City of Moline City Council Met Jan. 5.

Council Meeting: The City Council meeting came to order at 8:08 p.m. The Council met in regular session in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance.Invocation: Alderman Schoonmaker gave an Invocation.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Williams, Parker, Wendt, Potter, Moyer, Schoonmaker, Waldron and Berg present. Absent: None.

Approval of Minutes
Committee-of-the-Whole and Council meeting minutes of December 15, 2020.
Resolutions
1. Council Bill/Resolution 1001-2021
A Resolution authorizing certain contracts for treatment chemicals to be used by the Department of Public Works for the calendar year 2021 and authorizing the Utilities General Manager to execute the necessary contract documents for purchase of said treatment chemicals in the quantities needed.
2. Council Bill/Resolution 1002-2021
A Resolution authorizing the Mayor and City Clerk to approve and attest to an exception to the moratorium on hiring pursuant to Resolution 1051-2020 to consolidate and reclassify, with likely related increase in pay, the positions of Sewer Maintenance Manager and Water Distribution Manager to Utilities Field Manager and hire a Utilities Field Crew Leader and Water Distribution Worker.
3. Council Bill/Resolution 1003-2021
A Resolution authorizing the Mayor and City Clerk to approve and attest to an exception to the moratorium on hiring pursuant to Resolution 1051-2020 to hire a WPC Mechanic.
4. Council Bill/Resolution 1004-2021
A Resolution authorizing the Mayor and City Clerk to approve and attest to an exception to the moratorium on hiring pursuant to Resolution 1051-2020 to hire a WPC Plant Operator.
5. Council Bill/Resolution 1005-2021
A Resolution authorizing the Mayor and City Clerk to execute and attest to an Independent Contractors Agreement with RACOM for a Fire Station Alerting System in the amount of $182,460.
Omnibus Vote: Alderman Parker, seconded by Alderman Moyer, moved to approve, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Waldron, Berg, Williams, Parker Wendt, Potter, Moyer and Schoonmaker; nays: none.
Council, Staff and Citizen Comments:
The City Council praised Moline Fire, Risk Management, Community and Economic Development and Public Works personnel for their caring and responsive work during the recent snow emergency.
Alderman Wendt suggested that communication to the pubic might be improved and that he and Alderman Waldron are interested in working with Interim City Administrator Marty Vanags on this initiative. Alderman Wendt made a motion to create an ad hoc committee to develop ideas for communicating with the public. Seconded by Alderman Schoonmaker. Alderman Parker’s remote connection was lost. Motion passed on roll call with the following vote: ayes: Aldermen Waldron, Berg, Williams, Wendt, Potter, Moyer and Schoonmaker; nays: none.
Mayor Acri thanked the Council for their flexibility in remotely attending meetings. She also thanked Alderman Schoonmaker for coming up with a plan to meet with Public Works employees to better understand what the Council can do to address their concerns. She will work with Alderman Schoonmaker on this and bring it to the Council floor.
Executive Session:
Alderman Waldron, seconded by Alderman Moyer, moved for Executive Session, for the purpose of discussion of Review of Executive Session Minutes-5 ILCS 120/2(C)(21); Collective Negotiating Matters-5 ILCS 120/2(C)(2); Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees-5 ILCS 120/2(C)(1) and Price Setting for Sale or Lease of Real Property-5 ILCS 120/2(C)(6). Motion carried on roll call with the following vote: ayes: Aldermen Waldron, Berg, Williams, Parker, Wendt, Potter, Moyer and Schoonmaker; nays: none.
City Council convened in Executive Session at 8:28 p.m.
Council reconvened in open session at 9:28 p.m.
Mayor Acri adjourned the City Council meeting at 9:28 p.m.
