow. Mr. Stickler stated like 7th Street and Kennedy Drive is so small they are going to get snow up on the sidewalks.

Alderman Toppert stated that he heard that the City was sending out letters regarding cleaning off their sidewalks. Will we be giving homeowner relief and how is that going to work?

Mayor Freeman stated he has received those calls as well. Chief Ramsey stated that the Community Servers officer was handing out Courtesy notices. There was no intent to issue tickets or fines. Chief Ramsey stated he thinks that the homeowners were confused think that the Courtesy notice was an actual ticket. There was no intent to issue tickets.

Alderman Almblade stated that the Maintenance Services Department has used over 800 tons of salt so far this winter. Mr. Stickler stated it was over 1200 tons that has currently been used. They are now in the process of having more salt delivered.

Chief Ramsey, EMPD – Chief Ramsey informed the City Council that the two new officers, Officer Ward and Officer Krause graduated from the Police Academy and has started their training program.

Mr. Kammler, Director of Engineering – Mr. Kammler informed the City Council that his office has been working with Mr. Stickler regarding emergency repairs which requires contractor assistance. A bad water main break occurred on 4th Avenue and 36th Street needed assistance to finish up. Sewer main collapse which we are finishing up. Several CIP projects are coming up are we are still biding, despite the weather. The landfill/sewer contract will be award soon. The Sugar Creek pump station had a walk through today. The Grand Illinois Trail we be bidding on the first week of March.

A motion was made by Alderman Almblade, seconded by Alderman Mulcahey, to adjourn the City Council meeting. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien, Kotoku, Tapia and Rico. Motion carried. 6:57 p.m.
