The Committee of the Whole of the City of Geneseo was called to order on Tuesday, January 26, 2021, at 6:00 PM, in the Council Chambers, with the following members present:
COUNCIL PRESENT: Council Bob James, Council Brett Barnhart, Council Craig Arnold, Council Douglas Crow, Mayor Sean Johnson, Council Martin Rothschild, Council Robert Wachtel, Council Paula Simosky, and Council Keith Kennett
COUNCIL ABSENT:
STAFF PRESENT: Director of Finance Jamie Matthews, City Admin JoAnn Hollenkamp, HR/Deputy Clerk Brandon Maeglin, Attorney Derke Price, Director of IT Garrett Griswold, Director of Public Works Chad VandeWoestyne, Chief of Police Casey Disterhoft, Director of Electrical Operations Eric Rowold, and Deputy Chief of Police Kondon Karzin

City Ordinance allows members of the Public to speak and give input up to 3 minutes during Public Comment, there can be no debate or action by the City Council at this time.

6 MAYOR'S COMMENTS
The Mayor thanked the public works crew for their hard work clearing the snow from the recent storm. The Mayor also commented that he has been working with staff to begin financial forecasting to plan for future years.
7 CITY COUNCIL COMMENTS
Alderman Wachtel read a letter from a citizen praising the water department for their customer service.
Alderman Arnold commented that he would like the city to examine the cost/benefit of bringing yard waste collection in-house. Arnold also commented that many citizens are concerned about the sales tax increase and about video gaming discussions coming back to council. Arnold stated that he is also concerned that there is no plan in place for the future to avoid additional tax increases.
Alderman Kennett thanked the public works department for their storm cleanup efforts.
Alderman Barnhart thanked Chief Disterhoft for keeping the council up to date on the State's law enforcement legislative discussions.
Alderman Simosky stated that she still needs be provided with documents concerning the budget.
Alderman James stated that he agrees with Arnold in regards to future planning needs.
8 CITY ADMINISTRATOR'S COMMENTS
Administrator Hollenkamp addressed the press regarding the tax levy newspaper headlines and her dissatisfaction with inaccurate information being printed.
8.1. CELL TOWER BUYOUT
Administrator Hollenkamp informed the Council that she would be bringing options forward for selling off the city's cell tower which may be financially beneficial to the city.
8.2. RECAP OF RICHMOND HILL
Administrator Hollenkamp informed the Council that plaques still need to be ordered and a donor appreciation/official grand opening event is planned for this May. The project came in at $150.00 within the planned expense budget.

Brett Barnhart moved, seconded by Bob James, Motion to recommend to the City Council resolution R-21-01 Net metering utilization fee change and to put on the consent agenda.
