City of East Moline Committee of the Whole Met Jan. 19.

ROLL CALL
Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Frederic Kotoku, Maria Tapia and Jose Rico. 6:58 p.m.
ADDITIONS/CORRECTIONS TO AGENDA
None.
PAYMENT TO PEERLESS PUMP FOR HS #2 WORK PERFORMED (Ms. Huber – Interim Director of Water Filtration)
Due to significantly decreased production and high potential for failure, HS pump #2 was pulled for repair and rehab in the last quarter of 2020. Peerless Pump has invoiced the water treatment plant in the amount of $19,398.00 for work performed.
I have attached a copy of the invoice for your review.

RECOMMENDATION:
Approve payment of invoice in the amount of $19,398.00
A motion was made by Alderman Almblade, seconded by Alderman O’Brien to concur with the recommendation as presented. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien, Kotoku, Tapia and Rico. Motion carried.
ALDERMANIC PARTICIPATION IN COLLECTIVE BARGAINING
Alderman Almblade has requested that a member of the City Council attend union negotiation sessions. Furthermore, he requests that if staff does not support the request to place it on the next Committee of the Whole agenda for discussion. His email communication to staff is attached.
By way of background, Mayor Freeman is attending these sessions as part ofthemanagement team. Staff is not supportive of thisrequest and looks forward to the discussion.
DISCUSSION ONLY:
A lengthy discussion was held regarding Alderman being allowed to take part in contract negotiations with the various Unions.
A motion was made by Alderman Almblade, seconded by Alderman Mulcahey to concur with the recommendation. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien, Tapia and Rico. Abstain: Kotoku. Motion carried. 5 – 1 Abstain

A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to adjourn the Committee-of-the-Whole meeting. Upon roll call the following voted in favor: Toppert, Almblade, Mulcahey, O’Brien, Kotoku, Tapia and Rico. Motion carried. 7:24 p.m.
